The jobs available and the backgrounds required for them have changed substantially just over the careers of today*s officers. As a result, it has become difficult to match the right person to the right job--or even for an individual to prepare properly for a job that will be in demand at some time in the future. To address these and related issues, the authors surveyed experienced officers in these fields to identify the backgrounds--the education, skills, and experience--officers would need to perform each job (the demand), used personnel records to assess the backgrounds and career paths of today*s officers (the supply), and determined what gaps might exist between the supply and demand. Subsequent modeling showed that, while there are gaps, substantial improvement is possible. Recommendations included further refining the development and utilization patterns, use of the resulting information for career guidance, and possibly extending this guidance to enlisted and civilian space professionals.

It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. To ensure the readiness of Airmen to fulfill the mission of the Air Force, strategic approaches are developed and issued through guidance and actions of the Office of the Deputy Chief of Staff for Manpower, Personnel and Services and the Office of the Assistant Secretary of the Air Force for Manpower and Reserve Affairs. Strengthening US Air Force Human Capital Management assesses and strengthens the various U.S. Air Force initiatives and programs working to improve person-job match and human capital management in coordinated support of optimal mission capability. This report considers the opportunities and challenges associated with related interests and needs across the USAF HCM system as a whole, and makes recommendations to inform improvements to USAF personnel selection and classification and other critical system components across career trajectories. Strengthening US Air Force Human Capital Management offers the Air Force a strategic approach, across a connected HCM system, to develop 21st century human capital capabilities essential for the success of 21st century Airmen.

Book excerpt: A key technical issue for future Air Force systems is to improve their ability to survive. Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. We look over each document carefully and replace poor quality images by going back to the original source document. We proof each document to make sure it's all there - including all changes. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the latest version from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these large documents as a service so you don't have to. Available in PDF, EPUB and Kindle. Book excerpt: This book, Space Capstone Publication Spacepower: Doctrine for Space Forces, is capstone doctrine for the United States Space Force and represents our Service's first articulation of an independent theory of spacepower. This publication answers why spacepower is vital for our Nation, how military spacepower is employed, who military space forces are, and what military space forces value. In short, this capstone document is the foundation of our professional body of knowledge as we forge an independent military Service committed to space operations. Like all doctrine, the SCP remains subject to the policies and strategies that govern its employment. Military spacepower has deterrent and coercive capacities - it provides independent options for National and Joint leadership but achieves its greatest potential when integrated with other forms of military power. As we grow spacepower theory and doctrine, we must do so in a way that fosters greater integration with the Air Force, Army, Navy, Marine Corps, and Coast Guard. It is only by achieving true integration and interdependence that we can hope to unlock spacepower's full potential.

Book excerpt: This study examines how the United States Air Force (USAF) can sustain sufficient nuclear skills and experience within the Air Force Nuclear Enterprise. The research specifically examines the overall officer nuclear workforce's accumulated nuclear experience and determines where skill gaps exist based on the competencies required for nuclear-related jobs. Nuclear personnel without sufficient nuclear skill are less likely to adequately perform their nuclear-oriented jobs and their decreased job performance likely impairs or at least creates inefficient operations for the USAF's nuclear deterrence capability. Assuming that human capital development is one relevant factor that helps produce effective nuclear operations, this dissertation investigates how nuclear workforce policies might properly develop and sustain useful and effective human capital that consequently provides the USAF with safe, secure, and credible nuclear operations. These workforce policies will examine ways to improve the development and utilization of officer personnel within the new Air Force Global Strike Command (AFGSC) and identify viable policy alternatives that allow Nuclear Enterprise policymakers to shape the career fields in preferred ways.

Available in PDF, EPUB and Kindle. Book excerpt: The US National Space Policy released by the president in 2006 states that the US government should "develop space professionals." As an integral part of that endeavor, "AU-18, Space Primer", provides to the joint war fighter an unclassified resource for understanding the capabilities, organizations, and operations of space forces. This primer is a useful tool both for individuals who are not "space aware"-unacquainted with space capabilities, organizations, and operations-and for those who are "space aware," especially individuals associated with the space community, but not familiar with space capabilities, organizations, and operations outside their particular areas of expertise. It is your guide and your invitation to all the excitement and opportunity of space. Last published in 1993, this updated version of the Space Primer has been made possible by combined efforts of the Air Command and Staff College's academic year 2008 "Jointspacemindedness" and "Operational Space" research seminars, as well as select members of the academic year 2009 "Advanced Space" research seminar.
