Book excerpt: Consumer price indices reflect changes through time in the prices of goods and services that are bought by households for the satisfaction of their consumption needs. In Greece, there are two different indicators of inflation issued by the National Statistical Service of Greece. The Consumer Price Index (CPI) is the official indicator of the domestic level used for the adjustment of wages and the adaptation of the purchasing power of the currency. The second is the Harmonized Index of Consumer Prices (HICP) created through coordinated and systematic efforts at harmonization within the European Union; it is used by the European Central Bank. This article describes these two measures and the differences between them are stressed. Both indicators are distinct from a macroeconomic perspective, nevertheless for confusion to be avoided and in the context of optimal practices and European convergence it would be best if these two indices were identical.

Rather it explores the history and structural basis for the policies pursued by the occupation and liberation governments of Greece, and their interactions with the policies of the Axis and later, British authorities. For sources, the work draws heavily not only on the existing literature, but also on the Bank of England and British Treasury papers of the period. Dr Michael Palairet is a lecturer at Department of Economic and Social History, University of Edinburgh.

Book excerpt: This paper examines the relationship between inflation and inflation uncertainty for Greece between 1981 and 2008. Univariate GARCH models are used to generate alternative measures of inflation uncertainty using both seasonally-adjusted and unadjusted data. Granger causality tests are subsequently employed to investigate causality and to detect its direction and sign. The results suggest that causality runs from inflation to inflation uncertainty while the sign of this effect is positive, in line with the Friedman-Ball hypothesis. Interestingly these findings break down in the post-1993 and post-2000 periods, arguably as a consequence of inflation-targeting, which resulted in lower inflation, reduced uncertainty and anchored expectations.

Due to the fact, however, that the CPI is strongly influenced by various exogenous factors or by factors that are centrally administered, it is not always possible to get a picture of the true trend of inflation from the CPI itself. In this article, a number of indices are studied. These indices are derived indirectly from the official CPI and are considered as alternative measures of trend inflation. The indices considered are core inflation, i.e., CPI inflation excluding fresh fruits, vegetables and fuels, the CPI excluding outliers, the Weighted Median, and the Trimmed Mean. The analysis and comparison of these indices suggests that the "best" index for measuring the true trend of inflation is core inflation.

This paper constructs an alternative measure, the weighted median inflation rate, for 38 advanced and emerging economies using subclass level disaggretion of the CPI over 1990-2021, and compares the properties of this measure to those of standard core. For quarterly data, we find that the weighted median is less volatile than standard core, more closely related to economic slack, and more closely related to headline inflation over the next year. The weighted median also has a drawback: in most countries, it has a lower average level than headline inflation. We therefore also consider a measure of core inflation that eliminates this bias, which is based on the percentile of sectoral inflation rates that matches the sample average of headline CPI inflation.

We calculate the effect directly, using sectoral national accounts data, which permits estimation of total factor productivity (TFP) growth in the tradeables and nontradeables sectors. Our results suggest that it is difficult to produce one estimate of the BS effect. Any particular estimate is contingent on the definition of the tradeables sector and the assumptions made about labour shares. Moreover, there is also evidence that the effect has been declining through time as Greek standards of living have caught up on those in the rest of the world and as the non-tradeables sector within Greece catches up with the tradeables.
