Such societies typically have a host of unresolved pressing social, economic and political questions that impinge on policing and the prospects for reform. Book excerpt: The enclosed papers are the culmination of a project Dr. John Crank and Dr. Colleen Kadleck carried out assessing issues facing the police into the early 21st century. The papers are future oriented, in the sense that they anticipate trends visible today. Everywhere, the contributing scholars found that the organizational concept, practice, and function of the police were undergoing transition. Yet, the seeming state-level hardening of the police function was ubiquitous. Two themes were noteworthy. On the one hand, in developing or ‘second world’ countries, police face endemic problems of corruption, organized crime, and drugs. Police, in response, are undergoing centralization and intensification of law enforcement activities. In countries with first world economies – Canada, the United States, and Australia – contributors discovered trends toward expansion of the police function, a trend described by Brodeur as toward 'high policing'. It reflects the growing reliance on surveillance for crime control and for the tracking of minority, indigenous, and immigrant populations in crime prevention efforts. The results suggest that governments, sometimes encouraged by their citizenry, seem increasingly to rely on the police to deal with a broad array of social as well as criminal problems. This book was originally published as a special issue of Police Practice and Research.

Salvadoran human rights advocates, however, have had to continually and publicly express their support of key provisions in the 1992 peace accords. This freedom of expression contributed to the punishment of those responsible for the murder of opposition leader Francisco Velis and medical student Adriano Vilanova. Human rights advocates have been less successful in other areas, however, including their opposition to amnesty laws for wartime human rights violators and their work against vigilante death squads. This study covers the 1992 peace accords, which include the removal of human rights abusers from the military, the creation of a truth commission and the demilitarization of public security. It also discusses the troubling indications that the government is once again reducing the space available for freedom of expression, including the undermining of the Office of the Human Rights Counsel, the hostile attitude of President Francisco Flores, evidence of internal espionage and a changing international context. Later chapters focus on police reform. The book concludes by presenting some suggestions for increasing freedom of expression in transitional societies such as El Salvador. There is much evidence that shows human rights are likely to be a better protected right when citizens and civil society institutions routinely exercise their right to freedom of expression.

Book excerpt: Interviews with active-duty and retired military officers in Ecuador and Peru shed light on the evolution of Andean civil-military relations, with implications for democratization. Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuador’s army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the state’s security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.

Drawing on theories from the Global North and South, it incorporates postcolonial perspectives and decolonial feminist methodologies to expose patriarchal, Eurocentric hierarchies constructed during the colonial era, which remain in Chilean society today. Through close readings, the book demonstrates that it is in the inconsistent and fluid depictions of characters that identities are deconstructed and reconstructed in ways that defy and transform social norms. This is the first extended English-language study of this infamous historical figure, who is more widely known as la Quintrala. It is also the first to compare the literary portrayals by Mercedes Valdivieso and Gustavo Frías. Looking beyond the infamy which usually shapes interpretations of la Quintrala, the author presents these novels as an embodiment of the anxieties surrounding hybridity in Chile, where European heritage has traditionally overshadowed indigenous concerns, and patriarchal norms dominate the construction of gender. Written during a period of social and political upheaval in Chile, it makes a timely contribution to existing works in social and political science, popular culture and the ongoing discussions of this iconic figure.
