Book excerpt: In this report the NAO looks at the efficiency of central government office property since 2004. It finds that departments have made good progress in improving the efficiency of their office estate, but should stop managing their estates in isolation from one another in order to achieve best value for money. Departments have reduced the annual cost of the civil estate, including offices, laboratories and courts, by an estimated £600 million in real terms between April 2004 and March 2010. Since April 2010, the annual cost of running the estate has reduced by a further £212 million. In many cases, departments are nearing the point where they have consolidated their own estates as much as they can individually, and further savings will require them to share space and use it more flexibly. The Government Property Unit (GPU) now facilitates interdepartmental planning. This sets the basis for improving future property coordination. However, because of the weak commercial property market, departments are finding it difficult to surrender leasehold buildings before their leases expire. If the Government achieves an average space utilization of 10 m2 per person, it will release about 2.1 million m2 of space, costing £830 million a year to run. However, this will require complex and substantial reconfiguration of the estate and depend on moving out of surplus office space in a difficult market. The NAO estimates around £650 million of this reduction can be achieved by 2020 by not renewing leases.

Rationalisation of the estate therefore offers the public sector the chance to secure significant efficiency savings. From 2004 to 2010, central government departments have made savings of around £100 million each year on the cost of offices however government's use of space is still relatively inefficient. The Government Property Unit was established in 2010 to accelerate efficiency savings from the estate, but it has not provided the leadership necessary to deliver an effective cross-government approach. Until property is seen by departments as a cost as well as an asset, the vast potential savings will not be realised. The Unit needs to make it in the interests of departments to work together and, to do so it needs the support of the Treasury, which so far has been far too passive. Three further areas where the Unit needs to show far greater leadership are also highlighted. First, the bulk of public sector estate belongs to local government and the Unit needs to ensure that central and local government work more collaboratively. Second, the Unit needs to centralise property ownership and start to negotiate terms with major landlords on a more standardised basis. Finally, consolidating the estate will inevitably lead to the mothballing of buildings and current market conditions are making it difficult to re-let surplus space. There is, though, no point in the Government simply holding property in the hope of a future rise in property prices

Compared to private sector benchmarks, departments' office property is between 14 and 50 per cent less efficient, and there is the potential for savings of £326 million. In 2005-06, costs per square metre ranged from £123 to £636, accommodation costs per person ranged from £2,000 to over £12,000 and allocation of space per person ranged from 13.3 square metres to 21.9 square metres. The highest costs are in London and the lowest are in the North East. The main efficiency drivers in the use of office accommodation are the location of the property, its age and general state of repair, its configuration and the way that the space is used. The public sector, with its legacy of listed buildings, and poor record on building maintenance, is not well placed to improve value for money. Departments need to understand how their buildings are performing and implement action to improve efficiency. Many departments do not have basic information on building performance - such as the number of people that use them and whether buildings are open plan or cellular - or know very little about the environmental performance of individual buildings such as whether buildings have recycling schemes and the amount of energy each building consumes. The Office of Government Commerce's (OGC) objective is to deliver annual efficiency savings of £1 billion to £1.5 billion from the whole government civil property estate by 2013. But two key milestones have already been missed, which raises questions about the likely success of this programme.

These costs are around 45 per cent lower than they would have been under the previous Scheme. After meeting the initial costs, departments will save an estimated £400m a year on the paybill. The time it takes departments to start seeing these savings depends on how quickly they can eliminate headcount-related costs, such as on IT and property. The net present value of the early departures to the taxpayer will be between £750 and £1,400 million over the spending review period, depending on the ability of departments to eliminate costs. This figure will also be affected by whether those leaving find comparable work and pay tax, or claim benefits. Of those departments that are reducing staff numbers, the proportion of staff released ranges from less than 1 per cent at the Department of Energy and Climate Change to around 16 per cent at the Department for Communities and Local Government. Departments used large-scale open voluntary exit schemes to release staff as quickly as possible, though this meant departments could not predict accurately which staff would leave. Older, more senior staff are leaving in the first tranches. This is partly because of deliberate restructuring, but also because those staff who have worked in the civil service for longer, or who are over 50, gain more financially from taking voluntary exit or voluntary redundancy.

