Book excerpt: The issue of North Korean human rights has emerged as an international agenda after the publication of the COI Report in 2014. The international community’s emphasis on ensuring accountability of North Korea’s leadership indicates that previous approach of "monitoring" and "expressing concern" has had limited effects in changing North Korea. Despite the international community’s consistent and swift approach to make human rights in North Korea an international agenda, South Korea has been unable to present a united position in terms of its approach, perception, as well as policy direction and means. It is necessary to formulate and implement a more systematic and consistent policy towards human right in North Korea. Furthermore, it should reflect specific means and roadmap to substantially improve North Korean human rights. 1. Introduction 2. Environment Surrounding Policy on North Korean Human Rights A. Available in PDF, EPUB and Kindle. Book excerpt: This book examines core thematic approaches to the Responsibility to Protect (R2P) and analyzes case studies regarding the implementation of this important global norm. The volume analyzes this process at international, regional and local levels, and identifies an urgent need to progress from conceptual debates towards implementation in practice, in order to understand how to operationalize the preventive dimension of the R2P. It argues that R2P implementation necessarily entails the efforts of actors across governance levels, and that it is more effective when integrated into existing sites of practice aimed at strengthening human rights and accountability for populations in atrocity risk situations. The book addresses R2P implementation in the context of agendas such as resilience, gender, development cooperation, human rights, transitional justice, peacekeeping and civil-military relations. It details progress and challenges for implementation in the United Nations, regionally in Africa, Europe and Southeast Asia, and through national atrocity prevention architectures. The volume provides readers with a breadth of understanding in terms of both the development and current status of the R2P norm, and practical tools for advancing its implementation. This book will be of much interest to students of the Responsibility to Protect, Human Rights, Peace Studies, and International Relations in general.

Book excerpt: South Africa, the power house of the African continent, as well as Germany, Europe’s largest economic power, are faced with an intricate maze of international obligations, whether related to the United Nations, the World Trade Organization, the African Union or the European Union (EU), international human rights law, international humanitarian law, or any other sub-regime of international law. The two countries are in a different position when facing the implementation of this maze of obligations. South Africa is a developing economy that faces various capacity challenges which, at times, also impact the manner and extent to which it implements its international treaty obligations. Germany, ont the other hand, benefits from comparatively well-funded institutes of international law and a well-trained academic community, which have contributed to the successful implementation of much of international law. But as the relevant chapters in this volume show, the German case is not without its own complexities. As a result, an exchange of ideas and experiences pertaining to the implementation of international obligations can prove fruitful for both countries. Moreover, such an exchange could also serve as a useful point of departure for other countries in Southern Africa that face similar challenges in relation to implementation. The current book explores suitable techniques of implementation of international law, by comparing South Africa with Germany. After a general overview of the status of international law within Germany and South Africa respectively, it focuses on the implementation of international instruments pertaining to key sub-areas of international law in the two countries. These include the United Nations Charter (peace and security), the international law of the sea, international economic law, international environmental law, international human rights law, international criminal law, regional integration, and the status of international judicial decisions before domestic courts.

Available in PDF, EPUB and Kindle. Book excerpt: NOW IN ITS FIFTH ANNUAL EDITION, The Reality of Aid continues to present the most comprehensive and rigorous independent analysis available of the aid and development policies of the world's richest nations, and exposes the gaps between rhetoric and reality. Part I presents a consideration of current issues in development cooperation in the context of globalisation and the increasing importance of private aid flows. Part II gives a full-report on the performance of OECD countries and the European Union over the last year, and also includes a report on the continuing Lom negotiations between the EU and Africa. Part III gives a Southern perspective, with chapters on development and cooperation in Argentina, Central and Eastern Europe, Ghana, Guatemala, Haiti, India, Latin America, Uganda and Zimbabwe. Part IV reviews trends in aid policy and spending by Northern governments and NGOs, with 'at a glance' tables and charts which compare donors' performance on issues such as poverty eradication, gender, emergency relief, leadership and public information. Throughout, information is presented in easily interpreted diagrams and graphs. First produced in 1993, The Reality of Aid has established itself as a unique source of independent evaluation and comment on aid policies and development. It is indispensable for all in the field, whether in the official or voluntary sectors. Originally published in 1997
