How can early warning signs be identified and acted upon, so that problems are avoided and projects are successful in delivering the expected value for their owners and other stakeholders? What signals should we look for? Looking for early warning signs takes more than a keen eye. Collaborating with the Norwegian University of Science and Technology in Trondheim and the University of Southampton in the United Kingdom, Ole Jonny Klakegg, Terry Williams, Derek Walker, Bj&ørn Andersen, and Ole Morten Magnussen have expanded on their research of governance frameworks and guidelines as well as provided interviews with experts and case studies from Australia, Norway, and the United Kingdom. This international report identifies early warning signs in highly complex projects and offers tips on how to combat them.

Book excerpt: Non-Governmental Organizations, research and academic institutions, charities, and international organization efforts to track and monitor activities and conditions in high-risk settings provide uniquely useful indicators and warning of possible mass atrocity and genocide. Third party access to credible and legitimate information about conflict leading to genocide and mass atrocity through sound methodologies that inform, can be critical to effective U.S. efforts to meet its obligations under the Responsibility to Protect (R2P). Information is a key asset for policy makers' ability to determine actual or potential genocide and mass atrocity (GMA) situations. According to the military's assessment of requirements for responding to GMA, indications and warnings are central and an overall weakness in the U.S. approach. Third parties use different methodologies to observe and warn of instability, conflict, war, and genocide and mass atrocity. Third parties' warning signs and indicators provide information, context, and understanding of possible mass atrocity and genocide events. This research investigates the usefulness of third party GMA prevention advocates. It examined several third party methodologies for detecting GMA warning signs and indicators against criteria and asked: How effective are third party methodologies to provide warnings and indicators to possible mass atrocity and genocide events?

Available in PDF, EPUB and Kindle. Book excerpt: This sweeping reference work covers every aspect of the Cold War, from its ignition in the ashes of World War II, through the Berlin Wall and the Cuban Missile Crisis, to the collapse of the Soviet Union in 1991. The Cold War superpower face-off between the Soviet Union and the United States dominated international affairs in the second half of the 20th century and still reverberates around the world today. This comprehensive and insightful multivolume set provides authoritative entries on all aspects of this world-changing event, including wars, new military technologies, diplomatic initiatives, espionage activities, important individuals and organizations, economic developments, societal and cultural events, and more. This expansive coverage provides readers with the necessary context to understand the many facets of this complex conflict. The work begins with a preface and introduction and then offers illuminating introductory essays on the origins and course of the Cold War, which are followed by some 1,500 entries on key individuals, wars, battles, weapons systems, diplomacy, politics, economics, and art and culture. Each entry has cross-references and a list of books for further reading. The text includes more than 100 key primary source documents, a detailed chronology, a glossary, and a selective bibliography. Numerous illustrations and maps are inset throughout to provide additional context to the material.

Available in PDF, EPUB and Kindle. Book excerpt: In Defense of Japan provides the first complete, up-to-date, English-language account of the history, politics, and policy of Japan's strategic space development. The dual-use nature of space technologies, meaning that they cut across both market and military applications, has had two important consequences for Japan. First, Japan has developed space technologies for the market in its civilian space program that have yet to be commercially competitive. Second, faced with rising geopolitical uncertainties and in the interest of their own economics, the makers of such technologies have been critical players in the shift from the market to the military in Japan's space capabilities and policy. This book shows how the sum total of market-to-military moves across space launch vehicles, satellites and spacecraft, and emerging related technologies, already mark Japan as an advanced military space power.
