Book excerpt: The highly developed industrial countries today have to face the challenge of accelerated structural change. The problems arising from this process are tackled in very different ways. In the public discussion the different approaches of Japan on the one side and of Western European countries on the other have received consider able attention. Structural change in its economic, social and political aspects has been the subject of the 8th German-Japanese Seminar on Economics and Social Sciences, held at Cologne from the 24th to the 27th of September, 1984. The tradition of German-Japanese Seminars on Economics and Social Sciences goes back to 1966, when the first meeting was held at Tokyo. Among the first participants were Dr. Hiromi Arizawa, Dr. Kazuo Okochi, both professors at the University of Tokyo, and Dr. Karl Hax, professor at Frankfurt University. The objective of all seminars, which have been held since, has been the analysis of eco nomic and social problems of immediate interest in both countries. The records of former seminars, which have been published partly in Japanese, partly in German throw light upon the shift of empha sis toward new problems which took place during aperiod of 18 years.

It is published twice a year and presents ongoing results from the “China Quarterly Macroeconomic Model (CQMM),” a research project at the Center for Macroeconomic Research (CMR) at Xiamen University. Based on the CQMM model, the research team forecast major macroeconomic indicators for the next 8 quarters, including the rate of GDP growth, the CPI, fixed-asset investment, resident consumption and foreign trade. At the same time it focuses on simulation of current macroeconomic policies in China. In addition to helping readers understand China’s economic trend and policy guide, this book has three main goals: to help readers understand China’s economic performance; to forecast the main macroeconomic indicators for the next 8 quarters; and to simulate the effectiveness of macroeconomic policies. /div

Book excerpt: The electric power delivery system that carries electricity from large central generators to customers could be severely damaged by a small number of well-informed attackers. The system is inherently vulnerable because transmission lines may span hundreds of miles, and many key facilities are unguarded. This vulnerability is exacerbated by the fact that the power grid, most of which was originally designed to meet the needs of individual vertically integrated utilities, is being used to move power between regions to support the needs of competitive markets for power generation. Primarily because of ambiguities introduced as a result of recent restricting the of the industry and cost pressures from consumers and regulators, investment to strengthen and upgrade the grid has lagged, with the result that many parts of the bulk high-voltage system are heavily stressed. Electric systems are not designed to withstand or quickly recover from damage inflicted simultaneously on multiple components. Such an attack could be carried out by knowledgeable attackers with little risk of detection or interdiction. Further well-planned and coordinated attacks by terrorists could leave the electric power system in a large region of the country at least partially disabled for a very long time. Although there are many examples of terrorist and military attacks on power systems elsewhere in the world, at the time of this study international terrorists have shown limited interest in attacking the U.S. power grid. However, that should not be a basis for complacency. Because all parts of the economy, as well as human health and welfare, depend on electricity, the results could be devastating. Terrorism and the Electric Power Delivery System focuses on measures that could make the power delivery system less vulnerable to attacks, restore power faster after an attack, and make critical services less vulnerable while the delivery of conventional electric power has been disrupted.

Available in PDF, EPUB and Kindle. Book excerpt: This book explores the determination of China’s carbon emission targets, especially with regard to the allocation of responsibility of China’s import and export carbon emissions, and carbon emission quota allocations across different time periods, industries, and regions. Research outside of China tends to focus on methods and approaches of carbon emission reduction policies and the impact of their implementation. Instead, within China, the focus has been on discussion of the necessity and conditions for China's development of a low-carbon economy as well as its introduction as a concept in the light of overseas comparisons. This book utilizes game theory, mechanism design, input-output theory, econometric theory and other methods to scrutinize China's carbon emissions and carbon emissions targets across different periods, industries, and regions. The result is a detailed theoretical and empirical investigation of carbon emission issues in the Chinese context. The book will be essential reading for students and scholars of economics, especially those with a focus on Chinese economic development and policymakers in the low-carbon economy sphere.

Available in PDF, EPUB and Kindle. Book excerpt: Effective policies to prevent global warming and climatic change are urgently required by the world community. However, international negotiations on this issue repeatedly come up against the problems of allocating responsibility for the greenhouse effect, and bearing the costs of remedying the situation.;This volume offers a multidisciplinary response to the challenge. It presents the scientific, economic and political issues and goes on to describe the policy options available. The different ways of determining responsibility for greenhouse gases and calculating obligations to pay for hazards to the environment are analyzed. The contributors examine the implications for various countries, while a concluding chapter explores climatic change negotations - what is at stake, and for whom.
