Book excerpt: Most military installations are not well prepared to respond to a terrorist incident involving Weapons of Mass Destruction (WMD) at the installation. A study commissioned by the Department of Defense (DoD) in 1997 looked at the effects of the use of a WMD by terrorists to see how this act interfered with U.S. forces in an ongoing operation in a forward theatre of operation. A follow on study by DoD looked at the effects of WMD at a Power projection platform that would potentially disrupt the reinforcing units going to a theatre of operations. Glaring deficiencies were discovered. The military installations were ill prepared to respond and resulted in inability to provide reinforcement support to operations in an overseas theatre of operations. Though the power projection platform problem is being addressed for those installations there is no current program to improve installation training or response. This Student Research Paper will address in depth the potential threat, analyze existing programs and provide recommendations to improve overall installation readiness, awareness and response to a WMD incident.With the realization that the United States and its citizens were extremely vulnerable to such an attack, Congress enacted the Domestic Preparedness Program under the 1996 Defense Against Weapons of Mass Destruction Act. This act was endorsed by the President to better prepare U.S. cities and its citizens to improve their capability to respond to a WMD incident. The Department of Defense was placed in charge of the program to help prepare the cities with support from all of the other Federal Agencies. At the same time the Department of Defense commissioned a study to determine vulnerabilities of military installations. This study was conducted by a group of retired General Officers that identified serious shortfalls and vulnerabilities at military bases both overseas and within the United States.

As the “state governors' 911 forces for WMD,” WMD-CSTs provide direct support to the front lines of local, state, and federal emergency response organizations. WMD-CST operations are conducted primarily in civil environments—urban, rural, industrial, or suburban areas—and in hot or cold weather. WMD-CSTs currently operate within the United States, its territories, and possessions while in Title 10 U.S. Code (USC) or Title 32 USC status. This manual serves as the foundation for WMD-CST doctrine and focuses on the organization, mission, command and control (C2), and operations of the WMD-CST. This book provided eight critical tasks to guide installation Commanders in pursuit of their AT/FP programs. The prescience of the "Guide" was highlighted in October 2000 by a terrorist attack on the USS Cole. This attack and others before it are grim reminders of the necessity for constant vigil across the entire range of Army activities. The threat outlook will not improve in the near future. In his endorsement of the Installation Commanders' Guide the Chief of Staff said, "Commanders must, as the law and resources permit, act proactively to deter would-be attackers and establish procedures to enable effective response to save lives and contain damage if an attack does occur." This we will do. By the end of CY 2000 all installations had developed plans to respond to WMD incidents. However, assessments indicate that we are still not doing all that we can to prepare for the possibility of a WMD incident. We must ensure the thought of force protection is foremost in every Commander's mind. Programs must be more than a plan that sits on a shelf. They must include daily actions and long term solutions to vulnerabilities. At the installation level, Commanders must orient on the threats specific to his or her location. Each must clearly assign responsibilities, identify vulnerabilities and define priorities. The follow on book to the Installation Commanders' Guide, the Installation Preparedness for Weapons of Mass Destruction, Installation Commanders' Blueprint will help Commanders do this. The "Blueprint" gives you, the installation Commander, procedural guidance that can help you develop immediate improvements and a strategy for long-term progress. Improved physical security alone is not sufficient to deter a terrorist. The "Blueprint" emphasizes the importance of building partnerships with the local community and host nation providers. It focuses on the significance of using every possible tool to combat the prospect of WMD. The "Blueprint" highlights ways for a Commander to use technology and human expertise to bring all functions to bear on the problem and suggests ways to improve intelligence collection, reduce vulnerabilities and acquire the necessary first responder capability. All of these things and more create the sum total of weapons at your disposal to deter, defend and respond to WMD. You must use them all. We face constant reminders that, more than any other threat, WMD imperils our ability to accomplish the Army mission. The warning sirens have sounded. The lives of our soldiers, civilians and their families depend upon our ability to face the challenge. There can be no excuses that there was not enough money or training time or understanding. We must be ready.

Book excerpt: In the US today, efforts are underway to defend against the possible terrorist use of weapons of mass destruction (WMD) against US cities. These efforts include the development and adaptation of technologies to support prevention and detection, to defend against a possible attack, and, if these fail, to provide both mitigation responses and attribution for a WMD incident. Technologies under development span a range of systems, from early detection and identification of an agent or explosive, to diagnostic and systems analysis tools; and to forensic analysis for law enforcement. Also, many techniques and tools that have been developed for other applications are being examined to determine whether, with some modification, they could be of use by the emergency preparedness, public health, and law enforcement communities. However, anecdotal evidence suggests the existence of a serious disconnect between the technology development communities and these user communities. This disconnect arises because funding for technology development is derived primarily from sources (principally federal agencies) distant from the emergency response communities, which are predominantly state, county, or local entities. Moreover, the first responders with whom we have worked candidly admit that their jurisdictions have been given, or have purchased for them, a variety of technological devices, typically without consulting the emergency responders about their utility. In private discussions, emergency responders derisively refer to these as a closet full of useless toys. Technology developers have many new and relevant technologies currently in the development pipeline, but most have not been adequately vetted against the field needs or validated for field use. The Center for Global Security Research at the Lawrence Livermore National Laboratory and the Sam Nunn School of International Affairs at the Georgia Institute of Technology recently sponsored a two-day workshop to bring together some 50 representatives of the emergency response, technology development, and policy communities. Participating in this workshop were first responders (representing law enforcement, public health, and emergency response personnel from Los Angeles County, Salt Lake City, Atlanta, and London, England), technology developers from US government laboratories and universities, and policymakers from both the executive and legislative branches of the federal government. The workshop had several objectives. First, we wanted the emergency responders to define the utility of various technologies and tools currently available for first response to a WMD event. Second, we expected the workshop to provide input to the technologists directly from the field users, regarding their special requirements for, and constraints on the use of, new emergency response technologies. Third, we planned to expose the first responders to the types of new technologies under development and allow them the opportunity to ask questions and voice their needs. Finally, we planned to provide recommendations to policymakers for new directions for development and investment of technology.
