Book excerpt: This thesis aims to provide evidence on the relations between productivity, industrial structure, and labour markets for countries with different characteristics from 1965 to 1999. In order to do so, we first examine manufacturing industry production and trade with respect to both technology orientation and intensity, the impact of structural change on productivity growth, and the existence of convergence in industrial structures. Second, this study investigates the impact of labour market and industrial structures on aggregate productivity in manufacturing. While descriptive analysis of manufacturing industry with regard to technological orientation and intensity shows changing industrial structures in favour of relatively more technology intensive production and exports especially in fast growing countries, decomposition analysis suggests that the impact of structural change on productivity growth is negligible for most of the countries. The factor analysis revealed that although a general structural convergence tendency among countries is not observed, fast growing countries have converged their industrial structure towards those of industrialised countries. Finally, econometric estimation results also showed that while wage flexibility is detrimental to productivity in manufacturing, regulations in labour markets may foster productivity growth.

Book excerpt: China’s growth potential has become a hotly debated topic as the economy has reached an income level susceptible to the “middle-income trap” and financial vulnerabilities are mounting after years of rapid credit expansion. However, the existing literature has largely focused on macro level aggregates, which are ill suited to understanding China’s significant structural transformation and its impact on economic growth. To fill the gap, this paper takes a deep dive into China’s convergence progress in 38 industrial sectors and 11 services sectors, examines past sectoral transitions, and predicts future shifts. We find that China’s productivity convergence remains at an early stage, with the industrial sector more advanced than services. Large variations exist among subsectors, with high-tech industrial sectors, in particular the ICT sector, lagging low-tech sectors. Going forward, ample room remains for further convergence, but the shrinking distance to the frontier, the structural shift from industry to services, and demographic changes will put sustained downward pressure on growth, which could slow to 5 percent by 2025 and 4 percent by 2030. Digitalization, SOE reform, and services sector opening up could be three major forces boosting future growth, while the risks of a financial crisis and a reversal in global integration in trade and technology could slow the pace of convergence.

Beyond technological aspects, skill shortage is an important factor, resulting in sluggish labour absorption. Further, the labour market laws are not necessarily the root cause of sluggish employment growth in the organised manufacturing sector. The development of technologies that are appropriate for labour surplus countries like India is instrumental to employment creation. Though innovation is generally assumed to be capital-intensive in nature, the book argues that innovation nevertheless has a positive effect on employment in absolute terms. Lastly, the main policy issues are highlighted in terms of the priority that should be assigned to industries which can contribute to employment growth and skill formation for improving the employability of the available labour force, and to which innovations should be pursued, with a specific focus on pro-poor growth objectives.

We show that when the larger country offers subsidies to labor search costs or reduces unemployment benefits, the domestic unemployment rate falls, causing greater industry concentration and faster productivity growth, but higher unemployment for the smaller country. When similar labor market policies are implemented in the smaller country, however, the resulting fall in domestic unemployment leads to lower industry concentration and slower productivity growth, while lowering unemployment in the larger country.

Estimates using a dynamic panel equilibrium correction model indicate that sectors further behind the technological frontier experience faster productivity growth and that spending on research and development and trade with technologically advanced economies positively influences TFP growth, but not the speed of convergence. Conversely, TFP growth is negatively related to some key labor market variables, namely the replacement ratio and the ratio of the minimum wage to the median wage.
