Book excerpt: Excerpt from Prohibition of Industrial Home Work in Selected Industries Under the National Recovery Administration This study is the second of two surveys dealing with the problem of industrial home work under the National Industrial Recovery Act, which were undertaken jointly by the Women's Bureau and the Children's Bureau of the United States Department of Labor. The earlier study,1 which was made at the request of the Administrator of the National Recovery Administration, covered industries in which home work was not prohibited by the codes and was concerned with the effect of code regulations on industrial home-work standards. The present study, on the other hand, deals with conditions in indus tries in which home work was prohibited by the codes. Plans for the study were made while the National Industrial Recovery Act was still in effect, but before the field work could be gotten under way the act was declared unconstitutional. It was believed, however, that the experiences of industries in adjusting to the prohibition of home work would be valuable and should be made available for future use. In gathering information for the study interest was centered on the way in which manufacturers had adjust-ed to code prohibitions of home work, the extent to which home workers had been absorbed into the factories, and the effect of the prohibition of home work on the home workers and their families. Book excerpt: Excerpt from Back to Work: The Story of Pwa In order to correct the ills of unemployment and again to start the wheels of industry, the national administration, in midsummer of 1993, under power granted to it by Congress, undertook a program of public works. PWA, as this enterprise soon came to be known after our American fashion of familiar abbreviations, has aroused and held the interest of the people in every part of the land. So far-flung have been its activities that there are few sections of the country where visible evidence of PWA may not be seen by the interested. In hundreds of thousands of homes PWA has meant steady wages, which in their turn have meant food and shelter and clothing, with perhaps a bit left over for some of the comforts and modest luxuries of life. By the terms of the original National Industrial Recovery Act, PWA was due to expire by limitation of law on June 16, 1935. By a recent act of Congress its life has been extended to July 1, 1937. As a result the activities of PWA will be continued and expanded as part of the recovery program to be financed out of the 4 billion 880 million dollars recently appropriated by the Works Relief Resolution. Available in PDF, EPUB and Kindle. Book excerpt: Ideologues and Presidents argues that ideologues have been gaining influence in the modern presidency. There were plenty of ideologues in the New Deal, but they worked at cross purposes and could not count on the backing of the cagey pragmatist in the Oval Office. Three decades later, the Johnson White House systematically sought the help of hundreds of liberals in drawing up blueprints for policy changes. But when it came time to implement their plans, Lyndon Johnson’s White House proved to have scant interest in ideological purity. By the time of the Reagan Revolution, the organizations that supported ideological assaults on government had never been stronger. The result was a level of ideological influence unmatched until the George W. Bush presidency. In Bush’s administration, not only did anti-statists and social conservatives take up positions of influence throughout the government, but the president famously pursued an elective war that had been promoted for a decade by a networked band of ideologues. In the Barack Obama presidency, although progressive liberals have found their way into niches within the executive branch, the real ideological action continues to be Stage Right. How did American presidential politics come to be so entangled with ideology and ideologues? Ideologues and Presidents helps us move toward an answer to this vital question.

Available in PDF, EPUB and Kindle. Book excerpt: In The Blue Eagle at Work, Charles J. Morris, a renowned labor law scholar and preeminent authority on the National Labor Relations Act, uncovers a long-forgotten feature of that act that offers an exciting new approach to the revitalization of the American labor movement and the institution of collective bargaining. He convincingly demonstrates that in private-sector nonunion workplaces, the Act guarantees that employees have a viable right to engage in collective bargaining through a minority union on a members-only basis. As a result of this startling breakthrough, American labor relations may never again be the same. Morris's underlying thesis is based on a meticulous analysis of statutory and decisional law and exhaustive historical research.Morris recounts the little-known history of union organizing and bargaining through members-only minority unions that prevailed widely both before and after passage of the 1935 Wagner Act. He explains how vintage language in the statute continues to protect minority-union bargaining today and how those rights are also guaranteed under the First Amendment and by international law to which the United States is a committed party. In addition, the book supplies detailed guidelines illustrating how this rediscovered workers' right could stimulate the development of new procedures for union organizing and bargaining and how management will likely respond to such efforts. The Blue Eagle at Work, which is clear and accessible to general readers as well as specialists, is an essential tool for labor-union officials and organizers, human-resource professionals in management, attorneys practicing in the field of labor and employment law, teachers and students of labor law and industrial relations, and concerned workers and managers who desire to understand the law that governs their relationship.
