Using data collected in the Access and Support for Education and Training Survey (ASETS) released in 2009, this research investigates the barriers to post-secondary education faced by rural students, and whether these barriers differ from those experienced by other Canadians. A literature review, crosstab analysis, and logistic regression are used to help assess four policy alternatives and the status quo. To increase rural participation in post-secondary education, this study recommends the creation of an early intervening, outreach counselling program for rural high school students.

Book excerpt: This paper is part of a series of research papers solicited from some of the leading Canadian researchers in the field of post-secondary education; the researchers were asked to write about issues of access and persistence in post-secondary education in Canada. [...] The types of "systems" used for comparison in the regions identified in this analysis were: 1) a proliferation of PSE institutions in general and of universities in rural areas (as is found in the Atlantic region and Quebec); 2) formal articulation agreements between colleges and universities (as is found in Alberta and British Columbia); 3) the system in Quebec whereby the first years of PSE take [...] The participation of rural youth in PSE was also higher in the Atlantic region (73 percent) and Ontario (74 percent) than the remaining three regions (67 percent, 61 percent and 61 percent in the Prairies, Quebec and the West, respectively). [...] The coefficients of note are the interaction effects, highlighted in Table 5. Here, the only observed rural-urban difference (as measured by the regional interaction effect) was in the Prairies (relative to the omitted category, Quebec). [...] The odds of a rural young person in the Prairies compared to an urban youth in the Prairies participating in some PSE were higher than the comparable odds in Quebec when other factors, including the overall impact of region, were controlled.

[...] While these are all important factors in understanding access to post-secondary education, this review of the literature will focus primarily on the socio-economic status (or class) of individuals and their families in the attempt to provide a broader understanding of how class relates to post-secondary participation. [...] The body of the review will address three elements of access to post-secondary education: 1) planning to attend a post-secondary institution; 2) socio-economic status and attending a post-secondary institution, including accessing professional degree programmes; and 3) socio-economic status and completing a post-secondary education. [...] By reviewing the literature on access to post-secondary education, it is hoped that it will be possible to understand some of the factors influencing decisions to attend, attendance, and completion of post-secondary education. [...] According to researchers using the 1999 Survey of Approaches to Educational Planning, less than one-fifth of families with incomes of less than $30,000 were saving for the post-secondary education of their children, while about two-thirds of those with incomes of more than $80,000 were doing so (Corak et al, 2003; Junor & Usher, 2002).3 Parents with higher levels of education are more likely both.
