Book excerpt: "The Department of Defense (DOD) has made progress in implementing the recommendations from the 2014 nuclear enterprise reviews and a 2015 nuclear command, control, and communications (NC3) review and has improved its tracking and evaluation of this progress. For example, since GAO last reported -- in October 2017 -- an additional 74 of the 247 sub-recommendations from the 2014 reviews have been closed; 96 remain open. In January 2018, in response to a GAO recommendation, the Office of Cost Assessment and Program Evaluation (CAPE) issued guidance to aid the military services in identifying, assessing, and documenting risks associated with the 2014 recommendations, such as unintended consequences from their implementation. The guidance calls on them to update their risk assessments periodically as new data become available. The Air Force and Navy have begun to provide risk information in CAPE's and their own tracking tools. In July 2018, in response to a GAO recommendation, DOD's Chief Information Officer issued guidance to improve tracking and evaluation of progress in implementing the 2015 recommendations. DOD and the military services have taken steps to improve oversight of the nuclear enterprise in response to the 2014 reviews but lack clear roles and responsibilities and methods for collaboration. The Secretary of Defense created the Nuclear Deterrent Enterprise Review Group (NDERG) in 2014 to ensure the long-term health of the nuclear enterprise by addressing resourcing, personnel, organizational, and enterprise policy issues. However, DOD guidance has not clearly defined roles and responsibilities for the NDERG or provided methods for the NDERG to communicate and collaborate with other nuclear oversight organizations, including those shown in the figure. Nor has NC3 oversight guidance been updated to reflect changes in roles and responsibilities and to include methods for communication and collaboration among NC3 oversight groups. In the absence of defined roles and responsibilities for the NDERG and NC3 oversight bodies and methods for how the NDERG and NC3 oversight groups are to communicate and collaborate, senior leaders may not be in a position to effectively manage resourcing and risk across the department" -- Preliminary page.

Our objective was to assess the effectiveness and efficiency of current command relationships. To achieve this objective, we interviewed US Strategic Command (USSTRATCOM) staff, and leaders at AFGSC. Additionally, we interviewed leaders assigned to the 8th Air Force (8 AF) and the 20th Air Force (20 AF) that report to AFGSC, as well as personnel assigned to two wings at Minot Air Force Base (one wing is assigned to each NAF). We also examined potential efficiencies and security advantages derived from alternative organizational structures at Minot AFB. We determined that AFGSC took a proactive role with regard to enhancing the Air Force's nuclear enterprise focus prior to initiation of our assessment. Resultantly, the Air Force has reduced manning at the NAFs while increasing their relevance. We identified manpower and command and control improvements that could potentially be utilized at Minot AFB to further enhance efficiency and effectiveness. Comparable efficiencies will likely be realized via initiatives undertaken by AFGSC prior to commencement of our review.

This AFGSC Strategic Master Plan (SMP) details the future strategic environment, future challenges, command vision, values and priorities. Our vision and priorities underpin our values: responsibility, self-assessment, adherence, expertise, pride, respect, and safety. We will use these values to consolidate our recent gains across the nuclear enterprise and to complete the restoration of a culture that fully embraces the special trust and responsibility of nuclear weapons. As a warfighting Component MAJCOM (C-MAJCOM) to United States Strategic Command (USSTRATCOM), AFGSC forces will execute assigned deterrence, assurance, and global strike missions. As a force provider, AFGSC will organize, train, and equip both conventional and nuclear combat forces for the President and combatant commanders (CCDRs). Intercontinental ballistic missile (ICBM) forces are currently deployed in a nuclear deterrent role, and AFGSC bombers plan and execute deterrence and Global Power/Strike operations to provide USSTRATCOM with a visible deterrent capability. AFGSC will continue to support these forces and missions and prepare to provide additional combat power as required to address challenges and threats to the United States. The strategic environment continues to present a very dynamic and uncertain picture. The number of state and non-state actors that can produce strategic effects across the spectrum of conflict is growing in both quantity and complexity. As stated in the 2012 Defense Strategic Guidance (DSG), the US Armed Forces must maintain a safe, secure, and effective nuclear deterrent, deter and defeat aggression, project power despite anti-access/area denial (A2/AD) challenges, and counter weapons of mass destruction (WMD),2 while assuring our allies and partners of our commitment to our cooperative security agreements. In current and future conflicts, AFGSC forces are required to survive and operate in threat environments ranging from low threat/permissive environments to highly contested A2/AD environments. To overcome these obstacles and fulfill our vision, AFGSC will engage with higher headquarters, political leadership, and defense industry leaders to recapitalize, maintain, and modernize the nuclear and global strike enterprise.
