Book excerpt: Awareness of the value of information leads to the uncovering of specific properties and characteristics of information, to the preception of information as a physical entity, to its definition as a natural resource and as a form of energy available to mankind waiting to be exploited. Informatics is the discipline that studies the information phenomenon, the systems of information and the processing, transfer and utilization of information, mainly, but not necessarily, with computers and telecommunications systems as the tools, for the benefit of mankind. Informatics is nothing but a tool, and its basic scope is to help countries to better solve the fundamental problems they are facing now; such as how to conduct the national economy, the optimization of the use of resources for the promotion of social and economic development-all addressed to the welfare of mankind. It is absolutely necessary and urgent for developing countries to acquire the capability of handling and processing information for their own purposes, in the same manner as the more advanced countries. In this way the interface at political level between countries may be more balanced and equitable.

Book excerpt: The economic growth is achieved by the growth in the results created by the means of production and yet this growth must be submitted to restriction in collaboration with the productivity and efficiency of the above mentioned means of production. Economical development will be balanced only if a raise of the macro economical indicators occurs and if its variation is related with the demographic evolution, which is deduced from the quantity and quality of the work factor that exists in a certain country at a certain time. The quantity of the work factor can determine a healthy economic growth provided a growth in the capital stocks occurs. Consequently, the growth in the quantity of the capital used determines the growth in the quantity of goods and services created in a national economy, but only in the same way as the growth in the quantity of the work force. The technical progress, which is named in the established economic models quot;the residual factorquot;, is currently one of the most important factors of economic growth and also an important source for the growth of the productivity of the production factors and therefore of the intensive economic growth and of the performances of the productive technologies.

Book excerpt: In Part I, Prof. Targowski takes us through the evolution of modern computing and information systems. While much of this material is familiar to those of us who have lived through these developments, it would definitely not be familiar to our children or our students. He also introduces a perspective that I found both refreshing and useful: looking at the evolution on a country by country basis. For those of us who live in the U.S., it is all too easy to imagine that evolution to be a purely local phenomenon. I found my appreciation of the truly global nature of computing expanding as he walked me through each country’s contributions. In Parts II and III, constituting nearly half of the book, Targowski provides what I would describe as an in-depth case study of the challenges and successes of informatics in Poland. As he tells each story—many of which involved him personally—the reader cannot help but better understand the close relationship between the freedoms that we in the west take for granted and the ability to produce innovations in IT. Even after Poland left the orbit of the former Soviet Union, the remaining vestiges of the old way of thinking remained a major impediment to progress. Being right and being rigorous were far less important than being in tune with the “approved” ways of thinking. There are important lessons to be learned here, particularly as we try to project how IT will evolve in rapidly developing economies such as China. But, from my experience, they apply equally well to western academia, where moving outside of preferred values and patterns of research can lead a scholar to be ignored or even disparaged. In Part IV, Targowski presents a bold, forward-looking synthesis of informatics and informing science in the future. Building upon articles recently published in Informing Science: The International Journal of an Emerging Transdiscipline, he presents a conceptual scheme of historical informing waves that builds upon historians such as Toynbee. He then considers how these trends will necessarily force us to rethink how we develop and apply IT. He does not steer away from the controversial. But he also provides cogent arguments for all his predictions and recommendations.

Book excerpt: The role of information and this high technology is of very crucial importance in building up the South Asian nations capacity for fast economic growth as every facet of modern economy, political and social system is now dependent on the ability to communicate and to access, process and distill the information in every possible form-voice, data, video etc. This study has taken all these factors in drawing out a regional policy in informatics in the region to promote fast economic growth, such stable relationships among the countries as based on mutual trust, goodwill and collective self reliance. In the Chapter "Informatics and SAARC: Techno Economic Imperatives,"the fact of building of technological self reliance across the region has been greatly emphasized.Other Chapters are, viz, Chapter"Explaining Pitroda's Model, Informatics and SAARC: Peace Imperatives, SAARC and North South Dialogue. This study concludes with a case for proper alteration of government interventionist efforts through collective self reliance and mutual cooperation aimed at restructuring the demand for and supply of advanced information technologies in their respective national economies.

Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews the past, present and future of Romania's information technology (IT) industries. It describes Romania's IT industry under Communism and the changes in both IT policies and the IT industry following the December 1989 revolution. Though flawed in many ways, Romania's Communist-era isolationism did lead to some build-up of IT-related technological capabilities.Post-1989 liberalisation has encouraged a suppression of higher-level capabilities but a substantial increase in lower-level IT skills. Hardware capabilities have been lost far more than those in software. In part, this is due to various 'natural protections' that shield the domestic software market from foreign packages. In part, it is due to continued state support for Romania's software industry.Future development of this industry is likely to focus more on services than packages, and more on the domestic than the export market. However, future development will depend on continuing government intervention: not the state ownership and regulation of the Communist era, but promotional interventions that support what will be a vital keystone of all national economies in the 21st century.

Available in PDF, EPUB and Kindle. Book excerpt: Information and the technology to rapidly transmit, analyze, document, and disperse this information are increasing arithmetically, if not logarithmi cally. Arguably, no discipline better exemplifies this trend than medicine. It can be further argued that care of the trauma patient is one of the better examples of informatics and the potential benefit to the health profession als who care for these patients. Maull and Augenstein have provided us with a primer on informatics and its use in trauma care. The subject matter is timely and covers the gamut of trauma care from prehospital to rehabilitation. Who will benefit from trauma informatics? A simple answer would be anyone who takes care of trauma patients. From a broader perspective, however, at least three examples illustrate how trauma informatics can be used today to exert a positive effect on patient outcome. The first example is care of combat casualties, including battlefield resuscitation, evacuation, acute care, and ultimate return to the continental United States. Current technology is such that via global positioning satellite, a corpsman could transmit to a remote area the vital signs and pertinent physical findings of a combat casualty. Furthermore, the location of the corpsman and the casu alty would be precisely known, and consultation and destination disposition would be possible. The injured person, when admitted to a combat support hospital, could be continuously monitored and additional remote consulta tion obtained.
