Book excerpt: "Having learned hard lessons about the consequences of critical supply chain disruptions during the COVID-19 pandemic, the United States government is even more emboldened to strengthen the microelectronics supply chain. As President Biden stated on February 24, 2021, when addressing U.S. supply chain security, "The United States must ensure that production shortages, trade disruptions, natural disasters and potential actions by foreign competitors and adversaries never leave the United States vulnerable again." The manufacturing of semiconductors is deeply entwined in complex, global supply chains. This puts the U.S. at risk of an overreliance on overseas production for these critical components - in particular, on Taiwanese and other Asian manufacturers. Foreign adversaries like China and Russia are increasingly persistent and creative in their efforts to exploit our economic and national security vulnerabilities. Thankfully, the lack of semiconductor manufacturing capacity in the U.S. is both explainable and addressable. To attract new fabrication plants to the U.S., Congress has introduced legislation containing new incentives to counter subsidies provided in competing countries. Additionally, incentives would provide domestic, leading-edge foundries the ability to supply our Department of Defense, critical infrastructure, and essential commercial needs. Lobbyists and interest groups have been engaging Congress in hopes to carve out a piece of the more than $50 billion in potential funding. The U.S.'s outsized reliance on foreign semiconductor production presents an unacceptable supply chain vulnerability. Such reliance poses an undue risk to the national security and resiliency of United States' critical infrastructure."--Abstract.
