The history of developed countries shows that infrastructure contributed a lot in economic development, and maintaining & upgrading infrastructure is also important for running economy smoothly. In developing countries, the quality of infrastructure and its service helps to reduce the production cost, increase the quality of personal life and gain the international competitiveness. India is the third largest country in Asia, it has developed rapidly in the recent years and became more attractive to foreign investment. Since its economic reforms in 1991, The Indian government has been committed to the development of infrastructure and encouraged private sector and foreign direct investment's participation, especially in the recent ten years. Recognizing that the lags of infrastructure development became the bottleneck of its economic growth, the Indian government increased the strength of infrastructure development by more policy and fiscal support. This paper briefly introduces the infrastructure development situation in India and attempts to analyze from infrastructure perspective the advantages and challenges that India has to sustain its economic growth. This research also compares China's rapid economic growth and infrastructure development contribution to it. In examining the successful experience that China has, and problems exposed in its infrastructure development the consequence by performing the massive stimulus financial package in 2008 points out that infrastructure development has positive impact on economic growth, and can directly contribute to the growth. There are limitations to the extent to which infrastructure development can contribute to long term economic stability.

Some observers of the recent growth have said that both countries are surging in their efforts to spur innovation; others have emphasized the potential of one country over the other; and still others have suggested that both China and India have a long way to go before achieving innovation-driven growth. With such a range of views, The National Academies set out to describe developments in both countries, in relation to each other and the rest of the world, by organizing a conference in Washington, D.C. The conference, summarized in this volume, discussed recent changes at both the macroeconomic level and also in selected industries, and explored the causes and implications of those changes.

One of the most remarkable aspects of the Chinese experience is the rapid pace of high-quality construction. The report looks at the role of strong capacity development within and cooperation among China Railway Corporation, rail manufacturers, universities, research institutions, laboratories, and engineering centers that allowed for rapid technological advancement and localization of technology. It describes the project delivery structures and incentives for delivering quality and timely results. It finds that a developing country can price high-speed rail services affordably and still achieve financial viability, but this requires very high passenger density. Book excerpt: This paper uses a general equilibrium trade framework to estimate the contribution of transport infrastructure to regional development. I apply the analysis to India, a country with a notoriously weak and congested transportation infrastructure. I first analyze the development effects of a recent Indian highway project that improved connections between the four largest economic centers. I estimate the effect of this new infrastructure on income across districts using satellite data on night lights. The results show large aggregate gains from the Indian highway project, but unequal effects across regions. China has followed a different highway construction strategy and has experienced more significant convergence across regions than India. I therefore use the model to gauge the effects of a counterfactual highway network for India that replicates the Chinese strategy of connecting intermediate-sized cities. I use an iterative procedure to design a network among the targeted Indian cities that equalizes marginal costs and benefits of building roads within the general equilibrium framework. The results suggest that a network that connects intermediate-sized cities in an approximately optimal way is substantially larger than the existing network, would have large aggregate net gains, and it would benefit the lagging regions of India.

Book excerpt: Abstract: The paper examines the ways in which recent economic growth has been uneven in China and India and what this has meant for inequality and poverty. Drawing on analyses based on existing household survey data and aggregate data from official sources, the authors show that growth has indeed been uneven-geographically, sectorally, and at the household level-and that this has meant uneven progress against poverty, less poverty reduction than might have been achieved had growth been more balanced, and an increase in income inequality. The paper then examines why growth was uneven and why this should be of concern. The discussion is structured around the idea that there are both "good" and "bad" inequalities-drivers and dimensions of inequality and uneven growth that are good or bad in terms of what they imply for both equity and long-term growth and development. The authors argue that the development paths of both China and India have been influenced by, and have generated, both types of inequalities and that while good inequalities-most notably those that reflect the role of economic incentives-have been critical to the growth experience thus far, there is a risk that bad inequalities-those that prevent individuals from connecting to markets and limit investment and accumulation of human capital and physical capital-may undermine the sustainability of growth in the coming years. The authors argue that policies are needed that preserve the good inequalities-continued incentives for innovation and investment-but reduce the scope for bad ones, notably through investments in human capital and rural infrastructure that help the poor connect to markets.
