Through an analysis of the EU’s discourse, instruments, and the reception of its policies in Central Asia, this study argues that the EU consciously takes the position of a second-tier actor who acts as a “consultant” and projects a picture of itself as an honest broker with no geopolitical agenda. The EU’s influence is confined to niche domains in the security sphere that are nevertheless important for the regional security. The EU is not a great power in the region nor is it willing to become one. It does, however, have comparative advantages in being perceived as inoffensive and for occupying areas that are neglected by the other actors, such as governance and water security.

It also argues and demonstrates that procedural politics occurs by predictable means (most notably, involving procedural coalition formation and strategic issue-definition) and exerts predictable effects on policymaking efficiency and outcomes and long-run institutional change. Beyond illuminating previously under-appreciated aspects of EU rule governance, these findings generalize to all rule-governed political systems and form the basis of fuller accounts of the role of institutions in political life.

Book excerpt: The European Union’s (EU) membership conditionality has been perceived as a highly effective means of influence on non-member states in the run-up to the 2004 and 2007 enlargements. According to the incentive-based explanation that dominates the literature, conditionality has been particularly effective when the EU offered a credible membership incentive and when governments did not consider the domestic costs of compliance threatening to their hold on power. This volume challenges much of the existing work on EU enlargement and postcommunist transition, however, by testing the conditionality thesis in the post-accession setting. Whereas a conditionality hypothesis would predict deteriorating compliance among the newest member states, several contributions here actually find the opposite. Enduring compliance among postcommunist states with the acquis, as well as with less formally institutionalized EU preferences for economic liberalization and minority protection, calls into question the role that conditionality plays in eliciting conformity. Simultaneously, support for the conditionality hypothesis in areas such as political party development and EU relations with Turkey and the western Balkans suggests conditionality’s effects vary across countries and issues. As the first study to systematically examine the relationship between international institutions and postcommunist states after enlargement, this volume provides new insights into how external actors exercise their power in domestic politics. This book was published as a special issue of the Journal of European Public Policy.

Trade is the EU's most important external policy area. The EU is an economic giant based on the largest single market in the world. Thus the EU has power in and through trade. The EU makes increasingly the adaptation of normative standards a condition to access its market. Does the EU integrate also standards on gender equality? And does the EU transform gender regimes globally through trade? What impacts does the EU have on gender regimes? This dissertation examines gender impacts in the Sustainability Impact Assessments that show possible impacts of trade agreements between the EU and its partners. The analysis shows that gender is secondary to economic growth and not directed towards gender equality. As a consequence the EU does not use its power through trade and the coherence of internal and external efforts is questionable.
