Book excerpt: At present the priority direction of the economy of the Russian Federation in conditions of import substitution is the development of its own industrial production. In developed countries, it accounts for a third of GDP. However, at the present stage of industrial development there are some challenges, including: volatility, reduction of the most important indicators of the efficiency of production, the slow improvement in the structure of industrial production and exports, quite high physical and moral deterioration of fixed assets, high cost of resources, etc. Today the policy of industrial development is based on a number of programs, the main objective of which is the increasing of the share of competitive domestic products on the domestic and global markets through the development of existing and creation of new industries. In the new economic conditions, when the industrial complex of Russia and its regions have to overcome the consequences of the economic crisis, the problem of the search of additional possibilities to ensure the sustainability of industrial enterprises and the complex as a whole on the basis of the effective use of the potential and resource components, is very actual. The solution to this problem is based on a comprehensive study of the industrial potential, emerging at different levels of the federal socio-economic system, construction of potential management systems adequate to the new market conditions and macro-economic benchmarks, as well as industrial policy at the regional level. The goal of this study is statistical evaluation of the industrial potential of regions of the Russian Federation. Achieving this goal involves the following tasks: - to consider approaches to the concept "industrial potential of the region"; - to implement a multi-dimensional classification of regions in terms of industrial development using the methods of cluster analysis; - to identified statistically significant factors influencing the level of industrial development in the regions using multivariate analysis methods; - to build multifactor regression models that allow to set a quantitative expression of relationships and dependencies of basic indicators of industrial production in view of their stochastic nature.

Interdependence is not simply strengthening the range of possibilities for national economies to participate in, and advantage of, these developments, but expanding the opportunities that are available to them. The question is how do states take advantage of these global developments. Russia is no exception. Although it actively participates in the globalization process, it is, however, confronting greater economic, technological, structural and institutional problems than other countries. At the same time, there is dwindling hope for favourable conditions to continue in global energy markets, which are crucial to the Russian economy. These problems exist alongside the risk that the widening gap between Russia and other economies in terms of economic performance and technological development and growth will continue. Russia now stands at the crossroads of either overcoming or exacerbating these current challenges. This choice dictates the current realities of pax economica. Moscow must, in the very near future, make meaningful, if not fundamental, decisions aimed at further opening its economy, improving its institutions, and strengthening its international ties. This task is made more difficult by Russia's weakening competitiveness and by its ambiguous position on the international division of labour. The old model of Russian development has been exhausted and a new one must be chosen. Russia's choice at this juncture will determine the future of its economic development for many years to come.

Putin boasts he has the backing of workers in the country's industrial heartland, but as economic growth slows in Russia, reviving the economy will require restructuring the country's industrial landscape. At the same time, doing so threatens to generate protest and instability from a key regime constituency. However, continuing to prop up Russia's Soviet-era workplaces, writes Crowley, could lead to declining wages and economic stagnation, threatening protest and instability. Crowley explores the dynamics of a Russian labor market that generally avoids mass unemployment, the potentially explosive role of Russia's monotowns, conflicts generated by massive downsizing in "Russia's Detroit" (Tol'yatti), and the rapid politicization of the truck drivers movement. Labor protests currently show little sign of threatening Putin's hold on power, but the manner in which they are being conducted point to substantial chronic problems that will be difficult to resolve. Putin's Labor Dilemma demonstrates that the Russian economy must either find new sources of economic growth or face stagnation. Either scenario—market reforms or economic stagnation—raises the possibility, even probability, of destabilizing social unrest.

Book excerpt: The purpose of the monography is to elaborate the concept of the development of inter-regional investment cooperation by identifying the trends and features of its impact on the economic growth potential of the macro-region. The monography consists of the introduction, three chapters, conclusion and applications, as well as a list of references. The first chapter substantiates theoretical approaches to the essence, conditions and factors of regional development and the content of interregional investment cooperation in the current socio-economic conditions, analyzes the features of institutional design and the mechanisms for regulating regional cooperation for economic growth and development purposes, taking into account the Russian and foreign experience on the example of the European Union. The second chapter, basing on the economic analysis, identifies the trends in the development of the regions of the Central Federal District of the Russian Federation in terms of emerging macro-regions. A model has been proposed to assess the extent of the region’s economy’s involvement in inter-regional relations, which would allow to determine the dependence of variables such as interregional exchange, investment and gross regional product. Using mathematical modeling tools, the impact of these factors on the growth of the gross regional product of the Central Federal District of Russia, as well as its two regions — Moscow and Belgorod region — was evaluated. The third chapter identifies the prospects for the development of inter-regional investment cooperation in the Central Black Earth macro-region of the Central Federal District of the Russian Federation. The concept of developing inter-regional investment cooperation in the macro-region within the framework of the creation of a network of territories ahead of socio-economic development (PSEDA) has been developed. The mechanism of inter-regional investment cooperation in the framework of the creation and development of the territories ahead of socio-economic development (PSEDA) has been adapted in order to form the points of economic growth in the macro-region. The main text of the monography is laid out on 234 pages and is illustrated with 21 drawings and 40 tables. The monography contains 4 applications. The references list includes 144 units.
