Book excerpt: Pursuant to a congressional request, GAO reviewed federal programs targeted to disabled persons, focusing on: (1) how many of the programs provide employment-related services; (2) coordination of information, eligibility criteria, and services among various programs; and (3) the programs' effectiveness in promoting employment among disabled persons. GAO found that: (1) 130 federal programs provide services to disabled persons; (2) in fiscal year 1994, federal agencies spent over $60 billion on 69 programs exclusively targeted to disabled persons and between $81 billion and $184 billion on 61 other programs targeted to a wider clientele that gave special consideration to disabled persons; (3) most program expenditures supported income maintenance and health care programs; (4) employment-oriented programs constituted only 26 of the 130 programs and received only 2.5 to 4 percent of total federal funding for such programs in 1994; (5) 57 other programs provided indirect employment assistance; (6) most programs provide services through states and local governments, and nonprofit and private organizations; (7) various program funding mechanisms affect the distribution of program funds among states; (8) the federal government funds a wide range of services to address major employment barriers; (9) disabled persons who need services from more than one program find the programs' differing eligibility criteria and numerous service providers burdensome; (10) the lack of program coordination and information sharing leads to service duplication and gaps, and past efforts to improve service coordination have only been marginally successful; (11) some state and local agencies have improved service delivery to disabled persons and reduced program costs; and (12) few programs have been evaluated for their effectiveness, since many agencies do not require or collect data on program outcomes.

A second goal of the project was to explore how these programs can be funded through the Affordable Care Act (ACA) and other sources. ASPE was particularly interested in knowing what supports will assist the following subgroups of people with psychiatric disorders: Individuals who are now or who are expected to be long-term clients of mental health services and who are in the process of applying for disability benefits. Individuals at risk of losing employment due to mental illness. Individuals, such as transition-age youth (TAY), who are experiencing an initialepisode of psychosis and require early-intervention (EI) services. This project aimed to find answers to the following overarching questions: What services are most effective at helping people in the previously describedthree subgroups find and keep employment? What are the work-support needs of and services currently available toindividuals with other disabilities? What can income and service-use trajectoriesof participants in particular programs tell us about service needs and programeffectiveness? What policies and funding can be adopted in a post-ACA environment toovercome employment barriers for people with psychiatric disorders and otherdisabilities? We conducted two targeted literature reviews: (1) employment programs and outcomes for people with psychiatric disorders (O'Day et al. 2013); and (2) employment programs and outcomes for people with other disabilities (Martin et al. 2013). We also analyzed data from the Survey of Income and Program Participation to examine service-use trajectories of vulnerable populations who might be expected to apply for Social Security Disability Insurance (SSDI) benefits. We also examined literature and policy documents that outlined funding options for employment services for people with psychiatric disorders and other disabilities. We highlight our findings in this summary.

Book excerpt: For many years individuals with disabilities have been less likely to be employed than their working age nondisabled peers. The demographic profile for disability cuts across race, gender, age, and geography. Individuals with disabilities are more likely to be unbanked (30%) and to underutilize tax provisions because of a lack of knowledge about the Earned Income Tax Credit, or due to fear of losing important benefits such as health care. They are almost three times as likely to live in poverty as any other group. The Workforce Investment Act, which became effective on July 1, 2000, has opened doors to unprecedented opportunities for jobseekers with disabilities to receive assistance and intensive services to match abilities and interests with employer needs. The U.S. Department of Labor's Offi ce of Disability Employment Policy (ODEP), also advances opportunities for jobseekers with disabilities by providing national leadership in policy development that works to enhance employment profitability and advance economic self-sufficiency. ODEP accomplishes this through partnering with strategic stakeholders in asset development, developing research and training materials and financial education, and testing best practices through national policy demonstration projects. Th is white paper is an example of ODEP's research into best practices in asset development. New strategies are being pioneered across the country that address both the challenges of advancing employment options for individuals with disabilities and moving forward with options to advance their economic security and self-sufficiency. Collaboration between One-Stop Career Centers, the Disability Program Navigators (DPNs, ) and Asset Building Coalitions are reaching out to low-income workers with disabilities to help them to utilize the Earned Income Tax Credit (EITC), financial education, and other savings and asset building options. DPNs are staff in over 40 states who help job seekers with disabilities navigate the local and state public systems of services to find the help they need to become employed and reach economic self-sufficiency. ETA and the Social Security Administration (SSA) jointly fund, implement, and evaluate this initiative designed to improve the workforce investment system's capacity to service customers with disabilities and employers. During the past three years, through a national campaign being led by the Internal Revenue Service (IRS) and the National Disability Institute (NDI), individuals with disabilities have been encouraged to think about a better economic future that begins with participation in the workforce. The campaign, called "The Real Economic Impact Tour," is raising expectations about the value of work, saving, and asset building. This report focuses on three cities: Detroit, Jacksonville and Milwaukee, and the tie-in between the workforce development system and advancing self-sufficiency for individuals with disabilities. These three diverse cities, in partnership with their local free tax preparation and asset building coalition and the Workforce Development Centers, DPNs, and/or One Stop Career Centers, have partnered to educate and assist people with disabilities to:
