With regard to Wilkinson and Pickett’s studies in “The Spirit Level” (2010), I am demonstrating the relation of health and social problems with income inequality for EU countries and compare the results with the European Social Policy Models described by Boeri (2002) and Sapir (2005). At least since the “Occupy Wall Street” and the “We are the 99 percent” movements started to dominate newspaper headlines, the problem of unequally allocated disposable income has gained more attention by policy makers around the globe. In reconstruction times following WWII, gains in income have been shared almost equally between income quintile groups until the late 1970s - when the Great Convergence ended. Politicians and economists have therefore increased their interest in finding other indicators for economic performance rather than only casting an eye on GDP growth. I will thus investigate why health and social problems are far more related to income inequality rather than GDP growth or per capita income. To understand the situation especially in the European Union (EU) I will subsequently explain the underlying circumstances.

The purpose of this book is to make a scientific contribution to the development of social indicators for the purposes of European policy-making. It considers the principles underlying the construction of policy-relevant indicators, the definition of indicators, and the issues that arise in their implementation, including that of the statistical data required. It seeks to bring together theoretical and methodological methods in the measurement of poverty/social exclusion with the empirical practice of social policy. The experience of Member States is reviewed, including an assessment of the National Action Plans on Social Inclusion submitted for the first time in June 2001 by the fifteen EU governments. The key areas covered by the book are poverty, including its intensity and persistence, income inequality, non-monetary deprivation, low educational attainment, unemployment, joblessness, poor health, poor housing and homelessness, functional illiteracy and innumeracy, and restricted social participation. Book excerpt: This paper analyzes the extent of income inequality from a global perspective, its drivers, and what to do about it. The drivers of inequality vary widely amongst countries, with some common drivers being the skill premium associated with technical change and globalization, weakening protection for labor, and lack of financial inclusion in developing countries. We find that increasing the income share of the poor and the middle class actually increases growth while a rising income share of the top 20 percent results in lower growth—that is, when the rich get richer, benefits do not trickle down. This suggests that policies need to be country specific but should focus on raising the income share of the poor, and ensuring there is no hollowing out of the middle class. To tackle inequality, financial inclusion is imperative in emerging and developing countries while in advanced economies, policies should focus on raising human capital and skills and making tax systems more progressive.

It assesses the gaps in health outcomes and risk factors between different socio-economic groups. When it comes to health systems, the report measures inequalities in health care utilisation, unmet needs and the affordability of health care services. For each of these different domains, the report identifies groups of countries that display higher, intermediate, and low levels of inequality. The report makes a strong case for addressing health-related inequalities as a key component of a policy strategy to promote inclusive growth and reduce social inequalities. It also provides a framework for more in-depth analyses on how to address these inequalities at country level.
