President Bush published the current NSS in September 2002. This strategy is comprehensive and detailed in many areas, but a careful reading of it shows it lacks a clear vision statement related to the informational instrument of national power. This paper discusses the need to have the President build an information and communications strategy that keeps the American public informed and cognizant of the threat to our national security from militant, Islamic fundamentalists. It will examine the U.S. Code Title 50 requirement that directs the President to complete a NSS and review the 2002 National Security Strategy from an information perspective. It then identifies the current militant Islamic threat to America's security as well as the strategic principles underlying the need to broadly inform the public. Additionally, it confirms the importance of knowing one's threat; discusses the historic precedence of informing the public from the national strategy level to show this war has many similarities to the Cold War waged against the Soviet Union and communism; and examines the recommendations from the 9/11 Commission Report and the Defense Science Board's report on strategic communications on how to improve our foreign and domestic policies. The paper concludes with specific recommendations to change the current security strategy to incorporate a presidential vision for an information strategy, issue a new Presidential Decision Directive to implement the strategy, and keep focused on the threat for the long run.

This strategy involves a mix of active, reserve, and reconstitutable forces, and General Colin Powell's Base Force. If implemented, the new strategy and force structure would return significant U.S. ground and air forces to the continental United States where most would be demobilized. In the event of a major crisis, the United States would rely on active and reserve forces for a contingency response, much as was done for Operation Desert Storm. The new national security strategy is based upon the 25 percent budget cut negotiated with Congress, a greatly depleted Russian threat, and a new international security environment that assumes two-years' warning of a European-centered global war with the former USSR. There are four major critical factors upon which the new strategy depends: (1) the continued decline of the Russians as a threat to world stability; (2) the ability of the intelligence community to meet new challenges; (3) the behavior of the allies and Congress; and (4) the ability of industry to meet new demands. The new strategy is not simply an adjustment to existing defense doctrine or strategy, but rather a fundamental revision of the way the United States has approached defense since 1945. Students and scholars interested in politico-military strategy and government policy will find this book of great interest.

Instead, China has exploited its opportunities to double down on authoritarianism and use international markets to amass enormous economic and military strength, often by nefarious means. Beijing now leverages this strength to undermine the U.S.-led international order by replacing our leadership with their own distorted worldview. The recent COVID-19 crisis has clearly illustrated the danger of allowing this to happen.Meanwhile, throughout the last decade in particular, Russia has aggressively reasserted itself as a global power with its own clear intent to undermine the U.S.-led international order. Book excerpt: The White House's National Security Strategy (NSS) published in September 2002 addresses a myriad of issues and areas. The NSS covers these issues and areas within the context of categories such as "champion aspirations for human dignity," "work with others to defuse regional conflicts," and "expand the circle of development by opening societies and building the infrastructure of democracy." This brings up the question of whether or not the NSS is specific enough to be effective. Thus, if the NSS can not be effective due to the numerous complex and competing issues, is it futile to even go through the process of writing the document. Henry Kissinger discusses this same dilemma when discussing the United States and its foreign policy. Therefore, if it is concluded that the effort to write the NSS is worthwhile, can it be an effective document without some oversight or monitoring at the National level? A look at some personal experiences and elements of the United States Combatant Command, Pacific Command, will demonstrate the potential for disparate and conflicting endeavors causing confusion and ineffectiveness. The NSS states the United States needs to "strengthen alliances to defeat global terrorism and work to prevent attacks against us and our friends?" Yet our efforts in China cause conflict with Japan and our support of Japan causes dissension in South Korea. This problem is further exacerbated by the fact that the United States continually plans how it would defeat China in a major conflict. Another case in point is that relations between India and Pakistan are potentially among the most volatile in South Asia, yet each country falls under the responsibility of a different Combatant Command (US Central Command [CENTCOM] and US Pacific Command [PACOM]). If the USG approach to this critical region is not coordinated and prioritized, will the US find itself vulnerable to threats on the order of another 9/11? As Clark Murdock points out in his book "Improving the Practice of National Security" the days of the cold war strategy mentality of simply stating what needs to be done is gone. Strategy now needs to link into the how as well as the cause and effect of competing national interests to ensure synergy vice disintegration. Therefore in addition to ensuring an effective NSS with oversight, a process or mechanism that compels fusion and coordination is just as vital.
