Available in PDF, EPUB and Kindle. Book excerpt: This book focuses on Iran to explore the question of how the nature of industrial organizations and the whole system they constitute can exert a great influence on an industry’s competitiveness and resilience. The author examines what happens if firms and companies participating in the manufacturing and distribution process of a certain product are not organized to a high degree and operate independently. The book begins with an inquiry into the historical environment of Iran’s apparel industry, which has never been stable. It then reveals the specific practices that enable firms to maintain their independent business, and argues that the elastic state of the production and distribution system has worked for the survival of self-reliant member firms. The typical Iranian apparel firm persists in maintaining independent operations regardless of its size, a practice that is inimical to the development of long-lasting business relations with other firms as well as to vertical integration between firms, in all stages from production to distribution. A distinguishing feature of Iran’s apparel industry is that the member firms are barely organized compared with their counterparts in advanced industrialized countries. Despite such a weakly organized system, generally small-scale but self-reliant Iranian firms courageously persist in the face of the market’s difficulties. Superficially, it appears that Iran’s apparel market is being filled with Chinese goods, but the reality is somewhat different. Apparel firms that are currently doing business with China but are ready to terminate it at any time are taking advantage of newly emerging opportunities to ensure the survival of their own businesses. Reopening those businesses for domestic operations remains an ever-present possibility for them.

Available in PDF, EPUB and Kindle. Book excerpt: Iran today is still struggling with the legacy of its own Islamic revolution, and is deeply divided between the moderates who enjoy broad public support and the conservatives who control the levers of power. The mixed policies that result are reflected in Iran's ambivalent military posture. In recent years, Iran has only conducted a limited build-up of its armed forces and has cut defense spending and arms imports. On the other hand, Iran has developed a carefully focused program that threatens shipping in the lower Gulf and the world's oil exports. It has strengthened its capability for unconventional warfare and continues to be a significant proliferator, setting up indigenous military industries and developing a greater ability to import weapons. In this authoritative analysis of interest to Middle Eastern specialists and military affairs experts alike, Anthony Cordesman concludes that the continuation of Iran's current defensive security posture depends as much on these economic factors as on the outcomes of domestic political rivalries. Iran may eventually limit any military expansion to a necessary defensive strength and set strategic goals for itself that are compatible with the legitimate interests of other nations, or it may choose a more aggressive course. Regardless of the ultimate outcome, argues Cordesman, it does no good to either demonize or excuse Iranian policies. Instead, the United States and other nations with interests in the Middle East and Central Asia need to deal realistically with Iran as a reemerging regional power.

Available in PDF, EPUB and Kindle. Book excerpt: This volume explores Iran’s industrial and trade policy options for achieving sustainable, export-oriented, and pro-employment growth. The first part of the book discusses Iran’s economic and industrial development performance, as well as strategies for enhancing capabilities, fostering productive transformation, and developing employment that can result in faster and more inclusive economic growth. It also presents a case study on a leading manufacturing subsector—the automotive industry. The book then offers a set of analyses concerning the country’s trade sector, including exchange rate policies, ways to connect to global markets, and accession to the World Trade Organization. In turn, the closing chapters investigate various aspects of Iran’s labor market and offer policy recommendations on the creation of productive jobs. Readers will learn about effective industrial, trade, and employment policies that can complement macroeconomic measures adopted by the government. As such, the book will appeal not only to scholars and policy-makers, but also to international investors seeking to understand various core aspects of Iran’s industrial and employment structures and trade regime.

Book excerpt: Since the revolution of 1979, scholars have portrayed the Islamic State's industrial development capacity in a negative light. Global isolation, incoherent economic planning, and predatory Islamic institutions are often cited as the reasons for lackluster development. In Iran Auto: Building a Global Industry in an Islamic State, Darius Mehri shows how this characterization is misguided. Today, Iran has one of the world's largest automobile industries with national technical capacity. Previous studies ignore the consequences of three decades of Iran's capacity for successful industrialization and changes in global technology transfer that allow countries, even ones isolated from formal global institutions, to build an automobile industry. Mehri shows how industrial nationalists in Iran constructed a network of politically effective relationships to open up space for successful local industrial development, and then tapped into a set of important global linkages to create an industry with high local manufacturing content. This book will open up a new line of inquiry into how countries in the global south can develop a successful national automobile industry without the need to conform to global economic institutions.

