It compares the achievements and improvements these countries recorded in human development, outlining the broad patterns of economic development in them as well as their social spending on health and education during the period 1975-2002. Book excerpt: The Arab Republic of Egypt was well on the path to achieving its demographic dividend at the turn of this century but has gone off track due to a reversal in its earlier fertility decline. But what is the demographic dividend? It reflects the economic benefits when a country undergoes a rapid decline in mortality, then fertility, and the consequent demographic transition. Due to lower fertility and fewer children per household, a growing working-age population increases productivity and per capita income, leading to accumulated savings, investments, and economic growth, underscoring the strong link between demographics and economic growth. Fortunately, Egypt has the political will, resources, and capacity to achieve its demographic dividend in the next decade, as this report by a team of Egyptian and World Bank experts shows. It reviews the trends in determinants of the rising total fertility rate, the likely factors that contributed to Egypt’s fertility decline reversal, the government’s initial response, and the sectoral and social drivers that may have influenced this fertility decline reversal. It also assesses the economic impact of the demographic changes, including estimates of forgone savings due to the increased fertility and of potential future gains if the country were to regain and then accelerate its fertility decline. Drawing on global evidence, the report proposes six policy and strategic priorities, complemented by four policy imperatives. These priorities aim to increase the contraceptive prevalence rate (the most important of the six), reduce school dropouts, increase female labor force participation, delay early marriage, leverage social protection programs, and improve governance of the country's population program. The four imperatives aim to assure broad-based socioeconomic development and they include creating productive jobs; investing in and leveraging human capital; enhancing financial inclusion and entrepreneurship, especially for women; and sustaining macroeconomic stability. The president's "Decent Life Initiative" and the "National Project for the Development of the Egyptian Family" can be used as the platform to implement many of the proposed policies and strategies. In such a manner, Egypt will be back on track to achieve its demographic dividend.

Book excerpt: "A discussion of the foreign policy of the United Arab Republic (UAR) in terms of its domestic political situation and conceptions of international alignments. In large measure, Egyptian foreign policy in the last two decades has not been the special product of President Nasser's regime, but rather has rested on a longstanding expectation on the part of the Egyptians that they should exercise some form of hegemony in the eastern Arab world. The ideological atmosphere that has grown up around the program of the revolutionary regime reflects the actions of various factions and groups within Egypt. Clearly, nationalism has created pressures for internal modernization and for a vigorous pan-Arab and international role for the UAR. It is evident that the instability in UAR's conception of its international alignments has resulted from the conflicting aspirations and insecurities among the various elements of which the regime must take account, including elements within its own ranks."--Rand abstracts

Available in PDF, EPUB and Kindle. Book excerpt: This book identifies the differences in growth and development, and the various factors lying behind them, across both Middle East and North African (MENA) and East Asian countries over the 1960‒2020 period. It considers a very wide range of factors, compares initial situations, institutions, and government policies, the dynamic responses to changing circumstances, and discusses the inability of the governments of the MENA region to achieve not only political reform, but also the kinds of economic reform that would allow their citizens to prosper in an increasingly globalized world. The book focuses on Tunisia. Since its independence in 1956 until 2010, Tunisia had considerable success relative to many other MENA countries, but was somewhat less successful relative to East Asian countries. Since 2010, however, while transitioning away from autocracy to democracy, it has been in rather serious economic decline. The book highlights how both the factors identified as enabling Tunisia’s initial success and those leading to its subsequent decline can provide many useful insights for improving the management of economic development across the whole MENA region and perhaps also to developing countries throughout the world.
