Specific research results were published in 16 conference proceedings and journals, disseminated in 22 additional invited lectures, and shared with the industrial energy community through the UD IAC website.

Despite these advantages, many industrial facilities continue to have unrealized system optimization potential. A barrier to realizing this potential is the lack of market definition for system energy efficiency assessment services, creating problems for both service providers in establishing market value for their services and for consumers in determining the relative quality of these system assessment services. On August 19, 2008, the American Society of Mechanical Engineers (ASME) issued four new draft Standards for trial use that are designed to raise the bar and define the market for these services. These draft Standards set the requirements for conducting an energy assessment at an industrial facility for four different system types: compressed air, process heating, pumping, and steam. The Standards address topics such as organizing and conducting assessments; analyzing the data collected; and reporting and documentation. This paper addresses both the issues and challenges in developing the Standards and the accompanying Guidance Documents, as well as the result of field testing by industrial facilities, consultants, and utilities during the trial use period that ended in January, 2009. These Standards will be revised and released by ASME for public review, and subsequently submitted for approval as American National Standards for publication in late 2009. Plans for a related activity to establish a professional-level program to certify practitioners in the area of system assessments, opportunities to integrate the ASME Standards with related work on industrial energy efficiency, as well as plans to expand the system assessment Standard portfolio are also discussed.

The most common energy systems are lighting, compressed air, steam, process heating, HVAC, pumping, and fan systems, and these systems are described in this document. ASME has produced energy assessment standards for four energy systems, and these systems include compressed air, steam, process heating, and pumping systems. ASHRAE has produced an energy assessment standard for HVAC systems. Software tools for energy systems were developed for the DOE, and there are software tools for almost all of the most common energy systems. The software tools are AIRMaster+ and LogTool for compressed air systems, SSAT and 3E Plus for steam systems, PHAST and 3E Plus for process heating systems, eQUEST for HVAC systems, PSAT for pumping systems, and FSAT for fan systems. The recommended assessment procedures described in this thesis are used to set up an energy assessment for an industrial facility, collect energy system data, and analyze the energy system data. The assessment recommendations (ARs) are opportunities to increase efficiency and reduce energy consumption for energy systems. A set of recommended assessment procedures and recommended assessment opportunities are presented for each of the most common energy systems. There are many assessment opportunities for industrial facilities, and this thesis describes forty-three ARs for the seven different energy systems. There are seven ARs for lighting systems, ten ARs for compressed air systems, eight ARs for boiler and steam systems, four ARs for process heating systems, six ARs for HVAC systems, and four ARs for both pumping and fan systems. Based on a history of past assessments, average potential energy savings and typical implementation costs are shared in this thesis for most ARs. Implementing these ARs will increase efficiency and reduce energy consumption for energy systems in industrial facilities. This thesis does not explain all energy saving ARs that are available, but does describe the most common ARs.

Book excerpt: Over the five-year period (2002-2006) the Oklahoma State University Industrial Assessment Center (IAC) performed energy assessments for 106 different clients, writing 835 recommendations, for a total of $23,937,099 in potential estimated annual savings. IAC clients served consisted of small and medium-sized manufacturers ranging from food manufactures to foundries. The OSU IAC served clients in Oklahoma, Kansas, Missouri, Arkansas, and Texas. In addition to client service, student training and instruction was a major accomplishment. The OSU IAC employed (and trained) 12 baccalaureate-level students, 17 masters-level graduate students, and 7 doctoral-level graduate students. Most are practicing in the energy management area. Training was focused on both energy assessment and safety. Safety training was both center-based training as well as on-site training. Energy management related training was focused on classroom (for academic credit) work at both the undergraduate and graduate level. IEM 4923 (Energy and Water Management) was developed to serve both the IAC as well as non-IAC students. It was delivered once per year, with enrollments of typically 10 to 20 students. This course was required for IAC student employees, both undergraduate and graduate. This course was patterned after the AEE CEM (five-day) course for practicing professionals. IEM 4923 required each student to attend at least one on-site assessment and write at least one recommendation for their client's report. Hence, a hands-on approach was practiced. Advance level courses were used to train graduate students. Two courses played major roles here: IEM 5923 (Advanced Energy and Water Management) and IEM 5943 (Hazardous Material and Waste). Graduate student participation in these courses helped the IAC to gain additional perspectives in on-site assessment and resulting recommendations. Numerous hands-on demonstration/training was conducted by directors and graduate students in order to gain proficiency in using the combustion analyzer, IR camera, logging equipment, light metering equipment, and other equipment. Instruction included usage and basic maintenance. While undergraduate students worked with the coursework and on-the-job training, graduate students were expected to do more. A typical MS student was required to complete a 3-hour independent study in some interesting facet of energy management under the supervision of a director. PhD students were expected to complete from three to six hours of independent study work in the energy management field, as well as center their dissertation research in the general area of energy/productivity/quality management. During the project period, two PhDs were completed, with several more near completion.

This grant was coordinated through a collaborative effort with the Center for Advanced Energy Systems (CAES) located at Rutgers University in New Jersey (www.caes.rutgers.edu) which acted as the program's Field Manager. The grant's duration included fiscal years 2003-2006 (September 2002 - August 2006), and operated under the direction of Dr. Shihab Asfour, Director (MIIAC). MIIAC's main goal was to provide energy assessments for local manufacturing firms. Energy consumption, productivity enhancement, and waste management were the focus of each assessment. Energy savings, cost savings, implementation costs, and simple payback periods were quantified using scientific methodologies and techniques. Over the four-year period of the grant, the total number of industrial assessments conducted was 91, resulting in 604 assessment recommendations and the following savings: 73,519,747 kWh, 435,722 MMBTU, and $10,024,453 in cost savings. A total of 16 undergraduate and graduate students were trained on energy assessment. Companies in over 40 different zip codes were assessed.
