In April 2004 the Central and Eastern European (CEE) Countries entering the EU had to implement a quota system for milk. It requires institution building, setting up administrative procedures, choices of the system, choice of priority groups, handling of butterfat reference, dealing with a national reserve, control aspects, quota transfer, farm management aspects and communication to farmers. All early attention at national levels has been given to the administrative aspects of milk quota systems. Communication to farmers about the system and the effects on farm management is often neglected. This publication hopes to fill this gap and wants to stimulate attention on farm management and extension efforts. It presents an overview of papers from ""old"" countries and country reports from new EU countries. They all contain information about expected structural changes due to the quota system, effects on farm management, extension needs in this area and challenges in years ahead. Book excerpt: This publication assesses the extent, progress and challenges of providing gender-responsive agricultural extension services in Albania based on the FAO Gender and Rural Advisory Services Assessment Tool (GRAST) methodology. Even though agriculture is an important sector of the economy that accounts for 36 percent of overall employment in the country, informality is high and the engagement of low-skilled rural women in labour intensive activities is significant. Women in the context of family farms, are often considered to be unpaid “farm helpers”. This assessment identifies the key gaps at national, organizational and field levels that hinder the achievement of the relevant Sustainable Development Goals (SDGs) and the country’s progress towards inclusive and sustainable agrifood systems. In particular, the absence of evidence-based and sex-disaggregated data does not allow developing gender responsive services driven by a sound understanding of the gender-specific barriers that prevent farmers from accessing and benefiting from such services. Moreover, the lack of well-articulated and mainstreamed gender and social inclusion policies for targeting and reaching diverse women and men clients reduces progress towards national goals and commitments. Addressing rural women’s access to information, knowledge and services is essential for ensuring gender equality, reaching farm efficiency, sustainability and productivity, and contributing to the enhancement of livelihoods.

Book excerpt: Farm structures in Central and Eastern Europe (CEE) today cover a whole spectrum of forms, which include small subsistence-oriented household plots, medium-sized commercial family farms, and large corporations. The agricultural sector in CEE definitely has not embraced the family farm as the dominant farming structure, thus confounding the original expectations of Western experts. On the other hand, agriculture did not collapse because of fragmentation and privatization, as predicted by conservative doomsayers. To address the concerns of the farming sector in CEE with relation to EU accession, a workshop was held in Warsaw, Poland in June 1999. This volume represents a selection of papers presented at this workshop. It examines the reforms and policy changes necessary in the food and agriculture sectors of the ten countries that have started the accession process for eventual membership in the European Union (Bulgaria, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia, and Slovenia). The papers are organized around the following three topics: Evolving farm structures and competitiveness in agriculture; Land laws and legal institutions for development of land markets and farm restructuring; and Development of farm services for improved competitiveness. This volume will be of interest to agricultural policy makers and government officials in the candidate countries, EU officials, World Bank and FAO staff, development scholars, and all others interested in the process of agricultural reform in CEE.
