Book excerpt: What is a religion? That is the question that Richard Kent Evans attempts to answer in this book. He does so through the story of MOVE, a little-known group with a fascinating story. MOVE emerged in Philadelphia in the early 1970s. It was a small, mostly African American group devoted to the teachings of John Africa. In 1985, the Philadelphia Police Department -- working in concert with federal and state law enforcement -- attacked a home that "MOVE people" as they preferred to be known, shared in West Philadelphia. Hundreds of police officers and firefighters laid siege to the building using tear gas, ten thousand rounds of ammunition, and improvised explosives. Most infamously, a police officer riding in a helicopter dropped a bomb containing C-4 explosives, which he had acquired from the FBI, onto the roof of the MOVE house. The bomb started a fire, which officials allowed to spread in hopes of chasing the MOVE people out of the house. Police officers fired upon those who tried to escape the flames. Eleven MOVE people died in the attack, including John Africa. Five of those who died were children. In this book, Richard Kent Evans tells the story of MOVE -- a story that has been virtually lost outside of Philadelphia. What was MOVE? Many MOVE members thought of themselves as belonging to a religion, and they sought legal recognition. But to others, including other religious groups like the Quakers and, more importantly, the courts, MOVE was anything but a religion. Evans dives deep into how we decide what constitutes a genuine religious tradition, and the enormous consequences of that decision.

Available in PDF, EPUB and Kindle. Book excerpt: "This book gives a brief yet thorough summary of the main components of police accountability in the 21st century. What works, what doesn’t, and where are we going in the future? I love to use it with my undergraduate students to help them understand the complexities of policing in the modern era." —Janne E. Gaub, East Carolina University Completely revised to cover recent events and research, the Third Edition of The New World of Police Accountability provides an original and comprehensive analysis of some of the most important developments in police accountability and reform strategies. With a keen and incisive perspective, esteemed authors and policing researchers, Samuel Walker and Carol Archbold, address the most recent developments and provide an analysis of what works, what reforms are promising, and what has proven unsuccessful. The book’s analysis draws on current research, as well as the President′s Task Force on 21st Century Policing and the reforms embodied in Justice Department consent decrees. New to the Third Edition: The national crisis over police legitimacy and use of force, is put into context through extensive discussions of recent police shootings and the response to this national crisis, providing readers a valuable perspective on the positive steps that have been taken and the limits of those steps. Coverage of the issues related to police officer uses of force is now the prevailing topic in Chapter 3 and includes detailed discussion of the topic, including de-escalation, tactical decision making, and the important changes in training related to these issues. An updated examination of the impact of technology on policing, including citizens’ use of recording devices, body-worn cameras, open data provided by police agencies, and use of social media, explores how technology contributes to police accountability in the United States. A complete, up-to-date discussion of citizen oversight of the police provides details on the work of selected oversight agencies, including the positive developments and their limitations, enabling readers to have an informed discussion of the subject. Detailed coverage of routine police activities that often generate public controversy now includes such topics as responding to mental health calls, domestic violence calls, and police "stop and frisk" practices. Issues related to policing and race relations are addressed head-on through a careful examination of the data, as well as the impact of recent reforms that have attempted to achieve professional, bias-free policing.

Book excerpt: This Congressional hearing report covers testimony given to the Subcommittee on Postsecondary Education, Training and Life-Long Learning relating to the issue of crime on college campuses. Specifically the testimony addressed a proposed bill before the House of Representatives, the Open Campus Police Logs Act, which would amend the Higher Education Act of 1965. Testimony also addressed the effectiveness of the existing Crime Awareness and Campus Security Act of 1990, which was included as part of the Student Right to Know Campus Security Act, enacted to provide reliable information to parents and students about criminal activity on college campuses. Transcripts are provided of the testimony of witnesses concerning: the effectiveness of the existing law, how the law is being administered by the Department of Education, whether schools and the Department have been abiding by both the spirit and requirements of the law, what suggestions witnesses have for further changes to the law, and views of proposed Open Campus Police Logs Act. Transcripts are included of statements offered by five concerned private individuals, two school administrators, and David Longanecker, Assistant Secretary for Postsecondary Education. In addition to the oral testimony, prepared statements, letters, and supplementary materials are included in the report. (CH)
