Since its inception, the INFOSAN Secretariat has facilitated international communications between members during hundreds of food safety events; including 162 during the 2018/2019 biennium, double the number of events dealt with in the previous biennium. This INFOSAN Activity Report provides an overview of the major events, activities and information products relating to INFOSAN in 2018/2019. The report highlights some achievements from the biennium, as well as challenges to overcome and areas for improvement. INFOSAN aims to be a member-driven network and thus a united and sustained effort must be made by all INFOSAN members for the network to reach its full potential.

The vision of the draft strategy is to ensure that all people, everywhere, consume safe and healthy food to reduce the burden of foodborne diseases. With five interlinked and mutually supportive strategic priorities, the draft strategy aims to build forward-looking, evidence-based, people-centred, and cost-effective food safety systems with coordinated governance and adequate infrastructures. This strategy contributes to the achievement of the SDGs and will be reviewed in 2030 when the world will reflect upon the progress made towards the SDGs.

The food safety hazards considered in the publication are foodborne pathogens and parasites, harmful algal blooms, pesticides, mycotoxins and heavy metals with emphasis on methylmercury. There is also, a dedicated section on the benefits of forward-looking approaches such as horizon scanning and foresight, which will not only aid in anticipating future challenges in a shifting global food safety landscape, but also help build resilient food systems that can be continually updated as more knowledge is assimilated. By recent estimates, unsafe food kills over 400,000 people a year, a third of them children under 5, mostly in low- and middle-income countries; every year poor quality medicines cause about 70,000 excess deaths from childhood pneumonia and roughly 8,500 to 20,000 malaria deaths in sub-Saharan Africa alone. The Federal Drug Administration (FDA) Office of Global Policy and Strategy is charged with improving capacity of the agency's foreign counterpart offices and increasing understanding of the importance of regulatory systems for public health, development, and trade. At the request of the FDA, this study sets out a strategy to support good quality, wholesome food and safe, effective medical products around the world. Its goal is to build on the momentum for strengthening regulatory systems and to set a course for sustainability and continued progress. The 2012 report Ensuring Safe Food and Medical Products Through Stronger Regulatory Systems Abroad outlined strategies to secure international supply chains, emphasized capacity building and support for surveillance in low- and middle-income countries, and explored ways to facilitate work sharing among food and medical product regulatory agencies. This new study assess progress made and the current regulatory landscape.

Despite the global average improvement in calorie production and major development of the food and agricultural product markets, huge inequalities in food access and repartition of the added value have emerged, leading to new serious nutritional and social problems. Based on a review of the most recent scientific knowledge, this report emphasizes Low-Income and Lower Middle-Income countries where the population faces greater challenges than elsewhere. Different threats are adding up and there are few options to adapt or mitigate these combinations of risks. This is a call for all those - businesses, policy makers, consumers, funding agencies - who are engaged in food systems transformations to bear in mind their systemic aspects and their multiple outcomes and risks in order to be able to fashion more sustainable and equitable food systems. This report was prepared and coordinated by the Centre de coopération internationale en recherche agronomique pour le développement (CIRAD), and is a joint production with the Food and Agriculture Organization of the United Nations (FAO) and the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO). The scientific report hereunder takes stock of the current and future risks and challenges as regards to food systems.
