Combines. And Kartells. Free competition has already ceased to exist in many fields of industry, and the tendency is undoubtedly towards closer and more widespread combination. There is a growing feeling that the laissez-jaire policy which was considered so excellent in a free country is inadequate in face of this subtle change from competition to combination, and that the principle of award in proportion to useful activity is no longer operative. The disorganisation of the war has aggravated the appearance of evil. And Communist and Syndicalist agitators too readily exploit real grievances for ends that cannot cure them. What is monopoly? How. And why does it arise? Is it good or is it bad? What are the alternatives? We shall endeavour here to give as simply as possible the elementary facts and theory of the case. Book excerpt: Excerpt from Industrial Peace, Vol. 7 A few months ago a committee representative of the Labour movement was appointed to investigate the causes of the rise in the cost of living, and it is expected that at least an interim report will be submitted to the Trade Union Congress, which will have met before these lines appear in print. We welcome the investigation for two reasons. In the first place the charge is frequently made against the Labour party that it has offered no practicable alternative to the present economic policy of the Government. For it is argued that to express the ultimate intention of substituting State ownership for private competitive enterprise is not to provide any constructive policy for immediate application; and that if the Labour party achieved a majority and took up the reins of government in the near future, it would be forced, by the necessities of the case, to continue the policy pursued by the present administration. The first condition of successful constructive effort is accurate knowledge of the present situation and the factors responsible for its creation. In the second place the enquiry provides a test of sincerity and capacity. An ex parte statement, based upon 'selected' evidence, or resulting from sheer inability to interpret evidence honestly sought, would produce more harm than good; but a document which was scientific in the true sense of the term, distinguishing the inevitable from the avoidable, would enhance the reputation of the Labour movement. Nor is it unlikely that the Committee will rise to the level of its opportunity and responsibility. It is fairly strong, and includes economists accustomed to gather and to weigh evidence. We hope that in its report the Committee will first of all examine the existing methods of measuring changes in the level of prices. A considerable section of industrial workers - particularly of local leaders - profoundly mistrust the present official index number, which is accepted by arbitration tribunals and Government departments in dealing with applications for advances in wages. There should be, above all things, confidence in the departmental enquiries upon which the results are based, and it is therefore of the first importance that the Committee should bring these enquiries under review and either criticise or approve them. It is fundamentally wrong. We do not desire to suggest that public bodies should not economise in the sense of adjusting wages and salaries in such a way as to secure comparative equity, nor do we criticise their endeavour to get rid of surplus labour. Such economies are always de sirable - and necessary. But to economise in the sense of refraining from incurring expenditure to secure things which are in themselves desirable is to make confusion worse con founded. If, two years ago, when everybody was fully employed, it was the duty of every individual and public authority to economise in the sense of standing aside in order that labour might be concentrated on essential and urgent services, it obviously cannot be their duty to do so now, when labour is seeking employment. Public authorities should dovetail their demands into those of private businesses. And in this way stabilise employment. If they wait until wages and costs reach 'rock bottom they will wait till Doomsday. If, however. They now step into the market for labour and capital the effect will be to assist in creating precisely that stability for which they are waiting. The point calls for elaboration. A local authority has hitherto accepted no obligation in respect of people living beyond its own boundary. And if it 'created work it would be in the interests of its own inhabitants. But in most cases the effect of its action would be to create employment else where. And the effect outside its own boundaries calls for emphasis. If. For example, Liverpool decided to extend its tramway system, not only would it give employment to many unskilled workers in Liverpool, but it would place orders forrails. Trams and materials to factories on the north-east coast and in other places. If all municipalities did likewise the result would be a real revival of trade in the steel and other industries. If all municipalities decided now to make up the leeway due to the war and its consequences we should witness a considerable improvement of trade throughout the country for that period which is likely to be required before embarking upon a scheme for the reconstruction of Europe. It is. There fore. The clear duty of public authorities to follow a policv 0! This character. Which would not only lessen the intensity of the depression but also tend to modify the boom bv which it will be followed. There is no legitimate ground for partisanship at a time when national unity is all important and no Sense of fairplay in attributing ulterior motives to men in responsible positions at a time when circum stances forbid them to state their case without reservation. Those people who imagine that they are helping the Army by attacking the' Government, equally with those who think that the Government cannot be supported without criticising the Higher Command, are injuring, however unwittingly, the very causes they profess to have at heart. It is impossible for any outsider to be sufficiently well-informed to arrive at a complete and judicial decision in the matter and anything less than the whole truth is worse than useless. The question of degree hardly arises and an estimate that is only inaccurate in