Book excerpt: For 25 years, population growth has outpaced increases in agricultural production in Sub-Saharan Africa. The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

The content includes a range of agriculture-related topics that focus on: water resources management, impacts of climate change, and wastewater treatment for reuse in agriculture sectors; in addition, sustainable approaches to agricultural-based industry, organic crop production, crop water requirements, and soil environment are discussed in an updated and comprehensive review. In turn, the book discusses the applications of GIS and remote sensing as a new technology for better agriculture management, as well as its use in Egypt as a representative country. In closing, it considers the implementation of an environmental information system in data-scarce MENA countries from the standpoint of the water-food nexus, and addresses the question of climate justice in the MENA region. Exploring various dimensions of MENA country-based case studies on achieving sustainable agriculture, the book offers an invaluable source of topical information for agricultural sustainability-related stakeholders in the region, researchers and graduate students alike.

This paper examines agricultural extension within this context, drawing on a variety of ongoing cases throughout the world. The author stresses the need for governments to define a specific strategy for extension and to re-examine the role of the public sector.

Book excerpt: Argentina has reformed its public finance system and reversed years of economic decline and deficit spending. This study recommends policy options to speed the already impressive progress. These options would expand the ambitious reform program already under way. This study shows how to sustain balanced public finances over the medium term. It describes ways to sustain price stability and economic growth while providing a cushion against unexpected downturns. Also examined are ways to improve social services while reducing the size of government. Researchers discuss key reforms that could boost the fiscal surplus by as much as 1.4 percent of gross domestic product. They look at ways to build tax revenues, reduce provincial finances, and make social security more equitable. They review methods to cut defense spending and revive a moribund education system. Additional policy options offered are reforms for housing and welfare programs and pension fund investments. The study suggests ways to improve the legal framework for a stronger central bank. Also reviewed are ways to eliminate unnecessary administrative agencies and to privatize public enterprises. The government's new health insurance program is examined. This program offers universal coverage. It lets contributors choose providers and includes subsidies for those who can't pay. It also requires a minimum package of health care at a set price.

Book excerpt: In large parts of the developed and developing worlds soil tillage by plough or hoe is the main cause of land degradation leading to stagnating or even declining production levels and increasing production cost. It causes the soil to become more dense and compacted, the organic matter content to be reduced and water runoff and soil erosion to increase. It also leads to droughts becoming more severe and the soil becoming less fertile and less responsive to fertiliser. This book brings together the key notes lectures and other outstanding contributions of the I World Congress on Conservation Agriculture and provides an updated view of the environment and economic advantages of CA and of its implementation in diferent areas of the World.

Book excerpt: During the past decade, raising the productivity of women became an integral element of the World Banks overall strategy for reducing poverty and achieving sustainable growth. The number and scope of Bank projects to provide women with enterprise development, financial services, and social intermediation services grew accordingly. This paper reviews 27 such projects in East and South Asia and provides a succinct assessment of successes, failures, and surprises. The authors identify patterns and trends in the design of projects, examine the reasons for such trends, and draw lessons about how such projects can be more effective in delivering financial services to women in these countries. Many of these women are an increasingly vital source--or the sole source--of income for their families, but they are often overlooked in the implementation of small development projects. The authors draw eight key lessons for future Bank projects to provide enterprise development and financial services. They recommend that such projects be considered one element of a coordinated country-specific strategy for poverty alleviation.

It provides simple shortcuts for building community participation and consensus. Decisionmakers will learn the different risks posed by this approach, such as viewing community participation as a panacea. The study describes ways to set reasonable goals without discouraging unexpected progress. It provides a handy framework of key indicators that can be used to monitor progress.
