Book excerpt: The objective of this thesis is to study the definition of incentive payments for biodiversity conservation from an empirical and theoretical perspective. In this work, we also aim to account, in a relevant way, for spatial and dynamic ecological processes inherent to terrestrial biodiversity in the economic models that we develop. In the first chapter of this thesis, we empirically assess the cost effectiveness of incentive payments for biodiversity conservation implemented in French forests, namely Natura 2000 contracts, by undertaking an ex ante approach. Our results underline the inadequacy of the current definition of payments for Natura 2000 contracts and their poor calibration. This calls for a rethinking of the definition of conservation incentives. In the second and third chapter of this thesis we leave the framework of Natura 2000 contracts. We study the definition of efficient and cost-effective incentive payments in a theoretical and conceptual way, while taking into account the main challenges posed by the definition of incentive payments for biodiversity conservation. Chapter 2 explores, through a principal-agent common-value model, the possibility of differentiating conservation payments for private landowners when both conservation costs and benefits are heterogeneous and unobservable to the conservation planner. This chapter focuses on the impact of asymmetric information - especially of adverse selection - on the definition of payments. In Chapter 3, we investigate the impact of climate change on the definition of cost-effective incentive payments. In this chapter, we develop an integrated, dynamic and spatially explicit ecological-economic model, and study the relative cost-effectiveness of various payment design options, involving different levels of targeting and differentiation of conservation payments. The work done throughout this thesis allows us to formulate recommendations regarding the targeting and design of incentive payments for biodiversity conservation.

Book excerpt: Conservation of biodiversity serves a number of human needs, including maintenance of ecosystem services that are critical to the sustainability of all life. Effective biodiversity conservation will require better landowner incentives for restoration and protection of ecosystems. Many services produced from healthy, functioning landscapes are not well recognized in current conservation incentive structures, including sequestering or storing carbon in trees and soil, providing fish and wildlife habitat, filtering water, and reducing damages from natural disasters. Most existing incentive programs pay landowners to protect and restore a specific service rather than the suite of services produced from well-functioning ecosystems. Various incentive programs need to be better integrated or new programs need to be developed that value a greater proportion of the ecological benefits that flow from ecosystems. One promising option is to allow landowners to bundle or stack payments for ecosystem services. This option, however, also presents issues that need to be addressed to ensure ecological goals and economic efficiency are achieved. Current efforts underway address some of these issues. Specifically, collaborative efforts among public and private entities in the Pacific Northwest and Chesapeake Bay region are developing accounting tools to measure ecosystem services and test policies for bundling services and stacking payments on the ground. The U.S. government has also made a commitment to ensure coordination and integration of ecosystem market development by creating a dedicated agency under the U.S. Department of Agriculture called the Office of Environmental Markets.

Book excerpt: Marine and coastal resources provide millions of people with their livelihoods, such as fishing and tourism, and a range of critical additional ‘ecosystem services’, from biodiversity and culture to carbon storage and flood protection. Yet across the world, these resources are fast-diminishing under the weight of pollution, land clearance, coastal development, overfishing, natural disasters and climate change. This book shows how economic instruments can be used to incentivize the conservation of marine and coastal resources. It is shown that traditional approaches to halt the decline focus on regulating against destructive practices, but to little effect. A more successful strategy could be to establish schemes such as payments for ecosystem services (PES), or incorporate an element of financial incentives into existing regulatory mechanisms. Examples, both terrestrial and marine, from across the world suggest that PES can work to protect both livelihoods and environments. But to succeed, it is shown that these schemes must be underpinned by robust research, clear property rights, sound governance structures, equitable benefit sharing, and sustainable finance. Case studies are included from south and east Asia, Latin America, Africa and Australia. The book explores the prospects and challenges, and draws lessons from PES and PES-like programmes from across the globe.

Book excerpt: Where benefits and costs accrue at different scales, financial intermediaries are needed to facilitate relations between global-scale buyers and local-scale providers of carbon sequestration and storage. These intermediaries can help to collect and distribute payments and to promote the scheme to potential beneficiaries. The benefits distributed should compensate for the transaction, opportunity and implementation costs incurred by stakeholders for providing ecosystem services. Therefore, calculating the costs and understanding who incurs them are essential for benefit sharing. Targeting benefits according to a set of criteria that match the objectives of the specific mechanism increases the mechanism’s efficiency. As the level of performance-based payments may not be able to compete with the opportunity costs of highly profitable land uses, performance-related benefit-sharing mechanisms should be focused on areas with moderate opportunity costs. Benefits should be divided into upfront payments to cover startup costs and to give an initial incentive for participation, and payments upon delivery of ecosystem services to ensure adherence to conditionality.

Book excerpt: This paper presents a broad overview of payments for environmental services (PES) experiences in Cambodia. First, we explore the legal and policy environment for PES, including its promotion by international donors and nongovernmental organizations (NGOs), and its uptake by government actors. This reveals a long-standing uncertainty over whether the government is willing to support PES, and a lack of clarity about what PES actually represents in practice. Second, taking a broad definition of PES, we examine the full range of payments-based schemes for conservation currently operating in Cambodia. These include community-based conservation agreements, direct payments for biodiversity conservation, PES schemes in the context of hydropower, and REDD+ schemes in the context of climate change mitigation. Overall, these payment schemes demonstrate mixed environmental and social effects; and they face a range of technical and practical challenges, relating to the governance context of Cambodia and difficulties in securing any ‘willingness to pay’ for environmental services beyond donor-funded schemes. More profoundly, these findings illustrate that ‘environmental services markets’ do not naturally come into being; but instead require a lot of political and discursive work, institution-building, and donor funding to become established. For this reason, we see PES succeeding only in isolated cases, with dedicated NGO-backing and the presence of niche markets. Beyond that, we observe significant challenges for PES and REDD+ in Cambodia, relating mainly to the apparent ‘state capture’ of these mechanisms. Such an outcome risks the erosion of conservation and local livelihood objectives that international donors and buyers of environmental services are seeking. It also presents the ethical problem of PES and REDD+ being absorbed into the Cambodian regime simply as adjuncts to the status quo.