part may well be fraught with graver peril than an appreciation which is comprehensively ill-founded. There is only one safe course to pursue and that is to suspend judgment, to be generous and to trust the men in power to oppose the German menace with the whole resources of the State with increasing vigour and resolution. The truth will emerge in the long run. Meanwhile let us leave to the defeatists the monopoly of ignorant and ungenerous carping. If we must criticise, let us concentrate on insisting that neither time, money, nor energy is wasted on any object which does not contribute directly towards ultimate victory. The advantage which Germany possesses by virtue of centralised command operating on interior lines is enhanced by every discussion that distracts our attention andean only be neutralised by a fixed determination on our part to postpone all avoidable controversy until the enemy is defeated. To act otherwise is to play into the hands of Germany, who seeks skilfully and consistently, by evasive or ambiguous duplicity and by every knavish trick that Teuton industry can contrive, to discover the weak spots in our national armour in order that she may achieve by fraud the victory which the gallantry of the Navy and the Army prevents her from winning by force. Book excerpt: Excerpt from Industrial Peace, Vol. 4 If the term "industrial conscription" means anything at all, it means compelling a person to work or to refrain from working under conditions which are determined, not by the exercise of his or her free choice, but by the operation of some superior authority. Some months ago a considerable outcry was raised on the score that the Government intended to introduce industrial conscription. The particular form which this compulsion was to take, to whom it would be applied, and to what extent it would be enforced, was never very strictly defined; but shop stewards worked up a good deal of excitement on the subject, especially in Coventry, and men were advised to resist its advent to the uttermost. It is not difficult to understand the instinctive hostility with which such a suggestion was regarded by the workers. Many restrictions on personal liberty had been introduced during the war, and imagination ran riot at the mere mention of the phrase "Industrial Conscription." To some a picture presented itself in which engineers would be marched to their work under military discipline, and forced to follow their trade at military rates of pay. By others the fear was expressed that a conspiracy was on foot which would destroy the whole fabric of Trade Unionism, not only during the war, but in perpetuity. Others, again, professed to believe that it was intended to organise a corps of blackleg strike breakers with the object of intervening in industrial disputes. Needless to say, such fevered forebodings were rather the result of suggestion and of adroit exploitation than the product of any sound process of reasoning, but there was, nevertheless, some tangible excuse for a certain amount of nervousness. The industrial power of Labour depends largely on mobility, and every workman is jealous of his right to pick and choose between jobs and between employers. Economic pressure may make it difficult, even impossible, for a man to indulge his taste for change of employment, but there is all the difference in the world between being unable to alter a situation because it is inevitable, and putting up with it at the dictation of a third party. In the thick of the "industrial conflict" it is difficult to be sure that the country's state is normal and hopeful. And, whatever we may think in our hearts, we are too apt to grumble loudly to each other. Out of the abundance of our implicit confidence, perhaps, we indulge in a luxury of misgiving. But, to judge from common talk, English industry is beset by difficulties on every side: the spirit is bad, and the problems drift along to a catastrophe, since method and machinery for solution are lacking, or at least ineffective. Is the state of England really so unhappy? Does the country lurch awkwardly from crisis to crisis, losing a little blood each time, a little of its nerve, a little of its stock of goodwill and of its hold on method? If you believe this, get away to the continent, and ask the Swiss, for instance, what they think. You need not, like some foreigners, regard England as an industrial heaven. But your examination of their ways will give you a better measure of the progress England has made. In England a certain large beneficial idea has been adopted by most of the population - the idea that to industry may be applied what may be called the parliamentary method. In Switzerland this idea startles both sides. For lack of a parliamentary outlet for industrial questions by an appropriate organisation within and for industry, industrial problems drift into politics, to the detriment of industrial peace and of the political tone of the country as a whole. In England it is no mere lip-service that is paid to the parliamentary idea. You cannot have "Government by discussion" unless the parties meet: and they cannot meet profitably unless their meetings are properly constituted and organised. In too many parts of Switzerland they do not meet at all. In England the membership of employers in employers associations, and of men in trade unions, and, moreover, the frank recognition of these organisations reciprocally as qualified representatives to discuss and decide, have established themselves once and for all. Book excerpt: Impoverished, indebted, and underdeveloped at the close of World War II, Romania underwent dramatic changes as part of its transition to a centrally planned economy. As with the Soviet experience, it pursued a policy of “primitive socialist accumulation” whereby the state appropriated agricultural surplus and restricted workers’ consumption in support of industrial growth. Focusing on the daily operations of planning in the ethnically mixed city of Cluj from 1945 to 1955, this book argues that socialist accumulation was deeply contradictory: it not only inherited some of the classical tensions of capital accumulation, but also generated its own, which derived from the multivocal nature of the state socialist worker as a creator of value, as living labour, and as a subject of emancipatory politics.