In contrast, the Whole-Place Community Budgets programme has involved local public bodies and central government working together to develop evidence-based plans for new integrated services. Four local areas have analysed in detail the expected costs and benefits of integration and their findings show clear potential for improving outcomes and reducing costs. The Department for Communities and Local Government, which manages the Whole-Place Community Budgets programme, has provided effective support to date. However, if other central government departments are not committed to Whole-Place Community Budgets it may, like similar initiatives in the past, fail to deliver any significant and lasting change. The programme must be evaluated properly to see whether the early promise translates to real change on the ground and improves value for money.

In some instances where government has identified integration opportunities, benefits have not been achieved because of implementation difficulties. While the centre of government has recognized the importance of integration, it does not have clearly defined responsibilities to support or encourage frontline integration initiatives across government. It is early days for Whole-Place Community Budgets, central government and the four local areas have worked together effectively to assess the case for local service reforms. The true scale of potential benefits will become clear only if projects are implemented and evaluated robustly. Foundations have been laid but continuing collaboration - including sharing of data - between local and central government and delivery partners is essential to maximize the potential of Whole-Place Community Budgets. The aim was to improve significantly the job-seeking experience and the delivery of benefits by providing a service similar to that offered by a bank or modern retailer. To achieve such a radical shift the Department merged the Employment Service and the Benefits Agency into a new integrated service Jobcentre Plus. This roll-out was one of the largest public sector construction programmes undertaken in the UK in recent years. Having learnt lessons from early difficulties, the project was successful in delivering nearly all the planned offices, while making savings against the original budget of £2.2 billion. The estate rationalisation generated savings of £135 million a year, and the Department estimates that the roll-out will ultimately lead to cumulative benefits of £6 billion. The successful delivery of the programme can be attributed to sound governance, intelligent use of existing guidance and external advice, strong support from the leadership of the organisation and, critically, the consistent senior management team. The successful implementation of the project has important lessons for other major government programmes.

They have greater financial freedoms than maintained schools. By September 2012 the number of open academies had increased tenfold, from 203 to 2,309. Academies are the Department's chosen vehicle for school reform, but increasing schools' autonomy and removing them from local authority control gives the Department responsibility for ensuring value for money. The Department has incurred significant costs from the complex and inefficient system it has used for funding the Academies Programme and its oversight of academies has had to play catch-up with the rapid growth in academy numbers. In the two years from April 2010 to March 2012, the Department spent £8.3 billion on Academies; £1 billion of this was an additional cost to the Department not originally budgeted for this purpose, some of which was not recovered from local authorities. The Department must improve the efficiency of its funding mechanisms and stop the growth in other costs. Furthermore, the Department has yet to establish effective school-level financial accountability for academies operating within chains. What will determine whether the Department ultimately achieves value for money is academies' impact on educational performance relative to the investment from the taxpayer. If the Department is to be held properly to account for its spending on academies, it must insist that every Academy Trust provides it with data showing school-level expenditure, including per-pupil costs, and with a level of detail comparable to that available for maintained schools.

The reality is that there is not enough funding there for both Trusts to thrive as currently configured. Their financial viability will be further eroded if more people are treated outside hospitals, in line with present and past government policy. Circle Healthcare, the franchisee of Hinchingbrooke, has not achieved its expected savings in its first few months and its Chief Executive has already left. The bid was not properly risk-assessed and the successful bidder was encouraged to submit over-optimistic savings projections. The PFI deal for Peterborough and Stamford PFI hospital has proved catastrophic, with the Department now being forced to pay out nearly £1 million a week of taxpayers' money to keep the Trust afloat. Book excerpt: This report examines the extent to which government departments and executive agencies are meeting targets to make their new buildings and major refurbishments more sustainable. Each year departments and agencies spend in the region of £3 billion on these projects, and if sustainability is handled well, it can and should provide better value for money in the long term. Key findings include: i) government is failing to meet the sustainability standards it has set for the construction and refurbishment of buildings on the government estate, as well as for sustainable operations targets set for carbon emissions, energy and water consumption; and ii) various barriers are hindering progress towards more sustainable buildings, including the fragmentation of policy responsibility among government bodies for improving sustainable construction and refurbishment, the absence of a coherent approach to monitoring progress and ensuring compliance, and the widespread perception of a conflict between sustainability and value for money.
