Available in PDF, EPUB and Kindle. Book excerpt: Public enterprises remain the most dominant medium of service provision in both developing and developed countries. During the 1990s and early 2000s, the outcry about poor performance of public enterprises was overwhelming. Nobody at that time and even now has managed to design a ‘blue print’ solution. And yet, the fact that service provision through public enterprises is here to stay is the blunt truth. In Making Public Enterprises Work - From Despair to Promise: A Turn Around Account, Dr. William Muhairwe, the Managing Director of National Water and Sewerage Corporation of Uganda, discusses the approaches used to turnaround an under-performing state enterprise into a remarkable success story. Drawing on decades of experience, taming ‘struggling’ institutions, Dr. Muhairwe enumerates practical steps taken to make a significant difference in service delivery, for the benefit of any form of enterprise. Combined with facts, simplicity and fun, this book presents a unique account of methods used for constructive engagement and dialogue with donors, government officials, workers, suppliers and, indeed, the public/customers. All chapters are interspersed with tested lessons that any enterprise can benchmark to address its service delivery challenges. It is a great handbook for those involved in re-engineering their businesses. Making Public Enterprises Work contains unique home-grown turnaround reform steps that can help to revamp under-performing enterprises. It is the first book to demonstrate that performance contracts combined with incentives can work wonders in public enterprises. The book discusses how incentive rewards can spread to all levels of staff and encourage wholesome teamwork. It also looks at how enterprises can work without industrial unrest in very difficult conditions. In addition the book demonstrates how public enterprises that have been listed for privatisation can provide alternative restructuring steps. Metcalfe and Richards describe and assess Thatcher's Efficiency Strategy as an exercise in improving public management. They explain how the strategy has gone about improving administrative performance by increasing cost-consciousness in the use of resources and creating flexibility for managing change. They analyze major themes such as: decentralization, information systems and budgets as management tools, organization design, and the management of interdepartmental relations.

Available in PDF, EPUB and Kindle. Book excerpt: Performance evaluation is not a simple task in private enterprises and it is all the more complicated in public enterprises. This paper emphasizes three main points: (a) a public enterprise must be evaluated; (b) a public enterprise must not be evaluated like a private enterprise; and (c) a public enterprise should be evaluated by starting with private profit and making a series of adjustments to make it fair to the nation and to managers. This paper suggests introducing a signaling system which consists of three major components. The first is a performance evaluation system, in which national goals are translated into explicit enterprise objectives and quantified in a performance criterion. The second is a performance information system, in which actual achievements are monitored. The third is an incentive system, in which the welfare of managers and workers is linked to national welfare by a pecuniary or non-pecuniary bonus system based on achievement of particular target values of the criterion variables. The paper proposes a phased system of implementation stressing how performance evaluation must be the product of an evolutionary process involving both enterprise managers and government supervisors.

Book excerpt: The main purpose of this study is to identify the factors, separate and apart from ownership, which influence the performance of public industrial enterprises. Based on a review of performance of state-owned enterprises in 13 countries, the authors isolate three main factors relating to the business and managerial environment that distinguish successful public enterprises from the poorly performing ones. These include: (i) the degree of competition that public enterprises are exposed to; (ii) the degree of financial autonomy and accountability under which public enterprises operate; and (iii) the extent and manner in which managerial autonomy and accountability are ensured. It is impossible, and perhaps misleading, to assess statistically the individual importance of each of these factors. What is clear from the analysis is that, where these three factors exist as a package, the performance of public enterprises is signficantly better than in those cases where most or all of these factors are non-existent.

Book excerpt: The performance evaluation system, successfully applied in Korean public enterprises, has four essential prerequisites: (1) parallel reforms to increase managerial autonomy and skills, (2) reliable and timely information, (3) adequate skills to supervise and evaluate, and (4) political will. The paper suggests ways to build up and compensate for the first three requirements; there is no substitute for the fourth.

Available in PDF, EPUB and Kindle. Book excerpt: In many parts of the world public enterprise is in crisis. Privatisation programmes are being widely touted as the solution to many of the problems of inefficiency and slow rates of growth associated with public enterprise. This book discusses the underlying causes of those problems, and critically examines some of the solutions that have been adopted. Its geographical coverage is wide and it cuts across the political spectrum. The experiences of countries in four continents are analysed in an attempt to shed light on current dilemmas. Recurrent patterns are found; problems are frequently seen to be political as much as economic, and bureaucracy and administrative confusion is often found to be at the heart of poor financial performance.Yet since political aims, economic environment, and administrative and managerial capabilities vary so widely, universal solutions remain more difficult to define than universal problems.
