Decentralization and democratization in the Latin America and the Caribbean region have produced a wave of innovations on the local government level--upgrading professional staffs, raising taxes and user fees, delivering better services, and mobilizing participation in public choice-making. This paper documents five cases of best practices at the local level, focusing on innovations in Mendoza, Argentina; Curitiba, Brazil; Cali, Colombia; Manizales, Colombia; and Tijuana, Mexico. A the central message of the paper is that by supporting creation and adoption of best practice, donors can enjoy a cost-effective impact in achieving the next stages of reform in the region, but that work must be done at the local level.

Book Synopsis The A to Z of Bosnia and Herzegovina by : Ante Cuvalo
Download or read book The A to Z of Bosnia and Herzegovina written by Ante Cuvalo and published by Scarecrow Press. This book was released on 2010-04-08 with total page 506 pages. Available in PDF, EPUB and Kindle. Book excerpt: Diversity has always been at the heart of Bosnia and Herzegovina's character; even its dual name and physical geography display a particular heterogeneity. The medieval Bosnian state never enjoyed lasting political and ideological unity as its feudal, regional, and religious rifts pulled at the country's seams. Furthermore, because of its location and by a quirk of history, three major world religious and cultural traditions (Catholicism, Islam, and Orthodoxy) became cohabitants in this small Balkan country. Recently, the rebirth of its statehood has been exceptionally bloody and its diversity has been shaken. Even 11 years after the guns were silenced, the country is still under the "benevolent" protection of the international community, whose officials are keeping the state-building process in perpetual suspense, with no final result in sight. The A to Z of Bosnia and Herzegovina sheds light on the uncertain situation Bosnia and Herzegovina faces, while providing essential background information. This is accomplished through a chronology, an introduction, a bibliography, and more than 300 cross-referenced dictionary entries on individual topics spanning Bosnia and Herzegovina's political, economic, religious, and social system along with short biographies on important figures.

This book was released on 2022-11-30 with total page 742 pages. Available in PDF, EPUB and Kindle. Book excerpt: The war in Bosnia and Herzegovina (1992-1995) was the bloodiest and most savage conflict in post-WWII Europe. While numerous books and articles on the subject exist, this book fills an important void by comprehensively addressing the intricacies of the conflict’s political, historic, military, and diplomatic factors. The brutal civil war triggered by the demise of Yugoslavia. Based on documents and eyewitness accounts, the book covers the ideologies, hidden agendas, military operations, covert actions, and diplomacy that resulted in the Dayton Peace Accords of 1995. It also includes the geography, population, and tumultuous history of Bosnia and Herzegovina. The author convincingly dispels myths related to the war, including pre-planned Serbian aggression, the siege of Sarajevo, the massacres of civilians in the UN “safe areas” of Srebrenica and Žepa, and Slobodan Miloševi?’s role.

Book Synopsis Bosnia as Civic State and Global Citizen by : Philip C. Aka

Available in PDF, EPUB and Kindle. Book excerpt: For long, the narrative in constitutional law, public policy, and statecraft is that Bosnia must join the EU, as a matter of economic development and nation building. This book introduces another dimension to the narrative, oversighted, without which the story remains one-dimensional, rather than balanced. That missing element in the literature this study integrates is a reformed Bosnian state, along the lines proposed in this book, that operates outside the EU. The setting of the work within the fields of knowledge of comparative constitutional law, and public choice theory provides added value to the reader, including students, scholars, policy makers, and lay persons.
Book Synopsis Living with the Land by : Liesbeth van de Grift
Download or read book Living with the Land written by Liesbeth van de Grift and published by Walter de Gruyter GmbH & Co KG. This book was released on 2022-11-07 with total page 372 pages. Available in PDF, EPUB and Kindle. Book excerpt: For a long time agriculture and rural life were dismissed by many contemporaries as irrelevant or old-fashioned. Contrasted with cities as centers of intellectual debate and political decision-making, the countryside seemed to be becoming increasingly irrelevant. Today, politicians in many European countries are starting to understand that the neglect of the countryside has created grave problems. Similarly, historians are remembering that European history in the twentieth century was strongly influenced by problems connected to the production of food, access to natural resources, land rights, and the political representation and activism of rural populations. Hence, the handbook offers an overview of historical knowledge on a variety of topics related to the land. It does so through a distinctly activity-centric and genuinely European perspective. Rather than comparing different national approaches to living with the land, the different chapters focus on particular activities – from measuring to settling the land, from producing and selling food to improving agronomic knowledge, from organizing rural life to challenging political structures in the countryside. Furthermore, the handbook overcomes the traditional division between East and West, North and South, by embracing a transregional approach that allows readers to gain an understanding of similarities and differences across national and ideological borders in twentieth-century Europe.
Book Synopsis Eastern Europe [3 volumes] by : Richard Frucht
Download or read book Eastern Europe [3 volumes] written by Richard Frucht and published by Bloomsbury Publishing USA. This book was released on 2004-12-22 with total page 951 pages. Available in PDF, EPUB and Kindle. Book excerpt: A contemporary analysis of the people, cultures, and society within the regions that make up Eastern Europe. Eastern Europe: An Introduction to the People, Lands, and Culture sheds light on modern-day life in the 16 nations comprising Eastern Europe. Going beyond the history and politics already well documented in other works, this unique three-volume series explores the social and cultural aspects of a region often ignored in books and curricula on Western civilization. The volumes are organized by geographic proximity and commonality in historical development, allowing the countries to be both studied individually and juxtaposed against others in the region. The first volume covers the northern tier of states, the second looks at lands that were once part of the Hapsburg empire, and the third examines the Balkan states. Each chapter profiles a single country—its geography, history, political development, economy, and culture—and gives readers a glimpse of the challenges that lie ahead. Vignettes on various topics of interest illuminate the unique character of each country.
