This book was released on 2015-02-03 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: According to Census Bureau data, approximately 1% of small businesses in the United States currently export. With roughly three-quarters of world purchasing power and almost 95% of world consumers living outside U.S. borders, more attention is being paid to the potential of small business export promotion programs to grow small businesses and contribute to the national economic recovery. In addition, some Members of Congress believe the contributions of small businesses to commercial innovation and economic growth could be enhanced through greater access to growing international markets. Consistent with these policy goals, the Small Business Administration (SBA) provides export promotion and financing services to small businesses through its loan guaranty programs, management and training programs, and other initiatives. SBA's Office of International Trade (OIT) coordinates these activities as it assists with four stages of export promotion: (1) identifying small businesses interested in export promotion; (2) preparing small businesses to export; (3) connecting small businesses to export opportunities; and (4) supporting small businesses once they find export opportunities. The Small Business Jobs Act of 2010 (P.L. 111-240) elevated trade within SBA by establishing an assistant administrator to lead OIT and report directly to the SBA administrator. The act also authorized SBA to establish a three-year State Trade and Export Promotion (STEP) pilot grant initiative. Under the STEP initiative, which was appropriated $30 million both in FY2011 and FY2012, SBA awarded grants to states with the goal of assisting eligible “small business concerns” with exporting. The STEP program's authorization expired at the end of FY2013, but Congress appropriated $8 million for STEP in FY2014 and $17.4 million for FY2015. SBA's export-related loans amounted to approximately $1.3 billion (comprising approximately 5.7% of SBA's annual loan portfolio) in FY2014. Although SBA has three loan programs that are specifically targeted toward exporters, many of SBA's broader loan programs support export-related activities. Surveys indicate that relatively few clients of SBA's management and training programs request trade-related counseling and that some choose to receive this information from other federal programs (such as those provided by the Department of Commerce). This report begins with the history, role, and scope of SBA's export promotion activities and the creation of OIT. Next, it uses quantitative data from SBA and qualitative data from other sources to provide performance analysis of SBA's international programs. This report concludes with a presentation of three issues for consideration during an era in which concerns of fiscal responsibility and economic recovery are high priorities for many policy makers. First, are there market barriers impeding smaller firms from exporting? Second, is there a compelling interest for the government to promote exports in the name of national “competitiveness”? Third, are SBA's export promotion policies duplicative of other federal programs? In the 113th Congress, several bills were introduced to improve efficiencies among small business export promotion programs (e.g., H.R. 1909, H.R. 1926, H.R. 1916, and S. 1179).

Book excerpt: Trade flows and trade policies need to be properly quantified to describe, compare, or follow the evolution of policies between sectors or countries or over time. This is essential to ensure that policy choices are made with an appropriate knowledge of the real conditions. This practical guide introduces the main techniques of trade and trade policy data analysis. It shows how to develop the main indexes used to analyze trade flows, tariff structures, and non-tariff measures. It presents the databases needed to construct these indexes as well as the challenges faced in collecting and processing these data, such as measurement errors or aggregation bias. Written by experts with practical experience in the field, A Practical Guide to Trade Policy Analysis has been developed to contribute to enhance developing countries' capacity to analyze and implement trade policy. It offers a hands-on introduction on how to estimate the distributional effects of trade policies on welfare, in particular on inequality and poverty. The guide is aimed at government experts engaged in trade negotiations, as well as students and researchers involved in trade-related study or research. An accompanying DVD contains data sets and program command files required for the exercises. Copublished by the WTO and the United Nations Conference on Trade and Development

Book excerpt: Less than one percent of all U.S. businesses export, and of those that do, 56 percent sell to only one market. Business owners who do not export tell researchers that the reason for not exporting is that they are not confident choosing the best markets for their products and services, and that they are wary of risk. Free Trade Agreements: 20 Ways to Grow Your Business takes the mystery out of exporting by analyzing opportunities in country markets where the U.S. government has negotiated preferential access for U.S. companies. The book provides detailed information on best prospects, insights on the economic and political situation, tips on business culture, and free and low-cost assistance for entering each market. The book also describes how dramatically trade has grown as a result of the free trade agreements. Also included are case studies of smaller U.S. companies that have succeeded by targeting this group of countries which includes Canada and Mexico. Furthermore, new agreement partners, including Peru, South Korea, and Colombia, are explored. Written in plain language and illustrated with graphs and tables, this resource is the long-awaited handbook for entering and succeeding in new markets. Available in PDF, EPUB and Kindle. Book excerpt: America's international economic decisions rest to a large degree on the information available to policymakers. Yet the quality of international trade and financial data is in serious doubt. This book reveals how our systems for collecting and analyzing trade data have fallen behind the times-and presents recommendations for new approaches to accuracy and usefulness of these economic data. The volume traces the burgeoning use of international economic data by public and private analysts at a time when the United States is becoming increasingly integrated into the world economy. It also points out problems of capturing new transactions, comparing data from different sources, limited access to the data, and more. This is the first volume to review all three types of U.S. international data-merchandise trade, international services transactions, and capital flows. Highlights include: Specific steps for U.S. agencies to take. Special analyses on improving the accuracy of merchandise trade data, filling data gaps on the fast-growing international services transactions, and understanding structural changes in world capital markets. Comments, complaints, and suggestions from an original survey of more than 100 key users of trade data. This practical volume will be invaluable to policymakers, government officials, business executives, economists, statisticians, and researchers.
