By linking areas that are lagging in development with dynamic industrial and urban clusters, VCIC will create employment opportunities that alleviate poverty and reduce inequality. Greater connectivity and economic integration between South Asia and the rest of Asia is likely to contribute significantly to development and foster regional cooperation as well.

Book excerpt: This volume analyses New Delhi’s reaction to China’s Belt and Road Initiative (BRI) and the rise of politics of connectivity and infrastructure building which has heightened Sino-Indian rivalry in South Asia and the Indian Ocean Region (IOR). It can be evidenced that the BRI has transformed the Sino-Indian dynamics from a ‘managed rivalry’ to an intense geo-political competition. It is contended that competition is inevitable when two powers rise in the same neighbourhood. The Indian government has opposed the BRI since its inception noting that the ‘BRI violates India’s sovereignty and territorial integrity’ because one of the flagship BRI projects - the China-Pakistan Economic Corridor (CPEC) - runs through (Pakistan-controlled) Kashmir which India claims to be its own territory. It has consistently maintained that China’s ‘connectivity initiatives must be based on universally recognized international norms, good governance, rule of law, openness, transparency and equality, and must be pursued in a manner that respects sovereignty and territorial integrity’ of other states. Beyond those stated reservations, New Delhi is concerned about the BRI infrastructure and connectivity projects in the smaller South Asian countries and the Indian Ocean littoral states. India has traditionally viewed South Asia and the IOR as its backyard over which it has historically maintained a position of influence. It is apprehensive that the BRI projects will enhance Beijing’s stature and undermine India’s influence in the region. In eleven chapters including Introduction and Conclusion, this book explores the dimensions of the rivalry and analyses the causes, dynamics and implications of an accelerated Sino-Indian competition.

India’s problems are further exacerbated when the Initiative consolidates Pakistan’s illegal occupation of North-Western Kashmir and inter alia seals the severance of India’s traditional land connectivity’s with Afghanistan and the Central Asian Republics. This Book, besides describing the plans and challenges of construction and gainful management thereafter, highlights that since China believes in crystallising its ‘dream’ with the backing of political, and by implication, military power, it is obvious that the Initiative would have more than just purely economic consequences.

The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.

Spanning multiple cities and croplands, these corridors connect metropolises via high-speed superhighways in an effort to make certain strategic regions attractive destinations for private investment. As policy makers search for decentralized and market-oriented means for the transfer of land from agrarian constituencies to infrastructural promoters and urban developers, the reallocation of property control is erupting into volatile land-based social conflicts. In Shareholder Cities, Sai Balakrishnan argues that some of India's most decisive conflicts over its urban future will unfold in the regions along the new economic corridors where electorally strong agrarian propertied classes directly encounter financially powerful incoming urban firms. Balakrishnan focuses on the first economic corridor, the Mumbai-Pune Expressway, and the construction of three new cities along it. The book derives its title from a current mode of resolving agrarian-urban conflicts in which agrarian landowners are being transformed into shareholders in the corridor cities, and the distributional implications of these new land transformations. Shifting the focus of the study of India's contemporary urbanization away from megacities to these in-between corridor regions, Balakrishnan explores the production of uneven urban development that unsettles older histories of agrarian capitalism and the emergence of agrarian propertied classes as protagonists in the making of urban real estate markets. The project’s name suggests it is intended to be an ‘economic corridor’ connecting Pakistan overland with China’s Xinjiang province. This book examines whether CPEC’s primary purpose is as an overland conduit for trade and economic cooperation between China and Pakistan. The key finding is that aims related to regional geopolitics and internal security have, in reality, a more significant impact. The book demonstrates that China’s goals in Pakistan are primarily geopolitical rather than geo-economic, since the notion of constructing an economic and transportation ‘corridor’ between Pakistan and China is logistically and economically problematic due to a range of foreseeable problems. Most importantly, border disputes with India and the containment of domestic separatism motivate are the driving forces for cooperation between the partners. The authors answer this question by examining the experience of economic corridor development of different regions from across continents. There are important lessons to be learned for successful corridor development from the experiences of the European Union and South Asia Subregional Economic Cooperation regions. In each case, detailed models were constructed to assess the economic impact of corridor investments. What emerged from a consideration of these two cases (as well as broader discussions) was a framework for evidence-based policy analysis. When key policy makers and stakeholders pursue measurable outcomes for the development of regional economic corridors, the model and data framework (at a standard economic scale of relevance) allows for an investment-relevant development of scenarios, which will be monitored within an effective organizational process. Such a process, with all the elements of an evidence-based policy in place, is highly likely to generate successful economic corridor development, which would realize envisaged opportunities within the regions. Two priority regions in Asia, the Greater Mekong Subregion and the Central Asia Regional Economic Cooperation, face different opportunities.

In this provocative and deeply researched new work, the authors provide a new framework for understanding the BRI, one which will be useful to scholars, policymakers and economists. Li Sheng is a professor of political economy and public policy and the associate dean of Faculty of Social Sciences, University of Macau. He received his master and PhD of economics from Universitaet Freiburg, Germany, after graduating from Peking University. His recent research focuses on international political economy. He has published over 60 research papers in peer-reviewed academic journals, among which 40 are published in journals listed in the Social Sciences Citation Index. He has published two monographs with Palgrave MacMillan, and another one is in press. Dmitri Felix do Nascimento is a post-doctoral Fellow of Department of Government and Public Administration at the University of Macau. He received his PhD in Political Sciences/International Relations from the University of Lisbon/Portugal. He has extensive publications on trade and politics of BRIC countries.
