Consequently, Asian countries are seeking to improve their self-sufficiency in dairy produce by developing their local milk industries. Asian livestock importers are looking for increasing numbers of high grade dairy stock from established dairy industries in countries such as Australia and New Zealand. Unfortunately, a major problem encountered throughout Asia has been the poor performance of these exotic high grade dairy heifers when exported from their country of origin to a new, more stressful environment. This has been due to a failure to prepare for their introduction. Exotic dairy cows, particularly those from farms with high levels of herd performance, have high management requirements. If subjected to local and traditional small holder dairy farm practices, they are unlikely to produce acceptable yields of milk or may not even get back into calf. Poor management practices can lead to low growth rates, delayed breeding, stock diseases and even deaths among imported stock both before and after first calving. Managing High Grade Dairy Cows in the Tropics addresses the entire range of management practices found on tropical small holder dairy farms, highlighting those which are likely to adversely impact on heifer and cow performance, hence farm profitability. With its almost two hundred million inhabitants and its island geography, Indonesia presents a particular challenge to efforts aimed at improving the lot of the rural poor. Illustrating again how economic growth in urban areas rarely translates into a decrease in rural poverty, this volume identities the impact of recent changes in the national economy on the rural poor, the interaction between the agricultural sector and the rural population, and patterns of food consumption, nutrition, and health. Drawing on the data and conclusions of thirteen years of IFAD experience in Indonesia, this book also examines the successes and failures of past development efforts and makes tangible, practical recommendations for future programs. Meanwhile, on the consumption side, not everyone enjoys access to food and nutrition security equally. Modernizing agriculture is seen as a potential response to challenges in agriculture. Increased investment in agricultural mechanization and digital technologies provides a critical avenue to transform the sector into a more inclusive, efficient, and sustainable system. With the expected increase in productivity and income—including for smallholder farmers—agricultural modernization will help Indonesia’s economy structurally transform and finally shift off-farm toward higher-paying, higher-productivity sectors outside of agriculture. The challenges facing Indonesia's food security and modernization efforts in agriculture set the broad context for this book. While solutions to food insecurity are complicated and involve many stakeholders, this book focuses on optimizing the private sector’s role in improving food security. Satisfying this demand has been achieved by government sponsored expansion of the beef sector in some regions, importation of 'boxed' beef and live cattle, and increases in the off-take rate from established cattle populations. Such off-take from the Bali cattle heard in the Eastern Islands has led to speculation of a decline in numbers and loss of genetic merit of this important breed. Agaist this background ACIAR and CRIAS supported a project to provide a sound basis for government initiatives that support the Bali Cattle herd and the farmers who own and manage these cattle. The project considered the status of past and current breeding strategies and herd improvement programs, whether some of the concerns about herd size and quality are warranted, what breeding strategies would be best suited to the Eastern Islands, and what traits would be given highest priority in a breeding program. The project culminated in a workshop that brought together Indonesian and Australian expertise on Bali cattle production and herd improvement. These proceedings report input to that workshop and recommended strategies for the future development of the Bali cattle herd in eastern Indonesia.
