Book excerpt: This volume uses new empirical evidence and analytical ideas to study phenomena of fragmentation and exclusion threatening stability and cohesion in Greek society in the aftermath of the crisis. The contributors argue that processes of fragmentation and exclusion provoked by the crisis can be observed on both a material and an ideational level. On a material level, rising levels of unemployment, poverty and inequality have produced new social security “outsiders”, while on an ideational level, a discursive-cultural shift is documented, which has led to new understandings and categorizations of new (and old) insiders and outsiders. Moreover, the volume attests to the aspirations, but also the limitations, of spontaneous civil society mobilization to address the social crisis. Finally, the volume offers a discussion of the political management of social fragmentation and exclusion in Greece both before and after the onset of the crisis. The book will be of interest to scholars and students of social policy and phenomena of poverty, social exclusion and economic inequality, civil society studies, and comparative political economy and politics.

Book excerpt: The Greek crisis was the deepest and longest ever recorded in an OECD country in the postwar period. Output declined by over a quarter and disposable income by more than 40%, while the unemployment rate exceeded 27%. The paper explores the effects of the crisis on the level and the structure of aggregate inequality and poverty using the data of EU-SILC for the period 2007-2014. The results show that inequality rose but the magnitude of the change varies across indices. The recorded increases are larger when the indices used are relatively more sensitive to changes close to the bottom of the income distribution. Unlike claims often made in the public discourse, the elderly improved their relative position in the income distribution while there was substantial deterioration in the relative position of the enlarged group of the unemployed. The contribution of disparities between educational groups to aggregate inequality declined while that of disparities between socio-economic groups rose. All poverty indicators suggest that poverty increased substantially, especially when "anchored" poverty lines are used. Substantial changes are observed regarding the structure of poverty. Despite an increase in the population share of households headed by pensioners, their contribution to aggregate poverty declined considerably, with a corresponding increase in the contribution of households headed by unemployed persons. The changes are starker when distribution-sensitive poverty indices are utilized.

Book excerpt: This paper presents the recent trends and the characteristics of inequality, poverty and living conditions in Greece, emphasising the distributional effects of the austerity measures adopted during the current economic crisis. Moreover, the decomposition analysis of the study examines the structure of inequality and the contribution of various income sources in overall inequality, while the main characteristics of the Greek social solidarity system and the poor distributional impact of social benefits are also discussed. To this end, household income from the Greek Household Budget and the EU Statistics of Income and Living Conditions surveys are used. The available data indicate that income inequality and relative poverty has increased, yet not dramatically, during the current crisis, although the composition of the poor population changed considerably. However, the sharp decline in disposable income and the dramatic increase in unemployment has led to a significant deterioration in economic prosperity and absolute poverty, i.e. when the poverty line in real terms remains stable in the pro-crisis levels.

Book excerpt: This paper investigates the extent to which certain social characteristics and personal attributes could help explain income inequality in Greece. This analysis is quite revealing for understanding and explaining income idfferences among certain population subgroups with apparent policy implications. The degree to which overall inequality is attributable to inequality between these sub groups or to inequality within them is investigated, employing a decomposition analysis by population subgroups. The results show that there are significant differences in the average household income, in its structure and in inequality between the subgroups. However, despite these differences, in all groups used the between-group inequality accounts only for a small sigment of the overall inequality.
