Available in PDF, EPUB and Kindle. Book excerpt: This paper examines the increased role of the private sector in developing and maintaining critical infrastructure. It identifies governments' quest to shift part of the burden of new infrastructure investments to the private sector for the economic development of firms and industry and the improvement of quality of life and, given the constraints on public budgets, to finance growing infrastructure needs. Adequate infrastructure services include power, telecommunications, transport, water supply and sanitation. The paper also emphasizes the private sector involvement in bringing increased efficiency to investment and management and operation.

Book excerpt: During the 1990s, infrastructure concessions were hailed as the solution to Latin America's endemic infrastructure deficit, by combining private sector efficiency with rent dissipation brought about by competition. This publication examines the design and implementation of over 1,000 examples of concession contracts, in order to identify the problems that have occurred in the process. It goes on to highlight lessons to be learned for the future, in order to realise the potential benefits of infrastructure reform and to contribute to economic growth and poverty reduction.

Book excerpt: "The authors complement the existing knowledge in the renegotiation literature on infrastructure concessions by analyzing government-led renegotiations. They first propose a multiple-period theoretical framework in which both Pareto-improving and rent-shifting renegotiations at the initiative of the government can occur. They then perform an empirical analysis based on a sample of 307 water and transport projects in five Latin American countries between 1989 and 2000. While some of the main insights from the previous literature are unchanged, for example concerning the importance of having a regulator in place when awarding concessions and the fragility of price cap regulatory schemes, there are also significant differences as predicted by the model, in particular with respect to the effect of investment and financing, as well as the corruption variables. The authors provide additional evidence showing that a good regulatory framework is especially important in contexts with weak governance and political opportunism. "--World Bank web site.

Available in PDF, EPUB and Kindle. Book excerpt: Numerous renegotiations have plagued Latin American infrastructure concession contracts in the 1990s, to the point that private sector involvement is being questioned in some countries. This issue has been analyzed in a series of papers by Guasch et al. (2003, 2006a, 2006b). After putting these contributions in the context of the theoretical and empirical literature on contract renegotiation, this note surveys the existing evidence on the determinants of these renegotiations and discusses the main policy implications regarding the necessity of efficient regulatory institutions and the adequate type of price regulation.

Available in PDF, EPUB and Kindle. Book excerpt: This book reviews Latin America's experience with infrastructure reform over the last fifteen years. It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Book excerpt: There is widespread acceptance of the importance of infrastructure, but less agreement about how it should be funded and procured. While most public infrastructure is still provided in-house or by traditional procurement methods – with well-researched strengths and weaknesses – the development of service concession arrangements has seen a greater emphasis on lifecycle costing, risk assessment and asset design as featured in a variety of public private partnership (PPP) delivery models. This book examines the various procurement approaches, and provides a framework for comparing their advantages and disadvantages. Drawing on international experience, it considers some of the best and worst examples of PPPs, and infrastructure projects generally, along with the lessons for improving infrastructure procurement processes.

Available in PDF, EPUB and Kindle. Book excerpt: Regulators of concessions in newly privatized infrastructure sectors typically start the price control process with limited sectoral and corporate data. To move toward more realistic regulatory targets, they must ensure that this information base grows and that their ability to process it improves-a costly undertaking but worth the expense. Getting it right-with well-conceived rules, data, and methodologies-helps to avoid time-consuming regulatory disputes and contract renegotiations, reduce regulatory capture by the new private operator, and assess who gains and who loses from utility privatization. Getting it wrong can cause the concessionaire to operate and invest inefficiently, raise its cost of capital, and ultimately jeopardize privatization. This Note outlines the accounting requirements that a regulator should impose on new concessionaires to navigate these waters as smoothly as possible.
