Book excerpt: India is emerging as a key player in the development cooperation arena, not only because of the increasing volume and reach of its south-south cooperation but more so because of its leadership and advocacy for the development of a distinctly southern development discourse and knowledge generation. This book traces and analyses the evolution of Indian development cooperation. It highlights its significance both to global development and as an effective tool of Indian foreign policy. Focussing on how India has played an important role in supporting development efforts of partner countries in South Asia and beyond through its various initiatives in the realm of development cooperation, the book tracks the evolution, genesis, and the challenges India faces in the current international context. The contributions provide a rich mix of academic and government, policy and practice, Indian and external perspectives. Theory is complemented with empirical research, and case studies on countries and sectors as well as comparisons with other aid providing countries are presented. The book is of interest to researchers and policy makers in the field of development cooperation, the role of emerging powers from the South, international development, foreign policy and global political economy.

Book excerpt: This book demonstrates the changing dynamics of India’s engagement with Africa, focusing on trade, investment, official development assistance, capacity building activities and the diaspora. It also examines its impact at the economic, political and societal levels with respect to governance, democratic structures, education and health. India has competitive edge of historical goodwill and it is one of the most important countries engaging Africa in the 21st Century. For Africa, India has emerged from an aid recipient country to a major aid provider but on a basis of partnership model. The book provides a contemporary analysis and assessment of Indo-Africa relations, bringing together contributions from the Global South and from the North that explore whether the relationship is truly ‘mutually beneficial’.

Promoting equitable broad-based growth in order to alleviate poverty, calls for a new understanding of the principles of development assistance, good governance, transparency, ownership, and accountability. In the ever-changing arena of global development governance, South-South Cooperation (SSC) entails diverse forms of cooperation among developing countries. This book presents novel approaches to further South≠South Cooperation (SSC) on a global scale. The evolving aid architecture and mounting development challenges demand an urgent and critical review of existing aid modalities, policy-making and forums for international cooperation. Published in English.

Book excerpt: This compendium showcases the ongoing trends and challenges in South-South cooperation between India and select countries in Africa, for achieving food security and poverty reduction. Scholars and practitioners share diverse perspectives on the role of India’s development compact; aid, trade, private sector driven Foreign Direct Investments (FDIs), and concessional Lines of Credit (LOCs) to the agricultural and agro-processing sector in Africa. India- Africa cooperation also underscores that the sharing of knowledge and capabilities- technical and financial, along with North- South partnerships- through trilateral and multilateral mechanisms, can upscale agriculture and agro-processing sectors to centre stage the food security agenda and reduce poverty. Arguments made through the volume critically highlight hegemonic neo-liberal economic policies, structural adjustment programmes, import substitution practices, and the denationalization of food production, and illustrate the need for sustainable and cost effective agro-ecological practices, in the face of ongoing global challenges, such as the climate emergency and degradation of biodiversity and habitats. The axial questions addressed are; how does cooperation between countries of the Global South- India and Africa - impact intra-South trading, capacity building, and the investment landscape. Scientists, academics, development professionals, government officials, NGOs and international organizations, offer the readers; empirical case studies, policy perspectives, the limitations and challenges, and the way forward in an analytical manner.

Despite ideological and policy differences, it also outlines potential avenues of cooperation between China and western countries in promoting development in Africa. Potential means of adapting and improving China’s “going into Africa” policy in the post-crisis era are also discussed, highlighting the importance of enhancing soft power in Africa.

Available in PDF, EPUB and Kindle. Book excerpt: This collection juxtaposes a variety of approaches about China and Africa, and their interrelations seeking to go beyond early, simplistic formulations. Perspectives informed by Polanyi advance nuanced analysis of varieties of capitalisms and double-movements. It seeks to put contemporary China-Africa relations in critical, comparative context and in doing so, it will go beyond descriptions of inter-regional trade and investment, large- and small-scale sectors, to ask whether structural change is underway. Already it is apparent that the growing presence of China in Africa presents the latter with some novel options but whether these will generate a new embeddedness remains problematic. Highlighting the ’varieties of capitalisms’ in the new century, given the undeniable difficulties of extreme neo-liberalism in the US and UK by contrast, to the apparent ebullience of the emerging economies in the global South, this book examines such implications for international relations, international political economy, development studies and policies.

Book excerpt: Zusammenfassung: Since the 1990s, India has significantly widened its relations with Africa. Three summits, increasing trade and newly agreed cooperation on security demonstrate the increased importance of the African continent to India's foreign policy. With this commitment to Africa, India continually underscores its claim to act as advocate for the countries of the Global South. Moreover, African countries now account for a larger share of India's energy imports, thereby reducing its dependence on Middle Eastern countries. India is also trying to establish a counterweight to China's activities in Africa. However, India's decision-makers realise that they cannot seriously compete with China in this arena. Germany and India share a number of similar economic and political interests. There is therefore great potential for closer cooperation in Africa and the Indian Ocean. The common goal is to strengthen state institutions in Africa, to promote economic development, and to prevent African states from becoming unilaterally dependent on third countries, especially China. This could potentially be translated into a number of programmes as part of triangular cooperation between India, Germany and African countries, such as capacity building, initial and further training, and the strengthening of small and medium-sized enterprises. Particularly in the context of the strategic partnership between India and Germany, this could be an important step in taking bilateral relations to a new level

Available in PDF, EPUB and Kindle. Book excerpt: Explaining the determinants of China and India’s development cooperation in Africa cannot be achieved in simple terms. After collecting over 1000 development cooperation projects by China and India in Africa using AidData, this book applies the method of qualitative comparative analysis (QCA) to understand the motives behind their development cooperation. Mthembu posits that neither China nor India were solely motivated by one causal factor, whether strategic, economic or humanitarian interests or the size of their diaspora in Africa. China and India are driven by multiple and conjunctural factors in providing more development cooperation to some countries than others on the African continent. Only when some of these respective causal factors are combined is it evident that both countries disbursed high levels of development cooperation to some African countries.