Book excerpt: Terrorism: Commentary on Security Documents is a series that provides primary source documents and expert commentary on the worldwide counter-terrorism effort. Among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service (CRS) and the Government Accountability Office (GAO), and case law covering issues related to terrorism. Each volume carries a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Volume 121, Nuclear Non-Proliferation Treaty, covers recent developments relating to the 2010 NPT Review Conference, primarily those pertaining to Iran and North Korea. After the 2005 Review Conference ended without a final consensus declaration due to disputes over Iran's nuclear activities, Israel's nuclear program, and implementation of the Middle East nuclear weapon-free zone, the lack of consensus in 2005 combined with continued concern over the nuclear programs of Iran and North Korea made the 2010 Review Conference a critical moment in the achievement of the NPT's goals. Kristen Boon provides introductory analysis of the key documents relating to the NPT generally and the 2010 NPT Review Conference in particular. The documents in this volume include the Final Declaration of the 2000 Conference, statements made by the key parties at the 2010 Conference, the Final Statement of the 2010 Conference, and related UN Security Council resolutions from 2009 and 2010. Professor Boon also includes renewed discussion of two critical past documents, the U.S. Nuclear Posture Review Report of April 6, 2010, and the U.S. National Security Strategy of May 27, 2010.

Book excerpt: Over three decades after the Iranian Revolution reconfigured the strategic landscape in the Middle East, scholars are still trying to decipher its aftereffects. Suzanne Maloney provides the first comprehensive overview of Iran's political economy since the 1979 revolution and offers detailed examinations of two aspects of the Iranian economy of direct interest to scholars and non-specialist readers of Iran: the energy sector and the role of sanctions. Based on the author's research as both a scholar and government advisor, the book also features interviews with American and Iranian government officials. Moving chronologically from the early years under Khomeini, through the economic deprivations of the 1980s during the Iran-Iraq war, through liberalization under Khatami to the present, Maloney offers fascinating insights into Iran's domestic politics and how economic policies have affected ideology, leadership priorities, and foreign relations.

Book excerpt: Nations around the world are uncertain and anxious about Iran's intentions in the Middle East and the wider global arena. Its current president, Mahmoud Ahmadinejad, has made no secret of his opposition to Western society, particularly Israel, and his desire to acquire nuclear weapons. However, as Anthony H. Cordesman and Martin Kleiber point out, Ahmadinejad does not necessarily speak for the Iranian clerical regime, who operate in a cloud of secrecy and also directly control Iran's military. Given the ambiguous nature of Iran's global objectives, this new study focuses on the tangible aspects of Iran's military forces and takes an objective look at the realistic threats that Iran poses to the region and the world. The authors systematically assess each aspect of Iranian military forces from their conventional armies to their asymmetric threat via proxy wars in the region. Much attention in national security debates is paid to Iran's intentions without first understanding its capabilities. Lacking such a fundamental understanding, much of this speculation tends to be wasted and irrelevant to what could actually happen in the event of a conflict. Cordesman and Kleiber's study provides, in meticulous detail, a basis for understanding the realistic threat that Iran poses to the Northern Gulf.

Available in PDF, EPUB and Kindle. Book excerpt: The Iran-United States Claims Tribunal is arguably the most significant arbitral institution of the twentieth century. Although the completion of its last few cases could take a long time, the Tribunal's impressive work must be made available now as a guide to the resolution of ongoing disputes and for future tribunals. The Tribunal has, by this point, disposed of well over 98 percent of its caseload. Little more remains for its participants to learn, but the Tribunal shows no signs of fading away. Both of the two States Parties, for different reasons, see greater advantage in the Tribunal's prolongation than in its elimination. The authors have succeeded in dealing with all of the most deserving Tribunal subjects. Moreover, their intimate involvement in and knowledge of the Tribunal ensure that their book is a fascinating, important, and indispensable contribution to the literature of International Law. This is a definitive book on a monumental event in the law and in history at the close of a century. The Iran-United States Claims Tribunal was awarded the ASIL Certificate of Merit.
