The bulk of this activity occurs at Technical Area -55 (TA-55), the nations only operable plutonium facility. TA-55 has developed and demonstrated a number of technologies that significantly minimize waste generation in plutonium processing (supercritical CO2, Mg(OH)2 precipitation, supercritical H2O oxidation, WAND), disposition of excess fissile materials (hydride-dehydride, electrolytic decontamination), disposition of historical waste inventories (salt distillation), and Decontamination & Decommissioning (D & D) of closed nuclear facilities (electrolytic decontamination). Furthermore, TA-55 is in the process of developing additional waste minimization technologies (molten salt oxidation, nitric acid recycle, americium extraction) that will significantly reduce ongoing waste generation rates and allow volume reduction of existing waste streams. Cost savings from reduction in waste volumes to be managed and disposed far exceed development and deployment costs in every case. Waste minimization is also important because it reduces occupational exposure to ionizing radiation, risks of transportation accidents, and transfer of burdens from current nuclear operations to future generations.

Book excerpt: The plutonium processing facility at Los Alamos has adopted the strategic goal of becoming a facility that processes plutonium in a way that produces only environmentally benign waste streams. Pollution prevention through source reduction and environmentally sound recycling are being pursued. General approaches to waste reductions are administrative controls, modification of process technologies, and additional waste polishing. Recycling of waste materials, such as spent acids and salts, are technical possibilities and are being pursued to accomplish additional waste reduction. Liquid waste stream polishing to remove final traces of plutonium and hazardous chemical constituents is accomplished through (a) process modifications, (b) use of alternative chemicals and sorbents for residue removal, (c) acid recycling, and (d) judicious use of a variety of waste polishing technologies. Technologies that show promise in waste minimization and pollution prevention are identified. Working toward this goal of pollution prevention is a worthwhile endeavor, not only for Los Alamos, but for the Nuclear Complex of the future.

The Waste Management System is a distributed computer processing system stored in a Sybase database and accessed by a graphical user interface (GUI) written in Omnis7. It resides on the local area network at the Plutonium Facility and is accessible by authorized TRU waste originators, count room personnel, radiation protection technicians (RPTs), quality assurance personnel, and waste management personnel for data input and verification. Future goals include bringing outside groups like the LANL Waste Management Facility on-line to participate in this streamlined system. The WMS is changing the TRU paper trail into a computer trail, saving time and eliminating errors and inconsistencies in the process.

Book excerpt: Regardless of individual technical and political opinions about the uses of plutonium, it is virtually certain that plutonium processing will continue on a significant global scale for many decades for the purposes of national defense, nuclear power and remediation. An unavoidable aspect of plutonium processing is that radioactive contaminated gas, liquid, and solid streams are generated. These streams need to be handled in a manner that is not only in full compliance with today's laws, but also will be considered environmentally and economically responsible now and in the future. In this regard, it is indeed ironic that the multibillion dollar and multidecade radioactive cleanup mortgage that the US Department of Energy (and its Russian counterpart) now owns resulted from waste management practices that were at the time in full legal compliance. The theme of this paper is that recent dramatic advances in actinide science and technology now make it possible to drastically minimize or even eliminate the problematic waste streams of traditional plutonium processing operations. Advanced technology thereby provides the means to avoid passing on to our children and grandchildren significant environmental and economic legacies that traditional processing inevitably produces. This paper will describe such a vision for plutonium processing that could be implemented fully within five years at a facility such as the Los Alamos Plutonium Facility (TA55). As a significant bonus, even on this short time scale, the initial technology investment is handsomely returned in avoided waste management costs.

The committee was asked to provide recommendations on the following two issues: (1) a research agenda to enhance confidence in the long-term performance of WIPP; and (2) increasing the throughput, efficiency, and cost-benefit without compromising safety of the National TRU Program for characterizing, certifying, packaging, and shipping waste to WIPP. The committee has written this interim report to provide DOE with recommendations on several issues that the committee believes merit immediate consideration and action. In developing this report, the committee has been guided by the principle of "reasonableness" with respect to risks, costs, and the ALARA (as low as reasonably achievable) principle. In the committee's judgment, implementing the recommendations contained in this report will contribute to the continued safe operation of WIPP.

Book excerpt: Characterization of transuranic waste from the LANL Plutonium Facility for certification and transportation to WIPP includes the use of acceptable knowledge as specified in the WIPP Quality Assurance Program Plan. In accordance with a site-specific procedure, documentation of acceptable knowledge for retrievably stored and currently generated transuranic waste streams is in progress at LANL. A summary overview of the transuranic waste inventory is complete and documented in the Sampling Plan. This document also includes projected waste generation, facility missions, waste generation processes, flow diagrams, times, and material inputs. The second part of acceptable knowledge documentation consists of assembling more detailed acceptable knowledge information into auditable records and is expected to require several years to complete. These records for each waste stream must support final assignment of waste matrix parameters, EPA hazardous waste numbers, and radionuclide characterization. They must also include a determination whether waste streams are defense waste streams for compliance with the WIPP Land Withdrawal Act. The LANL Plutonium Facility's mission is primarily plutonium processing in basic special nuclear material (SNM) research activities to support national defense and energy programs. It currently has about 100 processes ranging from SNM recovery from residues to development of plutonium 238 heat sources for space applications. Its challenge is to characterize and certify waste streams from such diverse and dynamic operations using acceptable knowledge. This paper reports the progress on the certification of the first of these waste streams to the WIPP WAC.

Book excerpt: One mission of the Los Alamos National Laboratory (LANL) is to affect pollution prevention and waste minimization surrounding operations at their Plutonium Facility. Efforts are underway and technologies are being deployed to capture the actinide at the source thereby reducing the amount of nuclear material leaving the facility as transuranic waste. Traditional processing alternatives for decontamination, such as strong acid leaching and surface brushing have not achieved the desired recovery efficiencies for plastic or non-actinide metal matrices. Much of the nuclear material present is fixed in the matrix, and is not susceptible to recovery with surface cleaning techniques. In addition, the relatively large secondary waste volumes associated with the acid leaching have persuaded LANL to evaluate alternative recovery methods. The purpose of this paper is to describe the development and testing of a prototype chemical decontamination and co-precipitation process installed at the Los Al amos Plutonium Facility that is based on the patented TechXtract{reg_sign} system developed by Active Environmental Technologies Inc. (AET). The technology was enhanced under a PRDA contract awarded by DOE in 1997.
