This study supports the development of standards by which the fleet data in the INM can be updated. A comparison of weather corrections to noise data using INM Spectral Classes is made with the Boeing integrated method. The INM spectral class method is shown to work well, capturing noise level differences due to weather especially at long distances. Two studies conducted at the Denver International Airport are included in the appendices. The two studies adopted different approaches to modeling flight operations at the airport. When compared to the original, year 2000, results, it is apparent that changes made to the INM in terms of modeling processes and databases have resulted in improved agreement between predicted and measured noise levels. Book excerpt: To improve the prediction capabilities of aviation noise modeling tools, recent work has focused on including the vertical structure of the inhomogeneous propagation environment. Vertical profiles of interest are temperature, pressure, humidity, wind speed, and wind direction. Previous studies have used profiles from atmospheric soundings, which are limited to the time and place at which the measurements were made. If profiles are not available for a given location, assumptions must be made about the atmospheric structure. In addition, propagation modeling based on individual soundings or standard profile assumptions may be misinterpreted to imply a simple and/or unchanging atmosphere in cases where the actual atmosphere has much greater spatial and temporal variability. An alternate source of atmospheric data is meteorological reanalysis. Reanalysis feeds quality-controlled measurements from many sources into dynamic meteorological models. These models produce 4-D data fields describing the state of the atmosphere through time. Multiple global and continent-scale reanalysis products are produced and maintained by governmental institutions, and are freely available to the public. In this dissertation, the National Centers for Environmental Prediction (NCEP) Climate Forecast System Reanalysis (CFSR) is considered for use in the calculation of noise propagation from civil aircraft at en-route altitudes to receivers near the ground. Atmospheric profiles are extracted from CFSR data and input to the Advanced En-Route Noise Model (AERNOM) acoustic ray tracing program to show the effects of realistic inhomogeneous atmospheric conditions throughout the propagation path. It is demonstrated that the CFSR 6-hourly analysis product is a feasible data source for atmospheric profiles when calculating sound propagation from in-flight aircraft. Furthermore, calculated sound pressure levels at ground receivers show that realistic vertical profiles are increasingly important as aircraft source altitude increases. The techniques described for CFSR should also be applicable to similar reanalysis products, and would be useful in future development of the Federal Aviation Administration's Aviation Environmental Design Tool (AEDT) for en-route flight altitudes. Potential applications include: Part 1 - development of a basis for communication among concerned parties for acquisition, installation and operation of a permanent monitoring system, and reduction of sound level data collected through temporary monitoring; Part 2 - initial system testing and detailed system validation and improvement.The recommended practices included here are intended to apply to commercial air carrier airports and general-aviation airports.The guidance in Part 1 of this document is intended for application to airport noise-monitoring systems that are designed and installed (or refurbished) after the publication date of the document. Part 1 also provides methods for analyzing data from temporary noise monitoring. The methods and information in Part 2 may be used for any permanent monitoring system.The primary topics addressed in this Part 2 are identified in six subsections. Sections 2 and 3 give References and Definitions. Section 4, Post-Installation Screening Tests, identifies tests that may be conducted immediately after a system has been installed and is operational. These tests use only data directly from the system and should efficiently identify any major short-comings, such as missing significant numbers of operations, missing or erroneous aircraft noise event data. These tests may also be run at any time that some major portion or type of system reported data is in question.Section 5, System Validation for Special Studies, provides more rigorous and time consuming methods for quantifying a permanent system's capabilities when special needs require detailed, quantitative analysis of system data. It describes metrics, tests and calculations that can be used to determine how well the system is: (1) capturing all aircraft flight tracking information, (2) matching captured tracks to runways, aircraft types and flights, (3) capturing aircraft noise events, (4) matching those events with correct tracks, runways and aircraft, (5) measuring aircraft sound levels, and (6) properly locating aircraft flight tracks.Section 6 - Data Analysis and Reporting - Suggests what general steps can be taken to improve system operation and how measured data should be reported to provide sufficient information so that reviewers can easily judge data quality.Appendices provide related and additional information. Book excerpt: The acoustics of an atmosphere relies heavily on environmental factors and the makeup of the atmosphere itself. It has been theorized that the integration of improved high-fidelity weather data may positively affect the prediction and modeling of outdoor noise levels, especially in large scales, such as in the field of aircraft noise. Most formal noise prediction programs currently default to assuming atmospheric homogeneity and the use of high-fidelity weather data would align more closely to the reality of the airport weather. These high-fidelity sets can be used to calculate more complex corrective adjustments corresponding to the acoustic impedance and atmospheric absorption of the region surrounding airports. This thesis will offer insight into whether or not these noise modeling programs will benefit from the use of high-fidelity meteorological files and how the accuracy of future aircraft noise predictions might be affected. The results show that the atmospheric absorption adjustment is more profoundly affected than the acoustic impedance adjustment when atmospheric inhomogeneity is incorporated.
