Book excerpt: Abstract: This thesis proposes that an examination of the complex politics in the forestry sector of Indonesia will result in a model for understanding Indonesian politics more generally. The forestry sector has been chosen because of its importance to the Indonesian economy, and the large number of non-government organisations (NGOs) in the sector which have dedicated their activities to preserving the Indonesian forest environment.--Orthodox analyses of Indonesian politics have argued that the politics of policy making in the New Order are isolated from non-state (and depoliticised) constituency pressure. If the orthodox analysts are correct, forestry policy should be designed and implemented by the Indonesian bureaucracy unaffected by any advocacy of the NGOs. However, this thesis contends that there is indeed a state/constituency relationship in policy processes in the forestry sector of Indonesia. Moreover, the state/constituency relationship can be seen as part of an evolutionary Indonesian polity in which the demands of the constituencies are accepted as a legitimate part of national politics. But while the environmental NGOs' advocacy can be considered part of the Indonesian political terrain, the NGOs none-the-less 'pick their fights' with the state, thereby making their actions oftentimes, opportunistic and targeted. To assist our understanding of the complex state/constituency relationship in the forestry sector, the thesis suggests a theoretical approach, 'targeted pluralism'. Targeted pluralism builds on the theoretical model of 'restricted pluralism' proposed by R. W. Liddle, and offers three other mechanisms of influence (International Patronage, Flexible Participation and BINGO [Big NGO] Involvement) used by constituencies to have their policy demands met by the New Order government. Targeted pluralism marks a small but incremental step towards a model of Indonesian politics that accommodates more transparent and pluralistic politics, at least in the Indonesian forestry sector, and argues that on occasion constituencies can target state policies and the bureaucracy to have their particularistic demands met.-- The thesis begins by offering a review of the environmental/political literature on the Indonesian forestry sector. The theoretical model of 'restricted pluralism' is then discussed and its applicability to the Indonesian forestry sector assessed The historical and political contexts which have shaped contemporary Indonesian forestry policy are reviewed before moving onto the case-studies. The thesis provides three case-studies which suggest that the environmental NGOs, and other constituencies, have sought and achieved policy outcomes sympathetic to their particular political demands. The first case-study offers an analysis of the campaign concerning a proposed P.T. Astra-Scott Cellulosa pulp and paper project in Irian Jaya and the challenge national and international environmental NGOs presented to domestic Indonesian policy during and after the campaign. The second case-study chronicles the struggle of activists to have the state alter existing policy on the level of economic rent captured by the state, which the activists claimed, remained below acceptable levels given the nature of the sector and the disproportionate amount of rent accurnulated by timber industrialists. The final case study shows a promising form of cooperation between the state, bureaucratic agencies and environmental NGOs, to improve the state of the forests in Java while increasing the standard of living for rural populations dependent on the same forested areas. The conclusion that the thesis and case studies encourage is one which supports an understanding of Indonesian politics being far more complex and pluralistic than previously believed, and where there is more 'beneath-the-surface' and above-the-surface political activity in Indonesian than expected.

His contribution to the first development of Flevoland, which had been newly reclaimed from the sea, was very important. So the name ‘starter motor of Flevoland’ is justified. In this biography has been told how he led the designing and the first phase of the development of the new towns Lelystad and Almere. Will Otto was a tireless lobbyist for the interests of the former and the future population of Flevoland. A lot of them were originally inhabitants of Amsterdam. Otto was at the same time ‘landdrost’ of the Southern IJsselmeerpolders Public Authority, in Lelystad as well as in Dronten. He exercised the duties and powers of the municipal council, the municipal executive and the mayor together. In practice Otto cooperated well with the advisory council, which had been elected by the citizens. Otto also contributed to the land-use planning and the forestry policy in the Netherlands. His first job was forester in Dutch East Indies (1946-1950). Later he developed a vision on saving the tropical rainforest, especially in Indonesia. He initiated PROSEA (Plant Resources of South East Asia). This international project published 24 manuals, based on a database. This describes economically useful plants and trees in Southeast Asia. This title is a translation of Will Otto (1919-2008), Startmotor van Flevoland, which appeared in 2017 in Dutch. It addresses three audiences: 1) those involved in assessing and regulating timber harvesting activities in Southeast Asia, 2) those involved in trying to achieve conservation goals in the region, and 3) those undertaking research to improve multipurpose forest management. This book shows that forest management can be improved in many simple ways to allow timber extraction and wildlife conservation to be more compatible than under current practices. The recommendations can also be valuable to the many governmental and non-governmental organisations promoting sustainable forest management and eco-labelling. Finally, it identifies a number of shortcomings and gaps in knowledge, which the hope can interest the scientific community and promote further research. This review is, an important scientific step toward understanding and improving sustainable forestry practices for long-term biodiversity conservation. Even in the short term, however, significant improvements can be made to improve both conservation and the efficiency of forest management, and there is no need to delay action due to a perceived lack of information. In the longer term it is expected that the recommendations from this review will be implemented, and that further research will continue to help foster an acceptable balance among the choices needed to maintain healthy wildlife populations and biodiversity in a productive forest estate.

They can provide a sustainable supply of wood resources to meet the increasing demands of wood processing industries, rather than escalating pressure on natural forests reserved for conservation. Income from plantation forests can address the economic marginalisation of forest dependent people. Over the last three decades, three strategies have been put into practice to stimulate the development of both large-scale and small-scale plantation forestry in Indonesia: farm forestry, community forestry and community-company partnership. The success, however, has been limited. This paper reviews experience of these strategies in Indonesia, and considers this in the context of criteria and indicators for sustainable plantation development suggested in the literature. It then develops an analytical framework to assess whether a new policy proposed in Indonesia, “the People Plantation Forest” (PPF) policy, is likely to stimulate community-based tree growing activities. Our analysis suggests that out of six elements identified in the framework, local institutional and capacity building, along with production technology and market access improvement are aspects that PPF might cope well and thus likely to encourage independent community-based tree growing activities. Whereas other elements such land and crop tenure security together with complex licensing and marketing bureaucracy are not dealt with thoroughly and consequently might still be major stumbling blocks in that regard. For PPF to stimulate independent community-based tree growing, it requires commitment of government agencies across different jurisdictions to coordinate on the provision of technical, financial and regulatory support to minimise constraints in tree growing. Tenure security issue can be minimised through a more participatory approach for land demarcation and mapping; any initiatives conducted by members of community for such purpose should be accommodated. While complex licensing and marketing bureaucracy might be eased off through the creation of a simpler and more integrated procedure. This commitment of support, though, needs to be maintained in the long run given the nature of tree-growing ventures.

Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.
