However, the central tendency of these models is for the candidates to converge to the location of the median voter, so polarization has become increasingly problematic for spatial theory, even as scholars have come to rely increasingly on these models. In Incremental Polarization, Justin Buchler provides a unified spatial model of legislative elections, parties, and roll call voting to explain the development of polarization in Congress. His model moves beyond elections and factors in legislators' roll call voting, where a different but related spatial process operates. By linking these models, Incremental Polarization fills a critical gap in our understanding of the strategic, electoral, and procedural roots of polarization-and the role that parties play in the process.

This book binds together polarization in Congress and polarization in the electorate within an ever-expanding feedback loop. This loop is powered by the discipline exerted by the respective political parties on their Congressional members and district candidates and endorsed by the voters in each Congressional district who must choose between the alternatives offered. These alternatives are just as extreme in competitive as in lop-sided districts. Tight national party discipline produces party delegations in Congress that are widely separated from one another but each ideologically narrowly distributed. As district constituencies become more polarized and are egged on by activists, parties are further motivated to move past a threshold and appeal to their respective bases rather than to voters in the ideological center. America has indeed acquired parties with clear platforms--once thought to be a desirable goal--but these parties are now feuding camps. What resolution might there be? Just as the progressive movement slowly replaced the Gilded Age, might a new reform effort replace the current squabble? Or could an asymmetry develop in the partisan constraints that would lead to ascendancy of the center, or might a new and over-riding issue generate a cross-cutting dimension, opening the door to a new politics? Only the future will tell.

Book excerpt: Americans today are affectively polarized: they dislike and distrust those from the opposing political party more than they did in the past, with damaging consequences for their democracy. This Element tests one strategy for ameliorating such animus: having ordinary Democrats and Republicans come together for cross-party political discussions. Building on intergroup contact theory, the authors argue that such discussions will mitigate partisan animosity. Using an original experiment, they find strong support for this hypothesis – affective polarization falls substantially among subjects who participate in heterogeneous discussion (relative to those who participate in either homogeneous political discussion or an apolitical control). This Element also provides evidence for several of the mechanisms underlying these effects, and shows that they persist for at least one week after the initial experiment. These findings have considerable importance for efforts to ameliorate animus in the mass public, and for understanding American politics more broadly.

It sheds light on how shared moral values can influence sentencing policy at a time when relationships of community appear increasingly fragmented, arguing that sentencing will be better placed to make a positive contribution to social justice if it becomes more sensitive to the commonly-accepted moral boundaries that underpin adherence to the 'rule of law'. The need to reflect public opinion in sentencing has received significant attention more recently, with renewed interest in jury sentencing, 'stakeholder sentencing', and the involvement of community views when regulating policy. The author, however, advocates a different approach, combining a new theoretical focus with practical suggestions for reform, and arguing that the contribution sentencing can make to social justice necessitates a fundamental change in the way shared values about the advantages of punishment are reflected in penal ideology and sentencing policy. Using examples from international, comparative and domestic contexts to advance the moral and ethical case for challenging the existing theories of sentencing, the book develops the author's previous theoretical ideas and outlines how these changes could be given practical shape within the context of sentencing in England and Wales. It assesses the consequences for penal governance due to increased state regulation of discretionary sentencing power and examines the prospects for achieving the kind of moral transformation regarded as necessary to reverse such a move. To illustrate these issues each chapter focuses on a particularly problematic area for contemporary sentencing policy; namely, the sentencing of women; the sentencing of irregular migrants; sentencing for offences of serious public disorder; and sentencing for financial crime.
