Book excerpt: Nearly four decades have passed since the Individuals with Disabilities Education Act (IDEA) ensured access to public education for students with disabilities in the United States. During the years following its introduction, there was a growing recognition that helping students, especially students with disabilities, in their transitions from secondary school to post-high school environments is crucial to them leading productive and fulfilling lives as adults. Several reauthorizations of IDEA have emphasized the importance of transition planning in providing support for students with disabilities to obtain employment, pursue postsecondary education and training, and live more independently. Despite the efforts of policymakers and practitioners, a gap in post-high school outcomes remains between students with disabilities and other students. Newman et al. (2011) reported that 60 percent of students with disabilities had ever taken a class from a postsecondary school within eight years of leaving high school, lower than the overall rate of 67 percent for same-age young adults in the general population. Students with disabilities were also less likely to be living independently as adults (45 percent versus 59 percent), be married (13 percent versus 19 percent), have a checking account (59 percent versus 74 percent), or have a credit card (41 percent versus 61 percent). Students with disabilities who had been out of high school for as many as eight years had lower rates of employment than same-age individuals in the general population, although employment differences were statistically significant only for students with more severe types of disabilities. To identify effective strategies for improving post-high school outcomes, this report reviews the research literature on programs (strategies, interventions, or sets of services) designed to help students with disabilities make transitions. It deviates in several ways from previous evidence reviews (for example, Cobb and Alwell 2009; Test et al. 2009): (1) It updates earlier reviews by including studies publicly released between April 2008 and June 2011; (2) It reviews studies using the standards and process developed by the Institute of Education Sciences (IES) What Works Clearinghouse (WWC); and (3) It focuses on direct measures of students' post-high school outcomes as evidence of the program's effectiveness. The following appendixes are included: (1) Evidence review protocol; (2) Dispositions for studies that do not meet WWC standards; (3) Rating criteria for studies and programs; (4) Alignment of Test, Fowler, Kohler, and Kortering (2010) taxonomy to program categories in this review; (5) Samples, interventions, settings, and outcomes for individual studies; (6) Description of group design study findings; (7) Narrative description of group design study findings for studies that meet WWC standards with reservations and exploratory studies; and (8) Glossary. The information provided insight for interested stakeholders on whether the outcomes of students with disabilities need to be improved. Examining the Wisconsin Statewide School District Post High School Outcomes Survey results will give special-education service providers a better understanding of the outcomes of the participants. The survey responses may help educators encourage students to make more informed choices on how to successfully accomplish their post-secondary goals. The survey results were analyzed in an effort to determine how many students were engaged in postsecondary activities in what specific areas. Are students with disabilities securing employment or attending higher education institutions after they leave high school? The state of Wisconsin requires that all students with disabilities to have documented plans before the students reach age fourteen. The transition plans are designed to help students begin to explore and pursue goals that are age appropriate and based upon their interest and abilities. Thousands of transition plans are written annually but are the majority of students accomplishing their post- secondary goals? Students were surveyed and answered a series forty-three interview questionnaire. The survey asked open-ended question that provided surveyors with a data on the students' activities after they left high school. Transition has been and continues to be a significant area of focus for educators and researchers. There is a continuum of students exiting secondary settings on an annual basis. Thousands of students will be in need of an employment or training. The impact of the large number of students entering post-secondary settings indicates that professors and counselors will need to be equipped to provide accommodations.

Book excerpt: Young adults with disabilities are impacted by the learning experiences they engage in as students that help shape their career development post-high school. Researchers have identified moderate-level transition predictors that improve post-school outcomes in employment, postsecondary education, and/or independent living. This study used the Social Cognitive Career Theory to examine if a relationship exists among race/ethnicity, gender, and disability type and transition predictors among young adults with disabilities in Mississippi who completed high school in May of 2013. Additionally, this study explored whether a relationship existed between career decision self-efficacy and engagement in employment or enrollment in postsecondary education. A school representative reviewed participants' Individualized Education Program to answer demographic questions and whether or not participants were engaged in transition predictors. Additionally, participants were contacted by phone to answer questions regarding career decision self-efficacy and whether they were engaged in employment or enrolled in postsecondary education. A significant relationship was found among three transition predictors which included number of transition goals completed in a transition program, participation in vocational education courses, and participation in a work study program. No significant relationship was found among transition predictor paid work experience. Additionally, results indicated participants had high to moderate self-efficacy beliefs. Further, the analysis revealed career decision self-efficacy had a significant impact on both employment and enrollment in postsecondary education. Implications are provided for school districts personnel, special education teachers, and preparation programs for students with disabilities. Recommendation for future research included exploring other factors that may influence whether or not participants are engaged in post-school outcomes and expanding research nationwide. --Page ii.

Book excerpt: The purpose of this action research study was to implement and study a systematic framework for using data inquiry and collaborative teams to improve practices that affect the post-school outcomes of students with disabilities. Teams at six high schools in a large public school district participated in a multi-level intervention involving work within their teams, collaboration with other schools, use of a web-based tool to examine data, and support from district leaders. Ultimately, teams used data to identify change targets, linked those to evidence-based predictors of post-school success, and designed action plans to change practices and programs related to post-secondary transition at their schools. The researcher used a mixed methods concurrent design to explore how participants engaged in situated learning and a process of collaborative meaning- making to reflect on and change their practices. The researcher used a collaborative team survey and observations to collect data from all teams, as well as an in-depth case study of one team to collect further data through a focus group, semi-structured interviews, artifact analysis, and observations. Qualitative data analysis incorporated both inductive and deductive approaches through initial coding, focused coding, and mind mapping. Results suggested the data inquiry process enabled school teams to construct meaning about their practices, and through collaboration, they were able to develop deeper understanding of problems and solutions. A comparison of means and standard deviations of five survey constructs indicated teams placed high levels of value on collaboration within their school teams and with other school teams. Furthermore, results suggested establishing a continuous improvement process to address post- secondary transition provided structure and sustainability for examining data and making changes in practices. This work resulted in the implementation of an ongoing continuous improvement process for special education practices in a large public school district.
