This paper investigates how private sectors react to new infrastructure investment by emphasising private investment in land. Our theoretical model shows infrastructure positively affects private sectors' land investment and the effect becomes stronger in industrial sector than commercial sector. We use panel data of Chinese major cities between 2009-2017 to verify the model implication and find supportive evidence. In addition, we investigate whether a higher level of land subsidy undermines or amplifies the infrastructure effect on land investment but find weak evidence in either industrial or commercial sectors. Further, we examine how infrastructure effect and subsidy effect influence land allocation. Only subsidy effect plays a significant role in land allocation.

Book excerpt: The author examines the role of private participation in infrastructure (PPI) in mobilizing finance for key urban services, that is, urban roads, municipal solid waste management, and water and sanitation since the early 1990s when private participation came to be seen as a key element in infrastructure development. Her review indicates that for financing urban services, PPI has disappointed-playing a far less significant role than was hoped for, and which might be expected given the attention it has received and continues to receive in strategies to mobilize financing for infrastructure. Looking beyond the number, the author examines transactions and finds that there are good reasons-practical, political, economic and institutional-for these disappointments. Recommending that cities in developing countries try harder is not likely to relieve all these constraints. Experience shows that there are a number of features that raise the risk profile of urban infrastructure for private investors, which has meant that the bulk of the transactions that have taken place have been exceptions rather than harbingers of a growing trend. Many of the measures that could reduce the risk profile are outside the control of many cities, others unlikely to change, and yet another group of steps to be taken that would improve prospects for urban service provision, whether in the hands of public or private operators. These findings suggest a more pragmatic and selective approach to the focus on PPI as a source of finance, and more focus on the array of some of the fundamental steps, among them strengthening the public finances of cities to improve both the capacity to deliver services and to reduce the risks that private investors must take when they invest in urban infrastructure.

Infrastructure drives economic and social activities. Relevant sectors include energy (electricity and natural gas); telecommunications (phone lines, mobile phone service, and Internet); transportation (airports, railways, roads, waterways, and seaports); and water supply and sanitation (piped water, irrigation, and sewage collection and treatment). Recent research shows that inadequate infrastructure is associated with income inequality. This is likely linked to the delivery of infrastructure services to households, such as direct health benefits, improved access to education, and enhanced economic opportunities. Transgovernmental networks of regulators have assembled representatives and technical experts from national regulatory agencies, nongovernmental organizations, private firms, and business organizations. As private corporations become increasingly globalized, many forms of TPRs have emerged since the 1990s for legislation, standard-setting, monitoring of compliance, and implementation of transnational rules, to respond to challenges posed by the transformation of domestic and international regulatory environments. TPRs are self-regulated, non-state, market-driven regulations. Since the emergence of TPRs, the global rule-making landscape has become dynamic. Urban development and property investment have been viewed historically as local phenomena: The regulations and standards in this field have been established and enforced by governments, local associations, and national professional bodies. However, as urban development and property investment increasingly have been globalized, the services, transactions, and investments by private firms have transcended national boundaries. For this reason, it has become difficult for states to regulate global activities through existing national legislation or international regulatory systems. As the management of new transnational issues through collaborations between various actors is unpredictable, it is necessary to examine the mechanism of TPRs in global property investment and their effectiveness for sustainable urban development.
