Throughout the twentieth century arguments have raged over the Palestinian problem and the future of bilateral relations. Yet no text comprehensively looks at the attitudes and policies of India toward Israel, especially their development in conjunction with history. P. R. Kumaraswamy is the first to account for India's Israel policy, revealing surprising inconsistencies in positions taken by the country's leaders, such as Mahatma Gandhi and Jawaharlal Nehru, and tracing the crackling tensions between its professed values and realpolitik. Kumaraswamy's findings debunk the belief that India possesses a homogenous policy toward the Middle East. In fact, since the early days of independence, many within India have supported and pursued relations with Israel. Using material derived from archives in both India and Israel, Kumaraswamy investigates the factors that have hindered relations between these two countries despite their numerous commonalities. He also considers how India destabilized relations, the actions that were necessary for normalization to occur, and the directions bilateral relations may take in the future. Book excerpt: William Y. Adams grew up in an Indian Service family in an Indian Service town in the 1930s. Window Rock, Arizona was the newly founded administrative capital for the vast Navajo reservation, and all 298 of its residents were Indian Bureau employees or their families. With the exception of a few low-level service personnel, none were Navajo, nor did they have any detailed familiarity with the world of hogans and corrals. They were technocrats, skilled in agriculture, range management, forestry, mining, education, public health, and law enforcement, among other things. Despite their varied backgrounds and skills, however, they shared a common determination to "do right by the Indians" after decades of government neglect and mismanagement. That concept, however, originated not in Window Rock but in Washington, the administrative headquarters of the Bureau of Indian Affairs. In the years following World War II, Adams lived and worked among Navajos and Hopis in a number of different capacities. As an archaeological explorer, an ethnologist, an interviewer for the Arizona Bureau of Ethnic Research, a livestock drive foreman, and--perhaps most importantly--a trader, he became aware of the myth of the Indian: a belief in "the Indian" as a kind of unitary, symbolic figure, who stood as the surrogate for hundreds of tribes, cultures, and languages spread across the American continent. In Indian Policies in the Americas, Adams addresses the idea that "the Indian," as conceived by colonial powers and later by different postcolonial interest groups, was as much ideology as empirical reality. Adams surveys the policies of the various colonial and postcolonial powers, then reflects upon the great ideological, moral, and intellectual issues that underlay those policies.

Only by removing Indian children from their homes for extended periods of time, policymakers reasoned, could white "civilization" take root while childhood memories of "savagism" gradually faded to the point of extinction. In the words of one official: "Kill the Indian and save the man." Education for Extinction offers the first comprehensive account of this dispiriting effort. Much more than a study of federal Indian policy, this book vividly details the day-to-day experiences of Indian youth living in a "total institution" designed to reconstruct them both psychologically and culturally. The assault on identity came in many forms: the shearing off of braids, the assignment of new names, uniformed drill routines, humiliating punishments, relentless attacks on native religious beliefs, patriotic indoctrinations, suppression of tribal languages, Victorian gender rituals, football contests, and industrial training. Especially poignant is Adams's description of the ways in which students resisted or accommodated themselves to forced assimilation. Many converted to varying degrees, but others plotted escapes, committed arson, and devised ingenious strategies of passive resistance. Adams also argues that many of those who seemingly cooperated with the system were more than passive players in this drama, that the response of accommodation was not synonymous with cultural surrender. This is especially apparent in his analysis of students who returned to the reservation. He reveals the various ways in which graduates struggled to make sense of their lives and selectively drew upon their school experience in negotiating personal and tribal survival in a world increasingly dominated by white men. The discussion comes full circle when Adams reviews the government's gradual retreat from the assimilationist vision. Partly because of persistent student resistance, but also partly because of a complex and sometimes contradictory set of progressive, humanitarian, and racist motivations, policymakers did eventually come to view boarding schools less enthusiastically. Based upon extensive use of government archives, Indian and teacher autobiographies, and school newspapers, Adams's moving account is essential reading for scholars and general readers alike interested in Western history, Native American studies, American race relations, education history, and multiculturalism.
