The institutions are (1) a baseline with fixed minimum flow constraints, (2) an environmental agent contributing to the cost of providing instream flows, and (3) creating an instream flow right in which an environmental agent can sell the right to reduced flows. Using a "smart" computer-coordinated market, we find that direct environmental participation in the market can achieve highly efficient and stable allocations. A particularly attractive and practical feature of the third institution is that it nests the status quo in the sense that, should the environmental agent choose not to participate in the market, the default minimum instream flow constraints will be maintained. Although flows may be lower in this institution relative to a fixed constraint on minimum flows, because these flow reductions are voluntary and compensated, all deviations from the status quo (i.e., binding flow constraints) are necessarily Pareto improving in the sense that no agent, including the environment, is made worse off.

Since market prices are not observable for instream flows, the estimation economic value of instream flow would present well known difficulties. The household production function theory was used to build the theoretical model to measure economic value of instream flow. Policy implication are discussed with emphasis on application of the information to water management decisions.

Many waterbirds in Kesterson National Wildlife Refuge were dying or suffering reproductive failure. Located in the San Joaquin Valley (Valley) of California, the Kesterson Reservoir (Kesterson) was used to store agricultural drainage water and it was soon determined that the probable cause of the damage to wildlife was high concen trations of selenium, derived from the water and water organisms in the reservoir. This discovery drastically changed numerous aspects of water management in California, and especially affected irrigated agriculture. In fact, the repercussions spilled over to much of the Western United States. For a century, water development for irrigation has been a religiously pursued means for economic development of the West. The primary objective of the Reclamation Act of 1902 was, purportedly, the development ofirrigation water to support family farms which, in turn, would enhance the regional economy (Worster, 1985).

Book excerpt: As the remaining water resources in river basins around the world are appropriated for human uses, it is critical to protect environmental instream flows in order to preserve aquatic and riparian species and ecosystems. It is widely recognized that an adequate environmental flow regime consists of a range of flow conditions. In Texas, a statewide planning process was established in 2007 for determining environmental flow recommendations for the state's river basins. The environmental flow recommendations, which consist of subsistence flows, base flows, and high flow pulse events, are determined for each basin by a team of scientists and committee of stakeholders. The recommendations are considered by the Texas Commission on Environmental Quality (TCEQ) in developing environmental flow standards which are incorporated into the state's prior-appropriation water rights permitting system. The environmental flow standards for the Colorado River basin and Trinity River basin are incorporated in daily time-step versions of the authorized use scenario water availability models using existing and recently added features of the Water Rights Analysis Package (WRAP). Various metrics are developed by this research to characterize the degree to which the environmental flow standards are attained, given their junior position in the priority sequence. The techniques used to model instream flows in the Colorado and Trinity river basins contribute to the body of knowledge for modeling flow standards in other basins. Metrics describing the degree to which environmental flow standards are attained will assist scientists and decision-makers in the evaluation and revision of the standards.
