Book excerpt: This revision describes an enhanced Army Planning, Programming, and Budgeting, and Execution System (PPBES) that responds to the following: (1) The new biennial cycle that began with the Program Objective Memorandum (POM) for fiscal years (FY) 1990-1994 (para 1-5); (2) Implementation of the DoD Reorganization Act of 1986 (Act of 1 October 1986, Public Law 99-433, volume 100, U.S. Statutes at Large, p. 992), and later organizational changes (para 1-5); (3) Implementation of recommendations of the President's Slue Ribbon Commission on Defense Management adopted into law (section 2436, title 10, United States Code) (para 1-5); (4) A 1987 statutory requirement to submit to Congress the Future Years Defense Program (FYDP) underlying the President's Budget (section 221, Title 10, United States Code) (para 1-5). (Beginning in 1990, the new 6-year Future Years Defense Program replaced the former Five-Year Defense Program) (para 2-2); (5) Initial actions from the Defense Management Review directed by the President in February 1989 (paras 2-3 through 2-6 and 3-2 through 3-6); and (6) Change in which: (a) Army major commands (MACOMS) and other operating agencies (now including program executive offices (PEGs)), submit operating requirements using field POMs instead of Program Analysis and Resource Reviews (PARRS) used before the FY 1992-1997 PPBES cycle (para 2-16 and chap 4). Although PROBE includes PPBES data, significant improvements could be made in three main areas. First, the MDEP (Management Decision Packages) Profiles system needs to be integrated into the PROBE data base so that Requirements, Guidance, MACOM Look, and Analysis are documented. Second, manpower information can be improved by: (1) synchronizing the Structure and ManPower Allocation System (SAMAS) and Civilian ManPower Obligations Resources (CMORE) with the PROBE dollars in the same Working Files, (2) ensuring civilian pay calculations are covered by sufficient resources to pat civilian salaries, and (3) cross-referencing civilian pay reimbursements to reimbursable destinations. Third, the Long Range Research, Development, and Acquisition Plan (LRRDAP) and new equipment procurement dollars need to Include: (1) linkage to related appropriations (Operations and Maintenance Army (OMA), Military Construction Army, etc.); (2) full funding of Operating Tempo (OPTEMPO) first-year sustainment costs for new equipment fieldings; and (3) Program Element rather than project code information in PROBE.

Book excerpt: The nature and size of the current Defense Budget illustrates the importance of two broad questions: How much is enough? and How much risk are we willing to take? The key issue this paper addressed is how does the Defense Department go about answering such questions. This paper first examined this department's most important resource management system, the Planning, Programming and Budgeting System (PPBS) developed by Secretary McNamara, and then how it evolved into the current Planning, Programming, Budgeting and Execution (PPBE) process. This paper then analyzed the relevancy of this process in today's complex, global strategic environment. Key insights from proponents and detractors who analyzed these systems and processes were explored. Research indicated that the original principles embedded in the PPBS provided a credible means of arriving at the necessary decisions to shape the Defense program and a sustainable basis for defending them. Based on this research, three recommendations were proposed that involved evaluating the current process on a regular timeline, providing accurate guidance to users, and centrally educating participants in the PPBE process.

PPBES requires a mechanism to provide feedback in order to evaluate execution of a program. The objective of this study project is twofold: (1) to develop, in conjunction with COA personnel, the use of the Output Oriented Resource Management System (OORMS) and its PPBES linkage mechanism--the Mission Decision Package (MDEP)--within the Army's resource management systems so that the data captured and reported will provide a horizontal view of all resources associated within discrete Army programs; (2) to identify how the Finance and Accounting community can support theis process with more in-depth analysis and evaluation. The OORMS, which utilizes microcomputers and diskettes to flow information from HQDA, MACOMs, and their subordinate installations and units, and data from standard Army financial systems, will provide the continuity necessary to evaluate whether input resources achieved the desired output. The MDEP will be the linkage mechanism for the full eight-year PPBES cycle. To support this process, the Finance and Accounting community has the necessary tools and data to perform resource analysis.

The report is factually written (e.g., with actual dates) to enhance readability and accuracy, and to assist the comprehension of the material for readers without an intimate knowledge of the PPBES. This research was conducted as the third phase of the Management Analysis of the Programming Process (MAPP) Study performed by the Logistics Studies Office (LSO), US Army Materiel Systems Analysis Activity (AMSAA), under the sponsorship of the Assistant Deputy Chief of Staff for Program Budget, HQ AMC. Phase I addressed the Research, Development, Test, and Evaluation (RDTE) appropriation and its model was published in an LSO report dated March 1984. Phase II addressed the five Procurement appropriations in an LSO report dated October 1984.
