It addresses the puzzle of why, during key moments of Mexico's 27-year democratic transition, opposition parties failed to use autonomous electoral courts established to mitigate the country's often violent post-electoral disputes, despite formal guarantees of court independence from the Party of the Institutional Revolution (PRI), Mexico's ruling party for 71 years (preceeding the watershed 2000 presidential elections). Drawing on hundreds of author interviews throughout Mexico over a three-year period and extensive archival research, the author explores choices by the rightist National Action Party (PAN) and the leftist Party of the Democratic Revolution (PRD) between post-electoral conflict resolution via electoral courts and via traditional routes - mobilization and bargaining with the PRI-state.

Book excerpt: After the revolutionary period of 1910-1920, Mexico developed a number of social protection programs to support workers in public and private sectors and to establish safeguards for the poor and the aged. These included pensions, healthcare, and worker's compensation. The new welfare programs were the product of a complex interrelationship of corporate, labor, and political actors. In this unique dynamic, cross-class coalitions maintained both an authoritarian regime and social protection system for some seventy years, despite the ebb and flow of political and economic tides. By focusing on organized labor, and its powerful role in effecting institutional change, Workers and Welfare chronicles the development and evolution of Mexican social insurance institutions in the twentieth century. Beginning with the antecedents of social insurance and the adoption of pension programs for central government workers in 1925, Dion's analysis shows how the labor movement, up until the 1990s, was instrumental in expanding welfare programs, but has since become largely ineffective. Despite stepped-up efforts, labor has seen the retrenchment of many benefits. Meanwhile, Dion cites the debt crisis, neoliberal reform, and resulting changes in the labor market as all contributing to a rise in poverty. Today, Mexican welfare programs emphasize poverty alleviation, in a marked shift away from social insurance benefits for the working class.

Book excerpt: Although many of the problems that Cali is experiencing - social and human capital deterioration, a declining economy, and institutional crisis - are a reflection of Colombia's complicated socioeconomic situation, the city has been hit harder by the crisis than other large cities, as confirmed by the following indicators: GDP, unemployment, poverty rate, inequality, and number of homicides. According to recent estimates, the population in Cali reached the 2 million level in 1999, making the city the second largest in the country after Bogota. Internal migration increased significantly during the early 90s due to the economic boom generated by drug dealing activities, and continued in the last part of the decade, due to resettlement movements of large population groups, affected by social conflict in rural areas. However, migration flows have generated social tension in the city, as economic opportunities became scarce. The Bank engaged in a participatory process to produce a City Development Strategy (CDS), whose specific objectives are to help the city administration and stakeholders identify a strategy to overcome the current crisis, and, be a neutral facilitator in the reconstruction process. The CDS is being developed in four stages: 1) identification of the main problems; 2) development of the analytical framework; 3) dissemination of results; and, 4) development of a financial plan.
