Most countries experienced initial drops in output during transition, followed by recovery in the second half of the 1990s. The path of transition in the Western Balkans has however been particularly uneven. The effects of transition also seem to have been more traumatic and persistent in the Western Balkans, and nostalgia for the past appears to be more prevalent here than in other former communist regions. Such dissatisfaction has important implications for the political economy of further reforms. This paper aims to inform policy by complementing the analysis of standard macro-level measures of inequality and poverty with a household-level analysis of subjective perceptions of poverty. We find that many more people appear to feel poor than are classified as such using purely income-based measures. Uncertainty, in particular related to expectations of future income and vulnerability to shocks, appears to be a key driver behind this discrepancy.

While the levels of socio-economic segregation in European cities are still modest compared to some parts of the world, the poor are increasingly concentrating spatially within capital cities across Europe. An overlooked area of research, this book offers a systematic and representative account of the spatial dimension of rising inequalities in Europe. This book provides rigorous comparative evidence on socio-economic segregation from 13 European cities. Cities include Amsterdam, Athens, Budapest, London, Milan, Madrid, Oslo, Prague, Riga, Stockholm, Tallinn, Vienna and Vilnius. Comparing 2001 and 2011, this multi-factor approach links segregation to four underlying universal structural factors: social inequalities, global city status, welfare regimes and housing systems. Hypothetical segregation levels derived from those factors are compared to actual segregation levels in all cities. Each chapter provides an in-depth and context sensitive discussion of the unique features shaping inequalities and segregation in the case study cities. The main conclusion of the book is that the spatial gap between the poor and the rich is widening in capital cities across Europe, which threatens to harm the social stability of European cities. The institutions that helped achieving a remarkable degree of equity and prosperity over the course of several decades now face considerable difficulties in coping with the challenges presented by these emerging forms of inequality. Public surveys reveal rising concerns over inequality of opportunity, while electoral results show a marked shift to populist parties that offer radical solutions to voters dissatisfied with the status quo. There is no single solution to relieve these tensions, and attempts to address them will vary considerably across the region. However, this publication proposes three broad policy principles: (1) promote labor market flexibility while maintaining protection for all types of labor contracts; (2) seek universality in the provision of social assistance, social insurance, and basic quality services; and (3) expand the tax base by complementing progressive labor-income taxation with taxation of capital. These principles could guide the rethinking of the social contract and fulfil European citizens’ aspirations for growth and equity.

Was there less inequality in these countries under Communism than in Western economies? Many people appear to believe that no such data exist for Eastern Europe. Such common impressions are, however, largely based on the situation in the former Soviet Union, and the position in the Central European countries has been quite different. The first aim of the paper is to present the evidence about the distribution of income in Czechoslovakia, Hungary, Poland and the former USSR in the mid-1980s and to make a comparison with the UK. The findings confirm that income inequality in Czechoslovakia is substantially less than in the UK. At the same time, our results bring out the differences within Eastern Europe. The distribution for Hungary appears relatively close to that in Czechoslovakia, but the Lorenz curves for these two countries lie comfortably inside those for Poland and the former USSR. In drawing attention to the availability of evidence on income inequality in Eastern Europe, we are not suggesting that such data are perfect. The household surveys, particularly that in the former USSR, are subject to a number of qualifications. The limitations of the evidence are the subject of the fourth section of the paper.
