Book excerpt: La medicion de la productividad en los servicios se asocia a la medicion de la produccion en los servicios, lo cual no resulta un ejercicio facil, dadas las caracteristicas del producto final y del proceso de produccion. En la medicion de la productividad en los servicios deberan contemplarse particularidades tales como: generar servicios y no materiales, por lo tanto, no pueden transportarse, almacenarse, no son suceptibles de medicion dificilmente lo son, no es posible aplicarles la racionalidad tecnica, no son considerados productos desde la logica de la economia de mercado. Sumado a lo anterior debe considerarse que los servicios son perecederos, el consumidor interviene en la prestacion del mismo, la prestacion y el consumo son simultaneos y en la dificultad para controlar la calidad lo que se acentua cuando mayor es el grado de intangibilidad de los mismos. El servicio es una actividad cuyo producto no asume la forma de objeto, por lo que es definido por su utilidad inmediata, dirigida atender una necesidad que puede ser privada, individual o colectiva. La productividad en servicios se podria definir como la relacion entre servicios prestados y el numero de empleados y equipo utilizado. Dada la participacion del cliente en la produccion y el consumo del servicio es necesario tener en cuenta la particularidad del propio cliente, asi como las normas y reglas que permitan resguardar la calidad. El sector salud como parte del sector servicios no esta ayuno de enfrentar estas mismas dificultades en la medicion de la productividad, la cual se ha estado realizando a traves de dos mecanismos: la medicion del gasto o la satisfaccion de los usuarios. Sin embargo, en el sector salud debe tenerse presente que el producto: la salud, aunque, puede ser atribuido al servicio, es dificil de medir y generalizar. Ademas no se puede realizar tomando como parametro la disminucion del costo, el uso de tecnologia puede aumentar el costo pero incrementar la calidad del servicio prestado. El tiempo es otra variable que en salud asume caracteristicas particulares que no tiene en la industria.

Book excerpt: Becker's theory of human capital predicts that minimum wages should reduce training investments for affected workers, because they prevent these workers from taking wage cuts necessary to finance training. We show that when the assumption of perfectly competitive labor markets underlying this theory is relaxed, minimum wages can increase training of affected workers, by inducing firms to train their unskilled employees. More generally, a minimum wage increases training for constrained workers, while reducing it for those taking wage cuts to finance their training. We provide new estimates on the impact of the state and federal increases in the minimum wage between 1987 and 1992 of the training of low wage workers. We find no evidence that minimum wages reduce training. These results are consistent with our model, but difficult to reconcile with the standard theory of human capital.
