Book excerpt: The State Early Childhood Comprehensive Systems (SECCS) Initiative represents a unique opportunity to improve the quality of life for young children and their families, and support them in reaching their full potential. Under the SECCS Initiative, state mother and child health agencies are being asked to apply MCH experience and expertise to a process of: (1) strengthening or creating partnerships with key early childhood stakeholders including those involved in existing early childhood initiatives; (2) collaborating with those stakeholders to implement a state early childhood strategic plan; and (3) supporting the development of integrated community-based platforms for promoting optimal early childhood development. In order to accomplish the ambitious goals of the SECCS Initiative, it will be necessary for states to use planning funds to forge connections between relevant existing state and local agencies, organizations and initiatives; leverage and maximize available resources including both funding and effort; and develop monitoring and evaluation activities that ensure accountability to short- and long-term results. This tool is designed to assist state MCH agencies with this exciting yet challenging work, regardless of where they currently stand along the continuum of early childhood systems building. Some states might see themselves starting from an array of disconnected early childhood services and programs, while others may have well integrated service delivery platforms in place linking state, county and community-based providers. In 2008, the National Response Framework (NRF) replaced the National Response Plan (NRP). One of the criticisms that lead to this change in policy is that during Hurricane Katrina, response to a number of vulnerable populations was not effective as should have been. This thesis addresses the concern for vulnerable populations in regards to planning and preparing for emergencies by assessing their inclusion in the state emergency plans of FEMA Region IV. Vulnerable populations is defined (in this paper) as individuals living with a disability, individuals 65 years or older and individuals with combination of the two. This research is based upon the assumption that there is a need for emergency management at all levels of government for all residents.

The story of Kentucky’s continuous improvement can be evidenced from the Kentucky Education Reform Act (KERA) of 1990, and the intensive systems work since 2009 outlined in Senate Bill 1 and amended by House Bill 176 (2010). Even with a significantly different governance and support approach outlined in Senate Bill 1 (2017) by aligning federal statute regulation and initiatives, state statute and regulation, state school board goals, local school board policies and school improvement plans, a consistent message of expectation is clarified for schools and classrooms. Key core work processes aligned behind those policies lead to systems that can be flexible and adjust to the political and economic climates that surround the work of learning without total disruption of the system. The use of transparent design and common instruction while monitoring quality tools is making a recognizable difference. Funding from the sometimes-maligned School Improvement Grant (SIG) process from the United States Department of Education and work with key partners enables the establishing of sustainable systems for continuous improvement in the areas of planning, use of data, fiscal management, student support, and teacher support owned by leaders at each level of implementation. The pertinent data and reports, the human story, the tools used, and lessons learned are a continuous improvement story into sustainability which will resonate with all who lead in education at any level reaffirming that we can do this!
